‘My Neighbour Drinks Clean Water,While I Continue To Suffer’: An Analysis of the Intra-Community Impacts of a Rural Water Supply Project in Mozambique

Rural water planners assume the positive impacts of community water projects are spread evenly across the population. We test this assumption by looking at the distribution of benefits within communities that received handpumps in rural Mozambique. Using survey and qualitative data we analyse the characteristics of those groups who benefited from the handpumps and also explore household decision-making processes. Handpump use was determined by distance, availability of other sources, perceptions of water quality, political affiliation, and wealth. We argue that the handpumps reinforced existing social divisions related to income and political affiliation and created new geographic divisions within communities.     

Genetic citizenship: DNA testing and the Israeli Law of Return

The Israeli State recently announced that it may begin to use genetic tests to determine whether potential immigrants are Jewish or not. This development would demand a rethinking of Israeli law on the issue of the definition of Jewishness. In this article, we discuss the historical and legal context of secular and religious definitions of Jewishness and rights to immigration in the State of Israel. We give a brief overview of different ways in which genes have been regarded as Jewish, and we discuss the relationship between this new use of genetics and the society with which it is co-produced. In conclusion, we raise several questions about future potential impacts of Jewish genetics on Israeli law and society.     

European participation in the Asian Infrastructure Investment Bank: making strategic choice and seeking economic opportunities

This paper asks why half of the members of the European Union (EU) have chosen to join the China-led Asian Infrastructure Investment Bank (AIIB) in defiance of substantial pressure from Washington. If the AIIB is too good an economic opportunity for Europe to ignore, then why did the rest of the EU turn its back on this organization? To account for this apparent variation in the attitude of European countries, I argue that, ceteris paribus, changes in the strategic situation involving Europe, the USA, and China, as well as differing expectations of economic opportunities in a developing Asia, have led European countries in different directions. Those countries which are getting increasingly friendly with China, which results from increasing level of alliance security dilemma with the USA, and are highly dependent on the potentially gigantic Asian market are the most likely to follow China’s lead. Countries that are not so geared toward China or Asia are least likely to join the AIIB. Where only one of these factors is present, the country will remain hesitant. I test this argument using both quantitative and qualitative analysis. This includes probit analysis for 31 countries and three in-depth case studies involving Germany, Belgium, and Romania. These countries have a high, median, and low chance of joining the bank, respectively. The findings of both types of analysis support the proposed analytical framework.     

Who speaks for whom? Implementing the Crown's duty to consult in the case of divided Aboriginal political structures

The Supreme Court of Canada has determined that the Crown has a duty to consult Aboriginal peoples on government decisions that may adversely affect their rights, but the Court did not define who the Crown should consult on behalf of Aboriginal people when two or more groups claim the right to speak for them. For government officials attempting to fulfil the Crown's duty, this can create challenges. This article reviews the jurisprudence and scholarly commentary to provide some guidance to government officials on how to effectively implement the Crown's duty to consult as a practical matter of public administration.     

Audience,Purpose, and Civic Engagement: A Reassessment of Writing Instruction in Political Science

In the present study I examine meaning-making as an integral aspect of successful writing assignments in political science. Results of a semester-long quasi-experimental pilot study show that meaning-making writing tasks help students in Introduction to American Politics courses become more politically engaged through the inculcation of civic skills.

Dominant party cohesion in comparative perspective: evidence from South Africa and Namibia

Africa's proliferation of dominant-party regimes is often regarded as an obstacle to democratization. Scholars and practitioners therefore face the task of understanding how and why constitutionally legitimate challenges to dominant party rule occur. This article asks: why do some presidential succession crises act as a catalyst to dominant party fragmentation when others do not? It argues that minority factions are more likely to defect from a dominant party when they have (1) been marginalized by the majority faction and (2) confidence in their mobilizational capacity. Factional purging is in turn traced to autocratic leadership and party under-bureaucratization, whilst high levels of factional self-confidence are linked to crises of dominance and the weakness of extant opposition parties.
