Self-harm and violence in women’s prisons in England are common and occurring with increasing frequency. We aimed to describe the characteristics and patterns of violent and/or self-harming behaviours in women in prison by conducting a retrospective analysis of routine data about self-harm incidents and adjudications. Incidence rates of self-harm and violence were calculated and associated factors explored using logistic regression. We found that only 6.7% of 5486 women prisoners self-harmed and 7.9% had been violent. Eighty per cent of all self-harm incidents related to 70 women. Almost 4 in 10 women prisoners who self-harmed were also violent. Multiple incarcerations and court movements are associated with incidents of self-harm and violence. Women with high-frequency self-harm (≥6) began self-harming early in their custodial period. We conclude that women prisoners who are very behaviourally disturbed can and should be identified early. They warrant clinical formulation and multi-agency responses to risk. Those with high-frequency self-harm should be cared for by external health services.  相似文献

This article investigates the effect of urban sprawl, as measured by employment decentralization, on minority housing consumption gaps since the housing bust. Previous research contends that sprawl contributes to reducing the Black–White housing consumption gap by increasing the supply of land in housing markets and thereby increasing affordability. Antisprawl policies may therefore exacerbate the Black–White housing disparity. This research makes two contributions to the literature. First, the article examines how changes in sprawl may have varying influences on the Black–White housing gap, a previously unexamined facet of this relationship. In the vast majority of metropolitan areas in this sample, sprawl is predicted to exacerbate the Black–White housing gap until sprawl reaches a threshold. Only in a limited number of high-sprawl metropolitan areas does sprawl contribute to reducing the Black–White housing gap. Second, the article examines differences in housing gaps for three distinct minority groups—Blacks, Asians, and Hispanics—using recent data from the 2009 American Housing Survey. For Blacks, sprawl continues to have varying effects on housing consumption. For Asians, urban sprawl yields significant gains in housing consumption relative to Whites. However, no significant results occur for Hispanics. This article demonstrates that the independent effect of urban sprawl on U.S. minority housing consumption is a highly uneven process in the post–Great Recession economy. As such, arguments that antisprawl policies reduce minority gains in housing should be treated with considerable skepticism.  相似文献

Conclusions The Montana state water planning process represents one example of how a government agency with decision-making responsibilities can design and facilitate a dispute resolution system. Dispute resolution systems can increase the participation of all affected interests in developing and implementing public policy. This, in turn, should increase their ownership in the final decision and in seeing that it is implemented. A dispute resolution system may not decrease the volume of conflicts, per se, but it should reduce the high costs of conflict and realize the benefits of conflict more efficiently.The use of dispute resolution systems to address complex, multi-party public policy issues also provides other benefits, including the consideration of diverse perspectives and interests; the cooperative and systematic analysis of technical and scientific information; the formation of more pragmatic, equitable, and mutually acceptable goals and alternatives; and the improvement of relationships among diverse, often competing interests, government agencies, and policymakers. In this proof-of-concept study, high-resolution melt curve (HRMC) analysis was investigated as a postquantification screening tool to discriminate human CSF1PO and THO1 genotypes amplified with mini-STR primers in the presence of SYBR Green or LCGreen Plus dyes. A total of 12 CSF1PO and 11 HUMTHO1 genotypes were analyzed on the LightScanner HR96 and LS-32 systems and were correctly differentiated based upon their respective melt profiles. Short STR amplicon melt curves were affected by repeat number, and single-source and mixed DNA samples were additionally differentiated by the formation of heteroduplexes. Melting curves were shown to be unique and reproducible from DNA quantities ranging from 20 to 0.4 ng and distinguished identical from nonidentical genotypes from DNA derived from different biological fluids and compromised samples. Thus, a method is described which can assess both the quantity and the possible probative value of samples without full genotyping.  相似文献

The Periodic Mobile Forensics (PMF) system investigates user behavior on mobile devices. It applies forensic techniques to an enterprise mobile infrastructure, utilizing an on‐device agent named TractorBeam. The agent collects changed storage locations for later acquisition, reconstruction, and analysis. TractorBeam provides its data to an enterprise infrastructure that consists of a cloud‐based queuing service, relational database, and analytical framework for running forensic processes. During a 3‐month experiment with Purdue University, TractorBeam was utilized in a simulated operational setting across 34 users to evaluate techniques to identify masquerading users (i.e., users other than the intended device user). The research team surmises that all masqueraders are undesirable to an enterprise, even when a masquerader lacks malicious intent. The PMF system reconstructed 821 forensic images, extracted one million audit events, and accurately detected masqueraders. Evaluation revealed that developed methods reduced storage requirements 50‐fold. This paper describes the PMF architecture, performance of TractorBeam throughout the protocol, and results of the masquerading user analysis.  相似文献

The determinants of recent U.S. districtcourt judges and appellate court judgesselection have been subject of much debate,but little systematic evidence has beenpresented to substantiate claims regardingdiscrimination against particular groups ofjudicial nominees, nor regarding the lengthof the appointment process. We study boththe length of the nominations process, andthe likelihood of confirmation andemphasize the role of Senatorial seniorityand agenda control in the confirmationsprocess. We find that Senators with agendacontrol have a positive effect on the speedand likelihood of confirmation and thatnominees from states with comparativelysenior Senators receive expedited treatmentrelative to other nominees. Althoughpolitics matter in the confirmationprocess, Senators are responsive to aperceived ``shortage'' of judges, since theyfill seats faster when a relatively largenumber of court seats are vacant. Nomineeswith higher personal qualifications arealso more likely to experience success inconfirmations. We found no evidence ofgender or race discrimination on the partof the Senate.  相似文献
