An archive of 5 years of cases involving the identification of human remains was curated, collecting information on: The sample type submitted, the number of STR loci yielding interpretable results, the kinship challenge posed, and the outcome for the case. A total of 129 cases of remains ID were investigated using manual DNA extraction and recovery methods with amplification of STR markers using the Power Plex 21 multiplex STR kit from Promega Corp. In 52 cases, blood spots collected by the ME were provided as sample and in 100% of those cases, probabilities of relatedness to the reference samples was ≥99%. In 77 cases, tissue other than blood was provided as a source of DNA. These other samples were grouped categorically into long bones (femur and tibia; 40 cases), skull bones/teeth (11 cases), other bones (16 cases), and tissue (normally adherent to bone) (10 cases). Reference samples provided for cases included alleged parents or child(ren) of the victim (86 cases), alleged full siblings of the victim (38 cases), or alleged second-order relatives (five cases). The overall success rate in confirming the identity of the source of the remains in these cases was 89.2%. Our results demonstrate that a laboratory can be often successful identifying human remains using methods easily implemented in any DNA typing laboratory.  相似文献

Although serial killings are relatively rare, they can be the cause of a great deal of anxiety while the killer remains at‐large. Despite the fact that the motivations for serial killings are typically quite complex, the psychological analysis of a serial killer can provide valuable insight into how and why certain individuals become serial killers. Such knowledge may be instrumental in preventing future serial killings or in solving ongoing cases. In certain serial killings, the various incidents have a variety of similar features. Identification of similarities between separate homicidal incidents is necessary to recognize that a serial killer may be actively killing. In this report, the authors present a group of serial killings involving three prostitutes who were shot to death over a 3‐month period. Scene and autopsy findings, including the unusual finding of postmortem enucleation of the eyes, led investigators to recognize the serial nature of the homicides.  相似文献

The institutional landscape for public land management in the U.S. West underwent a seismic shift in the 1990s as the long‐dominant resource extraction paradigm was replaced by the ecosystem management paradigm. Here we analyze the efforts of community‐based organizations (CBOs), entities that emerged in some locations across the West to help their respective communities navigate the transition from resource extraction to environmental stewardship. Despite their formal status as civil society actors, in practice CBOs came to fill various institutional gaps by taking on roles traditionally assigned to both the state and the private sector. We use a case study approach to examine how the Hayfork, California–based Watershed Research and Training Center engages in institutional work within a setting that is at once both open and constrained, as the rural community within which it operates lacks strong state‐ or industry‐led development trajectories while remaining constrained by the legacies of past institutions.  相似文献

Many scholars have argued that social programs are marked by a logic of “increasing returns” that makes change difficult. Yet over the past decades, reformers across industrialized countries have introduced substantial administrative reforms in these services, even as entitlement reform remains politically difficult. This paper explains these shifts by breaking apart the logic of “increasing returns” into three distinct “costs to change”: technical, political, and expectations. Decreases in a particular type of costs produce different logics of institutional change—back end, informal, and front end—that privilege the state, professionals or private, or political actors in distinct ways. I support these claims by reexamining three cases that were considered exemplars of stability but that ultimately had major entitlement reform: health care in the United Kingdom and United States and welfare programs in the United States. I show that even before radical reforms occurred, reformers introduced distinct logics of administrative change that underpinned later changes.  相似文献

This article presents a discourse analysis of a popular guide to composing career portfolios. Comprised of documents from work, school, and personal life, career portfolios chart workers’ personal trajectories from past to present to future. Job applicants use these texts to sell themselves to potential employers. In explaining how to compose portfolios, it is argued, the guide examined in this article (re)produces and circulates common-sense ideas about work in our current era. Central to these common-sense notions are: personal investment in work; deterritorialization of socio-cultural resources (e.g. ways of thinking, speaking, and interacting developed in non-work domains); and reterritorialization of these same resources in the domain of work. To explore these common-sense ideas, I engage Michael Hardt and Antonio Negri's arguments about immaterial capitalism and the deterritorialization and reterritorialization of labor.  相似文献

Through different forms of decentralization variables, this study investigates Indonesian local government authorities' 2006 financial accountability reports in terms of local government authorities' contributing funds to political parties. Audit results by the Supreme Audit Body reveal that many articles were violated by these authorities in regard to the distributing, administrating, and reporting of assistance funds from them to political parties. Each rupiah committed by the 221 local government authorities involved in this study violated, on average, 1.8 articles, indicating a low level of compliance.

Critically, the study finds that administrative, fiscal, and political decentralization decreases discrepancies. The less administratively decentralized provincial authorities, where decision making is a level of government farther from the people, are more likely than non-provincial local government authorities to make discrepancies with political party legislation and regulations. Fiscally decentralized local government authorities, who earn a higher fraction of their revenue from local sources, also tend to have fewer discrepanciesFinally, politically decentralized authorities with a higher percentage of elected officials from the decentralized supporting ruling coalition, also have fewer discrepancies.  相似文献

This study explores the financial sustainability of subnational governments in four different countries. Scholars argue that subnational fiscal capacity helps local governments deliver better public services and provide public goods, which in turn helps to promote economic growth. While administrative control by the central governments contributes to reducing moral hazard from the soft budget constraints, bottom-up strategies to manage fiscal profligacy also need attention. The study first provides understanding about the characteristics of central-local governance and management of subnational government debt of each country. Then, we test our hypotheses regarding local fiscal capacity and administrative control, including political-economic factors that may affect debt spending by local governments. Our findings show that subnational fiscal sustainability improves when the central governments have clear rules to intergovernmental transfers in place and more (market) liberal policies, meanwhile when subnational governments have a more fiscal capacity and less intergovernmental transfers they are able to manage their debt more soundly.  相似文献

Four trends presage a possibly somber scenario for the United States at the dawn of the 21st century. American business managers face growing shares of global markets held by foreign business, diminishing U.S. industrial capabilities, and pressure to compete in Japan for Japanese markets. And U.S. policymakers are experiencing operational difficulties, simultaneously influencing and influenced by U.S. industry performance. Thus, the U.S. political business system appears out of alignment with the emerging global competitive environment.

Many explanations and antidotes have been offered, each with its element of truth. The aim is not to deny them, rather it is to explore the significance of corporate grouping structures for Japanese and by implication world business. Long practiced habits of cooperation, mutually sustained competitive advantage, and interlocking ownership appear to be the major ingredients in the glue holding corporate groupings together.

If corporate groupings are as important as some Japanese scholars suggest then a new paradigm may be necessary for understanding their implications for the global political business environment. Thus, significant changes --in philosophies, perspectives, approaches and strategies-- may loom ahead for U.S. managers and policy makers who want to compete successfully in the 21st century.

Arguably, the most competitively potent and successful enterprises in the world are Japanese. Less visible, but of critical importance to this success, are inter-organizational support networks -- Japanese corporate groupings -- which bolster group members with capital, expertise and markets. This article is a reconnaissance for managers, scholars and policy makers detailing future implications of Japanese corporate grouping structures. The first and second sections establish four important trends and summarize popular and scholarly understandings of the corporate grouping phenomenon. If corporate groupings are as important as some Japanese scholars maintain, then perhaps we need a new paradigm which clearly identifies "strategic coupling" as a critical success factor in the new global political business environment. The third and final sections develop a framework for understanding some of the economic, institutional, organizational and strategic implications of Japanese corporate groupings.  相似文献
