The recidivism rate of 203 people mandated by the courts to attend three community-based child sexual offender treatment programs (175 treatment cases and 28 assessment-only cases) was assessed and compared with a probation comparison group. The recidivism rate was 8.1% for all participants treated in the community-based programs and 5.2% for participants who completed treatment. The recidivism rate for program attendees was approximately half that of those in the probation comparison group. The drop-out rate for treatment appears to be relatively high (45%) and noncompletion was associated with higher recidivism. These results indicate significantly better outcomes for offenders receiving specialized treatment and are consistent with, and toward the lower end of, recidivism rates reported in local and international evaluation studies.  相似文献

Research in many forensic science fields commonly uses domestic pigs (Sus spp.) as proxies for human remains, due to their physiological and anatomical similarities, as well as being more readily available. Unfortunately, previous research, especially that which compares the decompositional process, has shown that pigs are not appropriate proxies for humans. To date, there has not been any published research that specifically addresses whether domestic pigs are adequate human proxies for the geophysical detection of clandestine graves. As such, the aim of this paper was to compare the geophysical responses of pig cadavers and human donor graves, in order to determine if pigs can indeed be used as adequate human proxies. To accomplish this, ground penetrating radar (GPR) and electrical resistivity tomography (ERT) responses on single and multiple pig cadaver graves were compared to single and multiple human donor graves, all of which are in known locations within the same geological environment. The results showed that under field conditions, both GPR and ERT were successful at observing human and pig burials, with no obvious differences between the detected geophysical responses. The results also showed that there were no differences in the geophysical responses of those who were clothed and unclothed. The similarity of the responses may reflect that the geophysical techniques can detect graves despite what their contents are. The study implications suggest that experimental studies in other soil and climate conditions can be easily replicated, benefiting law enforcement with missing persons cases.  相似文献

Abstract

Does mainstream party positioning contribute to marginalising or legitimising niche party positions? This article argues that voter perceptions of the legitimacy and credibility of niche party positions play a role in individuals’ propensity to vote for niche parties. It finds that the adoption of more restrictive immigration positions by mainstream parties increases the likelihood that those people who do not recognise the issue competence of radical right parties on immigration will vote radical right. However, for individuals who already perceive the radical right to be competent on immigration, mainstream party adoption of more restrictive immigration positions has no effect on propensity to vote radical right. In addition, the increase in the propensity of individuals to vote radical right is predominantly a function of mainstream left parties adopting more restrictive immigration positions. These results imply that mainstream parties risk fuelling radical right party support by adopting more restrictive immigration positions.  相似文献

This article examines India’s emerging approach to foreign policy: multialignment. It argues that since the mid-2000s India has developed multialignment as a means of achieving what it perceives as its core interests and ideals in international relations. Characterised by an emphasis on engagement in regional multilateral institutions, the use of strategic partnerships, and what is termed ‘normative hedging’, multialignment is being utilised to boost India’s economic development and national security, as well as to project influence and promote its values. The article traces the emergence of this strategy during the governments of Manmohan Singh and its implementation and extension by the new government of Narendra Modi. It analyses the key arguments that have been presented in its favour and the ways in which it was been put into practice. It concludes with a brief assessment of multialignment as a strategy, as well as the prospect that it will deliver the dividends expected by India’s foreign policy elite.  相似文献

Abstract

Whilst the link between international diplomacy and the Olympic movement has been the subject of extensive academic and journalistic enquiry, the experience of diplomatic discourse relating to the relatively youthful Paralympic movement has received little attention. It occurs not just in the context of state diplomacy, where for example the Paralympic Games may provide a conduit for the pursuit of specific policy objectives, but also in relation to the engagement of the International Paralympic Committee [IPC] as an evolving non-state actor in the diplomatic process. The idea of the IPC as an advocacy body engaged through public diplomacy in promoting disability rights needs exploration as an element of the contemporary politics of disability. This analysis considers the relationship between the activities of the IPC and wider lobbying by disabled people’s organisations as a means of leveraging change in domestic and international policy toward disability. In relation to the global development agenda, it also assesses IPC responses to the gulf in resourcing for para-sport as well as related health and education provision between high- and low-resource regions. It considers the response of the organisation from the perspective of public diplomacy and locates that response within the wider diplomacy of development.  相似文献

We can make progress in political justification if we avoid debates about the extent of moral pluralism. Just by having a political view we are committed to its realization but also to its defence upon justifying grounds. It would be inconsistent to seek to realize my view in ways that undermined my ability to justify it. Yet justifying a view implies that I am open to challenges to it, and that perpetually draws me potentially into dialogue with all others, regardless of my will, and into structures which allow an inclusive dialogue to take place, with decisions being made, on the basis of open public discussion, with which I may disagree. Thus a form of deliberative democracy, probably with representative institutions, is justified, without any normative assumptions being made.  相似文献
