Brismes Lecture: The Future of British Foreign Policy in the Middle East

Former Foreign Secretary Jack Straw draws on his experience and Britain's colonial legacy to argue that while the United Kingdom needs to recognise the effects of past policy and how it is perceived in the Middle East, the UK should not be a prisoner of its legacies from the past. In this annual address to the British Society for Middle Eastern Studies (BRISMES) he argues that knowledge should be used to create in-depth understanding that in turn should be built on to create more enduring foreign policy goals. He puts forward a coherent case for a more positive and comprehensive relationship with Iran and Turkey as potential allies in building more stable and yet also more democratic and accountable governments throughout the Middle East. Jack Straw argues that the UK is better placed than many to learn from past mistakes and create more robust strategic goals for the future.     

Nurse home visitors' perceptions of mandatory reporting of intimate partner violence to law enforcement agencies

In the United States, there is an ongoing debate about requiring health care professionals to report intimate partner violence (IPV) to law enforcement agencies. A comprehensive examination of the perspectives of those required to report abuse is critical, as their roles as mandated reporters often pose legal, practical, moral, and ethical questions. Even so, the perspective of health care professionals who are required to report is often overlooked and research is scarce on mandated reporters who work outside of clinical settings, such as nurses who engage in home visitation with clients. The purpose of this study was to examine nurse home visitors' perspectives regarding the mandatory reporting of IPV, specifically focusing on their attitudes toward reporting, perceived awareness of reporting requirements, and intended reporting behaviors. A web-based survey was administered to nurses in the Nurse-Family Partnership home visitation program across the United States. A total of 532 completed surveys were returned (response rate = 49%). In terms of support for reporting IPV, 40% of nurses indicated that they should "always" be required to report. Almost half of the sample indicated that they would report a case of IPV, yet less than one-third of participants were aware of a legal mandate. Attitudes and support toward reporting as well as the perception of a reporting requirement significantly predicted intention to report. Furthermore, 29% of participants did not know if they were required to report IPV perpetrated against their clients. Comprehensive information about mandatory reporting duties is needed for health care professionals in home visitation settings. The findings of the current study highlight the need to reduce variation among practitioners and establish consistent program practices that are grounded in the program's principals, supported by existing research, and compliant with existing state policies.     

Local governance and the local political career in Canada: A sample dataset

This research note introduces and describes a new dataset of political actors from the city of Kitchener, Ontario. The dataset is comprised of 348 complete political careers, across four local institutions, from 1912 to the present. This research note aims to show that large‐scale databases of local political actors can contribute to our understanding of (a) local political careers, (b) the dynamics of formal and informal local institutions, and (c) the nature and boundaries of local multilevel governance. This note concludes with some practical advice for those who wish to build similar datasets in other Canadian cities.     

Incomplete Democratization and the Outbreak of Military Disputes

Whereas most research on the democratic peace has focused on relations within pairs of states, research on the relationship between democratization and armed conflict has centered primarily on the behavior of individual states. Moreover, the existing literature has placed primary emphasis on explaining the effects of democratization on war, rather than military disputes more generally. In this article, we find that certain types of democratic transitions markedly increase the risk of such disputes within dyads, even when economic and political relations between states are taken into account. Particularly prone to violence are dyads in which either state undergoes an incomplete democratic transition; that is, a shift from an autocratic to a partially democratic (or anocratic) regime that stalls prior to the establishment of consolidated democratic institutions.
