Energy policy making is commonly seen as a sector dominated more by experts and technocrats than politicians. Regulation of Finnish energy policy, which was traditionally characterized by state‐centeredness and detailed governmental control, was step by step annulled in the mid‐1980s on, and a deregulation policy was introduced. The return of regulation can be timed to in the beginning of the twenty‐first century, being the result of the global debate and measures dealing with climate change. The purpose of this study was to assess the extent to which the changes of operational environment have transformed the power structure of Finnish energy policy making and whether the key actors constitute a coherent energy elite in terms of attitudinal unanimity and interaction networks. Methodologically the study was based on three sets of elite interview data collected in 1987, 1997, and 2009 and a postal survey conducted among the citizenry in 2007. The major finding was that despite fundamental changes in the operational environment the power structure of the energy sector policy making has been fairly stable from 1987 to 2009 and the old cohesive energy elite is still in power.  相似文献

Most scholars agree that low socio-economic status is associated with an elevated risk for violent victimization as well as offending. Nevertheless, it has been suggested that certain forms of violence—particularly intimate partner violence (IPV)—are more equally distributed in the population, not concentrating on the lower social strata as strongly as other forms of violence. In this paper, we examine the association between financial strain, measured on the household level, and two different types of victimization: IPV and violence committed by a person unknown to the victim. The analysis is based on the 2013 sweep of Finnish National Crime Victim Survey (n = 6,999), a nationally representative survey incorporating a mix of postal and web-based survey methodology. Multivariate analyses indicate that the risk for both kinds of victimization is highest among those who report financial difficulties. Moreover, the association between IPV and financial strain appears stronger when less serious violent incidences are excluded from the analysis.  相似文献

Three fatal poisoning cases due to 3-methylfentanyl are described. In each case, the death was accidental and occurred after injection of the opioid combined with amphetamine, heroin, or other drugs. The victims' ages, ranging from 30 to 41 years, were higher than those typically found in heroin poisonings in Finland. The blood concentrations of cis-3-methylfentanyl, measured here for the first time by a specific tandem mass spectrometric method, ranged from 0.3 to 0.9 microg/L (mean 0.5 microg/L). These values are significantly lower than the levels reported for alpha-methylfentanyl and fentanyl in fatal poisonings. Repeated seizures of fentanyl and its analogs have been reported in Europe close to the Russian border.  相似文献

Tramadol is an opioid drug metabolised in phase I by cytochrome P450 (CYP) enzymes, of which CYP2D6 is mainly responsible for the O-demethylation of tramadol, but is not involved in N-demethylation. Defects in the genes encoding drug metabolising enzymes (DMEs) may lead to adverse drug effects, even to death. To aid interpretation of the forensic toxicology results, we studied how the genetic variation of the CYP2D6 gene is reflected in tramadol metabolite ratios found in post-mortem samples. In 33 Finnish autopsy cases where tramadol was found, we analysed both the CYP2D6 genotype and the concentrations of tramadol and its metabolites O- and N-demethyltramadol. As expected, we found a correlation between the number of functional CYP2D6 alleles and the ratio of tramadol to O-demethyltramadol. We also found a correlation between the number of functional alleles and the ratio of tramadol to N-demethyltramadol. This can be explained by the complementary nature of the two main tramadol demethylation pathways. No known CYP2D6 inhibitors were associated with exceptional metabolic ratios. Furthermore, no accidental tramadol poisonings were associated with a defective CYP2D6 gene. Our results on the tramadol are among the first to demonstrate that genetic variation in drug metabolising enzymes can be analysed in post-mortem blood, and that it correlates well with the parent drug to metabolite ratios. The results also suggest that genetic factors play, in general, a dominant role over other factors in the metabolism of individual drugs.  相似文献

The past decade has witnessed an active dismantling of public environmental policy in Russia. At the same time, Russian companies involved in natural resources extraction have adopted standardized environmental management systems. In this way, much of the responsibility of environmental policy in Russia has been transferred to private industries and their environmental management systems. These systems do not, as such, guarantee increased environmental responsibility. This article addresses the privatization of the Russian environmental policy in light of the legitimacy and uncertainty involved in standardized environmental management systems. A case study of the mining industry in the Kola Peninsula, Russia, is used in two ways. First, environmental policy conflicts between public bodies and mining companies in Russia are illustrated with two examples. Second, key drivers for adopting environmental management systems in the Kola Peninsula mining companies are extracted from thematic interviews. These drivers are analyzed for their impact on unit and corporate level decision-making. In addition, the drivers are categorized according to the type of legitimacy and stakeholder salience. It is shown that unit and corporate level applications of environmental management have different societal and environmental implications. On the basis of the case study it is suggested that due to their support of cognitive and moral legitimacy, and a broader view on salient stakeholders, environmental management systems defined on the unit level allow a better alignment of corporate goals with societal goals of sustainability.

A 42-year-old woman died from massive barium sulfate (BaSO(4)) lung embolism after a balloon catheter intended for elective colonography was inserted into her vagina. The vaginal insertion of the balloon catheter caused a bilateral laceration of the vaginal wall which was followed by penetration of BaSO(4) into the afferent veins and massive pulmonary embolism. Fluoroscopy performed during the fatal events and post-mortem X-rays revealed a radio-opaque substance in the vagina and uterus, the pelvic vessels and the vena cava, the right heart chambers, the lungs, and the kidneys. In addition to lungs, finely granular intravascular particles were demonstrated histologically in several organs including the brain and the glomerular capillaries. Scanning (SEM) and transmission (TEM) electron microscopy together with X-ray microanalysis, and inductively coupled plasma atomic emission spectrometry (ICP-AES) allowed the definite identification of BaSO(4) in lungs and confirmed its capacity to penetrate the pulmonary filter and to embolise via the systemic circulation in various organs.  相似文献

A purge and trap concentrator with a Tenax trap was coupled to gas chromatography-Fourier transform infrared spectrometry for the identification of volatile organic compounds in blood samples. A styrene-divinyl benzene porous layer capillary column allowed the separation of compounds such as household and medical gases, solvents and alcohol congeners. The identification limits in blood, measured by comparison to an in-house vapour phase spectrum library, generally ranged from 0.05 to 10 mg/1, depending on the analyte structure. Low molecular weight alcohols had identification limits up to 100 mg/1. Six actual casework examples were collected during a 1-year period of routine use to demonstrate the feasibility of the method.  相似文献
