Litigation initiated by the Institute for Democracy in Southern Africa against all political parties for the disclosure of donations initiated a debate over party-funding regulatory regimes. The case for disclosure and regulation emphasized the causal connection between secret funding and corruption as well as the weakening of democratic practice. An empirical assessment of these claims shows that secrecy has not brought about these predicted effects and that official institutions have been effective in uncovering and prosecuting political and other forms of corruption. Moreover, evidence is presented showing that the disclosure of donors' identities will prejudice smaller, opposition parties to the detriment of South Africa's multi-party democratic system. An appropriate regulatory regime for the country must emerge from a deliberative process, rather than a judicial decision, if it is to be effective. In addition, the regulations must balance transparency against the interests of smaller parties through innovative and country-specific monitoring mechanisms. 相似文献

This article considers five books about western countries' actions and policies in the Middle East over the twentieth century and beyond. The British with their mandates in Iraq, Palestine and Jordan, and the French in Syria and Lebanon, employed similar techniques. The role of the British in Palestine comes in for a deal of criticism By the time the Americans took over the dominant role in the region, the policy challenge was rather different. But the mistakes the Americans made were just as serious and the lessons of history were too often ignored. 相似文献

That there has been a breakdown in trust between government, the media and the people in the UK is now a commonplace axiom—indeed, it was the starting point of the Review of Government Communications undertaken by Bob Phillis in 2003 at the promptings of the House of Commons Select Committee on Public Administration. The Review reported in February 2004, and the government has indicated that it intends to accept the majority of its recommendations. The Review was supposed to usher in a new era in the relationship between government, the media and the people but this might turn out to be a false expectation. Because the Review was based on a number of false assumptions, it runs the risk of creating a system which entrenches some of the worst aspects of the old system without achieving any significant improvements.
