The purpose of this article is to reconsider the claim made recently by Mondak and Sanders that political tolerance ought
to be thought to be a dichotomous rather than continuous variable. Using data from both Russia and the United States, I demonstrate
that those Mondak and Sanders regard as uniquely tolerant are most likely no more than people who were given insufficient
opportunity to express their intolerance. Even if such a phenomenon of “absolute tolerance” exists (all ideas expressed in
all ways are to be tolerated), it is sufficiently rare that few practical implications are indicated for those doing empirical
work on political tolerance and intolerance.

This research note explores the mechanisms behind age differences and changes over time in one of the two major value dimensions in British politics, libertarian-authoritarianism. I show that the British electorate has become substantially more libertarian over the last 30 years, but that older people have remained more authoritarian than younger people over this period. Conventionally, due to the problem of the under-identification of models containing age, period and cohort variables, it is difficult to assess whether this indicates generational differences, and generational change, or not. This paper overcomes some of these problems however, by measuring social ageing factors, such as marriage, and using panel data to rigorously assess how individuals change due to these social ageing factors. I find little evidence of psychologists' claims that social ageing leads to increases in authoritarianism, and conclude that both age differences and changes over time are generational in nature. 相似文献

Many governmental results-based management systems have not produced the expected positive effects. This article analyzes the reasons for this common disappointment by looking at three components of results-based management—results-specific information, capacities, and incentives—and concludes that incentives are often the least developed. It then synthesizes a simple framework for evaluating the efficacy of results-oriented incentives. To be successful, results-specific incentives must be tailored to fit four program characteristics: timeliness, political environment, clarity of the cause-and-effect chain, and tightness of focus. This framework suggests that some systems put too exclusive an emphasis on budgetary incentives and could be strengthened by emphasizing personnel-system rewards, especially those that look beyond business models. 相似文献

The purpose of this paper is to measure and explain variations in productive efficiency of municipal governments in Belgium. Technical efficiency is evaluated using a non-parametric method based on the Free Disposal Hull (FDH) reference technology. We first calculate input, output, and graph Farrell efficiency measures for a cross-section of all 589 Belgian municipalities. In a second stage of the analysis we explain the calculated differences in efficiency in terms of variables related to the structural characteristics of municipalities and to the institutional environment. 相似文献

Biochar currently attracts technological and market optimism, promising multiple wins – for climate change, food security, bioenergy and health – not least for African farmers. This paper examines the political-economic and discursive processes constructing biochar as a novel green commodity, creating new alliances amongst scientists, businesses, venture capital firms and non-governmental organisations. Carbon market logics are not only threatening large-scale land grabs for biochar feedstocks but also other forms of resource, labour and ecological appropriation through driving research and development and shaping small-scale pilot projects. In these, soil carbon is ‘chopped out’ of its ecosystem and social contexts and revalued as exchangeable pieces of carbon nature. Farmers are hailed as green actors and market winners, provided they discipline their practices according to these new technical and market logics. These discourses contrast strongly with the farmers' existing conceptual and practical repertoires; a case study from Liberia illustrates how farmers already manipulate soil carbon in creating locally valued anthropogenic dark earths, but within diverse farming repertoires, ontologies of human–nature interrelationship and historical and political ecologies. 相似文献

In the post-Soviet economic environment, new opportunities arose attendant with market reform. Rural households had to choose whether to continue past behaviors – to subsist – or to adapt, the latter requiring a degree of risk. This paper analyzes risk-averse and risk-taking households by addressing three main questions: (a) which households are risk-averse and which are risk-takers?; (b) what are the characteristics of those different types of households?; and (c) which factors have greatest causal properties in explaining household risk-taking? Typologies of risk-averse and risk-taking households are presented. Using survey data, statistical analysis disaggregates peasant households, showing that households with higher total income are more likely to take on risk.
