Education and Political Participation: Exploring the Causal Link

One of the most consistently documented relationships in the field of political behavior is the close association between educational attainment and political participation. Although most research assumes that this association arises because education causes participation, it could also arise because education proxies for the factors that lead to political engagement: the kinds of people who participate in politics may be the kinds of people who tend to stay in school. To test for a causal effect of education, we exploit the rise in education levels among males induced by the Vietnam draft. We find little reliable evidence that education induced by the draft significantly increases participation rates.     

Guessing in the Gaps

The genesis of this conversation was the forthcoming new Penguin edition - under the general editorship of Adam Phillips - of the works of Freud. Mark and Phillips consider the concept of a 'literary' Freud alongside the 'scientific'or 'clinical' Freud, and discuss the related issues of translation, representation and interpretation, particularly as they bear on psychoanalytic writing. Adam Phillips's relationship to the institutions of psychoanalysis is considered, and the perpetuation of these institutions through the training of psychoanalysts and psychotherapists. Also discussed is the project of psychoanalysis: the nature of psychoanalysis as a therapy as well as a body of ideas. Mark and Phillips make reference to the work of Freud, Lacan, Klein, Winnicott and Laplanche, and to concepts such as the 'enigmatic signifier' and 'transgenerational haunting'.     

Killing Norms Softly: US Targeted Killing,Quasi-secrecy and the Assassination Ban

Abstract

This article argues that when actors engage in controversial new security practices, it is misconceived to view secrecy as an opposed, counterproductive alternative to the pursuit of legitimation. Rather, we propose, deployment of “quasi-secrecy”—a combination of official secrecy with leaks, selective disclosure, and de facto public awareness—can be an effective strategy for achieving normalization and legitimation while containing the risks entailed by disclosure. We support this claim via a detailed case study of US targeted killing. First, we establish the existence of an American norm against targeted killing during the period 1976–2001. We then detail the process by which an innovation in practice was secretly approved, implemented, became known, and was gradually, partially officially acknowledged. We argue that even if quasi-secrecy was not in this instance a coherently-conceived and deliberately pursued strategy from start to finish, the case provides proof of concept for its potential to be deployed as such.

Trauma Systems Therapy in Residential Settings: Improving Emotion Regulation and the Social Environment of Traumatized Children and Youth in Congregate Care

Although abundant evidence exists indicating the prevalence of trauma exposure among youth in residential care, few models exist for creating trauma-informed milieu treatment. This article outlines the problem and describes the implementation of Trauma Systems Therapy (TST) in three residential centers. TST is unique in emphasizing youth emotions and behaviors as well as the role a distressed or threatening social environment may play in keeping a traumatized youth in a dysregulated state. This dual emphasis makes TST specifically appropriate to implementation in congregate care, focusing assessment and intervention strategies on both clinical treatment and the functioning of the therapeutic milieu itself. Data are reported on incidents of the use of physical restraint; numbers of disrupted foster care placements following discharge from residential treatment; and scores on psychometric measures of children’s functioning and emotion regulation capacity. Knowledge gained through TST implementation in these three residential centers has important implications for developing a model of trauma-informed congregate care.     

Changing household patterns of young couples in low- and middle-income countries

While young couples in Western societies generally form a new household, in low-income societies new unions are often incorporated into existing households. However, there is a growing tendency in the nuclearization of households as intergenerational co-residence is undermined by growing wage labour opportunities that provide incentives for rural–urban migration and because small nuclear families adapt better to urban societies characterized by high geographic and social mobility. The objective of this paper is therefore to jointly study for a selection of low- to middle-income countries the socioeconomic and demographic conditions of women aged 15–34 and their partners in relation to their household patterns with particular interest in the comparison of nuclear and extended households. The analysis will mainly rely on data from the Integrated Public Use of Microdata Series International database (https://international.ipums.org/international/) from which census samples for the last two or latest available census rounds for 18 countries have been extracted. Results showed that women being of older age (within the 15–34 range) and at the same time having attained at least primary school education, having a husband who does not work in the primary sector and who is neither much older nor much younger were all associated with living in a nuclear household. However, individual factors explained only a small part of the overall variation in the household arrangements of young couples, suggesting that differences between countries in these dimensions do not explain much of the difference in household structure. Rather, societal indicators like economic development and the average age at marriage – that were significant in our models – may explain better the overall slow transition towards the nuclear family.     

Transboundary water interaction II: the influence of ‘soft’ power

This paper seeks to broaden the analysis of transboundary water interaction, by examining and interpreting the influence of ‘soft’ power therein. The ‘soft’ power of persuasion is understood to be exercised through discursive and to a lesser extent ideational means, and is interpreted in terms of compliance related to distributive (conflictual) or integrative (consensual) ends (after Scott (1994)). The focus is on inter-state water conflicts in hegemonic political contexts, where, it is found, the ‘first among equals’ has a greater ability to exploit ‘soft’ power and to determine the outcome. ‘Soft’ power is also seen to influence the choices states make or avoid in their transboundary water interaction, which explains in part how treaties intending to manage conflict may in fact delay or perpetuate it. For example, ‘soft’ power can be used by the basin hegemon to frame inequitable forms of cooperation in a cooperative light, such that unfair and ultimately unsustainable transboundary arrangements are replicated by the international donor community. Non-hegemonic riparian states also employ their capacity of ‘soft’ power, though may find themselves with little choice other than to comply with the arrangement established by the basin hegemon. The findings stress the importance of analysts questioning claims of interaction promoted as ‘cooperative’, and of examining the ‘soft’ power plays that underlie all transboundary water arrangements. Exemplification is provided through transboundary river basins and aquifers around the globe.
