False claims of child sexual abuse negatively affect the accused parent and the child. Such false claims can be used to sway custody determinations and cause frivolous applications to the court. This Note proposes that courts impose sanctions, comparable to those set forth in Rule 11 of the Federal Rules of Civil Procedure, on litigants who make false claims of child sexual abuse.  相似文献

In this essay, I explore the semiotics of the terno, the Philippine national dress, creatively interpreted by diasporic artists as a dense metaphor for the proper and improper Filipina. These artistic deployments of the terno lay bare unquestioned notions of Filipina femininity and nationalism to be fabrications of colonialism, militarization and globalization. The reconfigurations of the infamous “butterfly dress” by multimedia artist groups Barrionics and Mail Order Brides (M.O.B.) take center stage in my discussion. The genealogy of the terno I focus on in this article emphasizes alteration and transformation, to resist facile binaries of the nation as traditional and the diaspora as the site of modern and innovative modifications. My historicization of the terno underscores it as an emergent form in which to situate the uses of the terno in Filipino American performance projects within the history of the terno itself. Specifically, the essay focuses on the defamiliarization of feminine constructs that operate both in the nation and the diaspora, as well as to foreground the imbrications of colonial histories and our neocolonial present in the current global circulation of Filipina bodies. I highlight how these artists in the Filipino diaspora spectacularize the inchoateness of categories of gender, race and sexuality. Their performance works delink the dressee from the dress, the terno from the Filipina, the dress from the girl and the boy, the dress from the straight and from the queer, the dress from the diasporic and from the national. Within such figurations, the terno emerges as an overprivileged icon – of ideal womanhood and of the mother nation – whose iconicity is re-routed through bodies that do not belong.  相似文献

Based on first-hand qualitative research, this article describes and analyzes the significant role that a local, New York City-based social service agency played in responding to 9/11; the sources of its notable ability to provide assistance to individuals and families affected by this terrorist attack; and the structural strains and unanticipated divisions within the agency that the heroism of its fervid engagement nevertheless engendered.

本研究评估了中国公民对警察的信任程度,并探讨了影响公众对警察信任程度的因素。就目前来看,针对中国公民对待警察的态度进行的实证研究寥寥无几。本研究以冲突理论为理论框架,通过收集中国8个城市的访谈数据,检验了性别、年龄、教育程度、收入、就业、感知政治影响力等冲突变量以及相关控制变量对中国警察公信力的影响。结果表明,这些变量对于中国公民对待警察的态度的解释力有限。青年以及政治权力较低的中国公民往往对警察的信任度较低。此外,中国公民对警察的态度还受到公共安全满意度、政府处理犯罪的能力、生活质量和政府官员腐败度的影响。同时本文也对未来研究的意义进行了讨论。  相似文献

In this article, the authors describe and illustrate what they call a “network of networks” perspective and map the development of a lead network for the Antwerp Port Authority that governed organizations and networks in the port community before and during the COVID-19 pandemic. They find that setting a collective focus and selective integration are crucial in the creation and reproduction of an effective system to adequately deal with a wicked problem like the COVID-19 pandemic. The findings on crisis management and network governance are used to engage practitioners and public policy planners to revisit the current design and governance of organizational networks within organizational fields that have been hit by the COVID-19 pandemic.  相似文献

Much research has been conducted into aspects of the police workplace that contribute to stress for individual officers. The current paper examines the influence of worksplace and job characteristics on both officers' stress and their job satisfaction. Police officers recruited from two divisions of an Australian state police service (n=749) were surveyed. Results show that there was a positive relationship between organizational support and job satisfaction and a negative relationship between organizational support and job stress. Difficulty in dealing with organizational change led to lower job satisfaction and higher levels of job stress. Working long hours led to increased job stress but it did not lead to lower job satisfaction. In contrast, shiftwork led to lowered job satisfaction but it did not lead to job stress. Of particular interest in this study was the finding that the job content factor of dealing with dangerous and unpredictable duties was not predictive of job stress but in fact led to higher job satisfaction. Tasmania has a long history of failed attempts at restructuring local government boundaries yet managed a major reform process of 'modernisation' between 1990 and 1993 that incorporated major changes to council operations together with a restructuring of boundaries and a reduction from 46 to 29 councils. This process can be compared with a recent attempt to reduce further the number of local governments. In April 1997 the Liberal Premier announced reforms ('Directions for Tasmania') that led to a further reduction in the number of councils. This process collapsed following legal challenges and the proroguing of parliament prior to the 1998 state election. The defeat of the Liberal government saw the abandonment of the proposed amalgamations and establishment of 'partnerships' between the new ALP state government and councils. This paper compares the 1990–93 and 1997–98 reform processes and evaluates the outcomes of the amalgamations in 1990–93. It argues that the success of amalgamation and reform in local government has been strongly influenced by the degree of local government involvement and support in the reform process, lessons that have wider application.  相似文献
