This essay examines the history of ASPA from internal and external vantage points, showing how the organization has continually adapted to demands from within and competition from without. ASPA is rooted in Progressive Era reforms that professionalized government during the first half of the twentieth century, spawning numerous associations of public officials dedicated to enhancing expertise and integrity throughout the public service. Changes in membership, mission, structure, conferences, publications, commitment to ethics, and relationships with other like-minded associations are reviewed. Today, ASPA is an agile organization that represents a uniquely generalist orientation to public service professionalism while offering more services to its members within a competitive marketplace of public official associations.  相似文献

Eosin Y is a potential new color test for use in detecting illicit drugs that has not been extensively studied. In the present study, a variety of drugs of abuse and fentanyl analogues were tested to determine which drugs will bind to eosin Y, which functional groups are capable of binding and eliciting a color change, and a mechanism for eosin Y binding to fentanyl. Further, these agents were combined with common cutting agents and other drugs of abuse in order to determine the fentanyl detection limit in a drug mixture using an eosin Y test strip. Additionally, cobalt thiocyanate was used to determine whether the combination of cobalt thiocyanate and eosin Y has the potential to identify fentanyl. Through the testing performed, we concluded that (i) Eosin Y is capable of detecting low amounts of fentanyl down to 1%, (ii) Eosin Y binds to select tertiary amines to produce an orange to pink color change, and (iii) Eosin Y binds to the nonpiperidine ring nitrogen of fentanyl as a primary binding site and the piperidine ring nitrogen as a secondary binding site. While the cobalt thiocyanate assay detected 1% fentanyl in some of the mixtures, eosin Y detected 1% fentanyl in all mixtures. Finally, eosin Y was able to detect fentanyl in forensic case samples containing heroin and various cutting agents. Based on our results, eosin Y has the potential to screen for fentanyl and fentanyl analogues and can detect fentanyl in low amounts when mixed with common cutting agents.  相似文献

We examine the ability of pre-election polls to aggregate information about voter preferences. We show that if the electorate is small and voting costs are negligible, then an equilibrium exists in which citizens report their true political preferences. If the electorate is large or voting costs are significant, however, then no such equilibrium exists because poll respondents possess incentives to influence the voting behavior of others by misreporting their true preferences. We find that when a truthful equilibrium does exist, a poll can raise expected welfare by discouraging turnout among members of the minority.  相似文献

Government capacity helps explain variance in public sector organizations' performance, and measuring capacity helps identify deficiencies that may be addressed in order to improve the efficiency and effectiveness of these organizations. This study examines the capacity of regional economic development districts to leverage federal grant funds in the counties they serve, controlling for additional sources of potential capacity and demand for federal grants. A decade of data reflecting federal grant funding to counties in one state was compiled from the Federal Awards Data System and analyzed using pooled cross-sectional time-series analysis with panel-corrected standard errors. The results indicate that regional economic development districts demonstrate varied but significant capacity to leverage federal grant funds in the counties they serve. The results suggest that similarity in the purpose and structure of regional economic development districts within a state are not enough; we need to better understand the resources within the organization and the mission that determines how those resources are applied.  相似文献

Currently, there is no known commercially available product for disposing of used fentanyl transdermal patches. To eliminate the potential for harm and abuse, a proper disposal method is needed–one that neutralizes the dangerous amount of residual fentanyl that remains after therapeutic use of the fentanyl patch. The patent-pending liquid solution of activated carbon, known as NarcX®, was investigated as a potential fentanyl adsorbing agent. In order to determine the amount of fentanyl remaining after a patch is treated with NarcX®, here, we utilized hexanes to first dissolve the patch adhesive and then followed with liquid-liquid extraction with methanol to recover the fentanyl. Using liquid chromatography coupled to tandem mass spectrometry (LC/MS-MS), the extracts obtained with this method yielded between 85% and 117% recovery of fentanyl from new and unused patches. Further optimization of this method allowed for a quantitative evaluation of NarcX®-treated fentanyl patches. 100 µg/h Apotex brand fentanyl patches were exposed to NarcX® for 1, 24, 48, and 72 h. NarcX® was shown to adsorb fentanyl from the patches with varying degrees of success, demonstrating an average of 66.98 ± 0.75% fentanyl adsorption after 72 h. These findings suggest that more work is needed to successfully neutralize the fentanyl patches in their entirety using NarcX®; however, this work does demonstrate proof of concept.  相似文献

Early pubertal timing (PT) increases the risk of adolescent delinquency, whereas late development reduces this risk; however, the mechanisms explaining PT effects on delinquency remain elusive. Theoretically, the PT–delinquency relationship is as a result of changes in parental supervision, peer affiliations, and body-image perceptions or is a spurious reflection of early life risk factors. Using intergenerational data from the Millennium Cohort Study, a prospective sample of children followed from infancy to age 14 years in the United Kingdom (N = 11,556 parent–child pairs), we find that for both boys and girls, early PT is associated with heightened risks of delinquency, relative to on-time puberty, whereas late PT is associated with lower risks, even after controlling for a large share of childhood confounders. Mediation test results indicate that changes in parental supervision, peer affiliations, and body-image perceptions from ages 11 to 14 partly account for associations between off-time PT and delinquency. Our findings are most consistent with criminological theories in which the psychosocial, familial, and peer group changes that accompany off-time pubertal development are emphasized. Changes in peer substance use, in particular, were the primary explanatory factor for the relationships between early and late PT and delinquency, for both boys and girls.  相似文献

ABSTRACT

Debates concerning the relationship between humanitarianism and the use of force are by no means a new phenomenon, yet humanitarian rationales for waging war have become more and more commonplace over recent decades. The commitment to humanitarian intervention, in particular, raises deep theoretical and practical questions about the foundational principle of political neutrality espoused by many humanitarian aid organisations. In this paper I will provide an overview of the literature on the relationship between humanitarianism and the use of force before advancing the argument that a genuine humanitarianism must necessarily be premised upon a pacifist ethos. A pacifist ethos, in this context, is presented as a commitment to non-violence and anti-war activism even while recognising the limits of such an aspiration. Such an understanding of pacifism in practice, inspired in part by realist ethics, allows humanitarian actors to take strong, principled, and sustained stands in support of universal values of peace and human well-being without losing sight of the material challenges posed by the very real violence of the arenas in which they operate.  相似文献

This study examines the market impact of targeted property tax relief, which is critical for understanding who exactly benefits from a widely used local policy. Specifically, we investigate this in the context of two statewide ballot measures in Virginia that provided property tax relief or heightened expectations for future relief intended to aid disabled veterans and seniors, respectively. Using residential multiple listing service microdata from Virginia, results from a regression discontinuity analysis show that once the 2010 tax relief measures passed on Election Day, property values rose sharply in response to the sudden increase in demand for homeownership among the targeted groups. We find that senior preferred housing and properties within areas with higher proportions of seniors and veterans experienced the highest price appreciation, while areas with fewer veterans or seniors saw little impact. The findings suggest that this type of policy provides an immediate benefit to current homeowners, thereby offsetting benefits for subsequent homeowners within the targeted groups. This effect represents an unintended consequence of targeted property tax relief as a policy tool more generally, as immediate capitalization into home prices subsequently increases the cost of housing for many individuals the relief was intended to help.  相似文献
