Environmental conditions associated with shark attacks against humans: a case report about territoriality

This article describes the autopsy findings of a victim of a shark attack that took place off the coast of Pernambuco, Brazil. The victim was rescued and immediately taken to a nearby hospital but did not survive, even though the lapse of time between the attack and verification of death did not exceed 15 minutes. The presence of a single, large, contused and incised, semiarched wound with a serrated aspect was decisive in elucidating the event. Thus, this study discusses aspects related to the aggressor species, to the autopsy, to the type of wound, and to the causes that have led to a significant increase in this type of event in the area. It was concluded that the lesion was produced while the victim was still alive and that it was the cause of death.     

Using subsidised seed to catalyse demand-driven bean seed systems in Malawi

Through an innovative public-private partnership, Demeter Agricultural Limited, along with the Malawi National Bean Programme and the International Center for Tropical Agriculture, supplied 2,559 tons of certified bean seed between 2009 and 2012 through the government's Targeted Farm Input Programme. Farmers were satisfied with the variety supplied, timeliness of the operation, pack size, and information provided. Growing numbers also accessed new improved varieties, from 264,661 households in 2009 to 344,200 in 2012. These emerging farmers’ demands and the subsequent DAL responses suggest a base for building sustainable delivery systems. However, decentralised seed-based systems will be needed for promoting varieties suited to micro-ecological niches.     

Exploring Social Capital: as Concept and Practice in Australian Public Health Policies and Programs

Over the past twenty years interest has grown in the concept of social capital in international and Australian public policy. We explore how social capital is understood as a concept and used in practice for guiding policy development and program delivery in South Australian public health programs. The empirical research compared policy makers’ and practitioners’ understandings of social capital and how theories about social capital and health inequality were translated into practice in three case study projects. It found that there are shifting discourses between social capital and related concepts, including community capacity building, and social inclusion/exclusion. Policy makers reported less use of the concept of social capital in favour of social inclusion/exclusion reflecting changing political and policy environments where terms come into favour and then go out of fashion. In this transition period the two terms are often used interchangeably although there are some conceptual points of difference.     

Costing governmental services in a reformed environment: Unreachable goal or unfinished business?

This article assesses the impact of New Public Management (NPM) reforms in the public sector from a cost consciousness perspective. Using an action‐research methodology, we analyze the intensity of the external pressures that influence the institutional logic under which public sector organizations manage their costs. The field work shows that even after decentralization, public sector organizations appear unable to move their costing function from expense control to cost management unless external pressures motivate managers to complete the reform. We propose that the probability of success of reforms is increased when organizations are subject to strong pressures that could take the form of individual incentives or external threats.     

The work of the African Union Liaison Office in building peace on the ground: A case study of Madagascar

ABSTRACT

Field offices are an increasingly important reality in the architecture of African peacemaking. Yet despite their importance in practice, in academic debates on peacebuilding and mediation, little attention has so far been paid to their work. This paper analyses the role of the African Union Liaison Office in the international efforts to re-establish constitutional order after the 2009 political crisis in Madagascar. The paper scrutinises the mandate, set-up and institutional capacities of the liaison office and reconstructs how and to what extent it has contributed to peacemaking and conflict prevention in Madagascar. It thereby particularly highlights the often ad hoc way the liaison office reacted to unprecedented and rapidly changing events on the ground and stresses the important role played by individual staff members in translating the liaison office’s mandate into practice.
