Problem definition is a package of ideas that includes, at least implicitly, an account of the causes and consequences of undesirable circumstances and a theory about how to improve them. As such, it serves as the overture to policymaking, as an integral part of the process of policymaking, and as a policy outcome. In each of these roles it seems to exert influence on government action. Distinguishing among the roles clarifies the nature of that influence. A case study examines the transition from one problem definition to another in the domain of information collection by the federal government. The rise of the Paperwork Reduction definition illustrates the variety of ways in which problem definition has powerful consequences. 相似文献

Abstract: The issue of equity in the provision of public utilities is one which has been the subject of a number of Australian studies over the past ten years. In particular, the obvious inequities in pricing between different classes of electricity consumers have attracted attention. Evidence that these inequities exist not only between, but also within, consumer classes was found in a survey of Brisbane residential electricity consumers. Significantly higher rates per kilowatt hour are paid by lower income consumers and the proportion of income spent on electricity is higher than that spent by the upper income households surveyed.
These inequities have important implications in the development of social policies, particularly those directed at the aged who, in many cases, rely on a low fixed income in the form of the old age pension. So far, in Australia, only the Victorian state government has approached this issue in any detail as a part of its Social Justice Strategy despite the fact that similar inequities in the provision of electricity to household consumers exist in all states. 相似文献

After disentangling presidential budget proposals from budgetary changes attributable to fluctuations in the economy and to congressional action, we find consistent evidence for a presidential macroeconomic policy cycle attuned to the elctoral cycle. Proposed budgets are more expansionary in election years than at other times. The Congress, however, also plays a significant role in determining fiscal outcomes. Its budgets are systematically related to those of the President and in general reinforce presidential efforts to respond to the electoral cycle. Although Presidents generally propose quite conservative budgets, their proposals are more expansionary in presidential election years than in other years. The Congress, which generally adopts an expansionary fiscal policy ratifies this proposed macroeconomic policy electoral cycle by adopting even more expansionary budgets in presidential election years than they do at other times. 相似文献

The allusion to presidentialism in relation to the status, role and meaning of a prime minister's position is almost invariably skewed towards positive, purposive and expansive interpretations of strong executive authority. This study examines the negative and critical dimensions of the presidential attribution, and analyses the nature of its appeal as a device for organising and rationalising political dissent. The incidence and conditions of its usage in political argument during Tony Blair's premiership are reviewed. As a consequence, seven strands of usage are identified in the selection of presidentialism as a focus of opposition. Scholars of Iranian constitutional history have long recognized the influence of the Belgian and Bulgarian constitutions on the Iranian 1907 constitution. The exact character and extent of these and other constitutional influences have remained unclear, however. This article provides an analytical comparison of the 1907 Supplementary Fundamental Laws with the 1831 Belgian, 1876 Ottoman and 1879 Bulgarian constitutions that served as models and sources of inspiration. We also provide an easily navigable annotated version of relevant constitutional provisions in the footnotes for scholars interested in tracing models for particular provisions and have provided a complete version of the 1907 Supplementary Fundamental Laws and its sources on our website. In doing so, this article and the accompanying materials hope to clarify where these influences begin and end, where they have been modified or ignored, and where Iran’s constitutionalists innovated by introducing more stringent separation of powers or new institutions. It is thereby demonstrated that Iran’s constitutionalists critically engaged with previous constitutional traditions, rather than merely copying provisions from earlier models. Thus, Iran’s 1907 Supplementary Fundamental Laws should be regarded as an organic engagement with and global extension of the European liberal tradition, rather than as a merely peripheral or derivative development. 相似文献
