This article examines the current system for targeting federal rental housing assistance, a rationed program rather than an entitlement, to households with the greatest need. It describes the current systems for eligibility and for ranking households on waiting lists, and then analyzes relative needs for assistance among different groups of households. We conclude that the main policy objective should be to maintain the present system against the leakages that are starting to occur. We also recommend that assistance be targeted more heavily to families than at present and less to the elderly, and that nonelderly single persons be made fully eligible for assistance.  相似文献

U.S. welfare reforms, whether promoting work first or human capital development, have had in common an emphasis on employment as the key to improving the life chances of children living in single‐mother families. We describe in this article a different type of reform—a “third way” in welfare reform. The welfare reforms carried out in the United Kingdom since the “New Labour” government of Tony Blair was elected in 1997 have included promotion of paid work, but alongside two other components—an explicit commitment to reduce and eventually eliminate child poverty, and a campaign against long‐term disadvantage under the label of tackling “social exclusion.” Welfare‐to‐work reforms promoting employment for single mothers have been active but not as punitive as in the United States. At the same time, the tax credit and cash benefit system has been radically overhauled, benefiting low‐income families with children, whether or not parents are working. Early indications suggest a more rapid fall in child poverty in the United Kingdom since its reforms began than in the United States since its reforms, and a faster rise in single‐mother employment. © 2004 by the Association for Public Policy Analysis and Management.  相似文献

Child welfare agencies implement practice models to guide their processes and practices, clarify expectations, and enhance service delivery to improve outcomes for children, youth, and families. Changing child welfare practices is a tremendous undertaking requiring assimilation of new concepts, policies, skills, and behaviors. The integration of a new practice model can be facilitated through tailored training and technical assistance (T/TA) grounded in implementation science. Based on qualitative analysis from a cross-site evaluation of Child Welfare Implementation Centers, this article provides an overview and lessons learned from 14 practice model implementation projects and the use of T/TA to support them.  相似文献

This historical study utilizes annual insured bank data from 1936 through 1989 to empirically evaluate the impact of bank regulation on bank risk taking in a cross-country comparison of the United States and Canada. Risk is hypothesized to be determined, in part, by the regulatory environment in which a bank operates. The findings of this analysis contributes to the contemporary deregulation policy debate, since both branch banking restrictions and deposit insurance variables are found to be detrimental to bank stability. More specifically, these results support the 1994 Riegle–Neal Interstate Banking and Branching Efficiency Act, which removed legislative barriers to interstate branching. These results also confirm expectations that deposit insurance increases risk taking and supports the 1991 mandate by regulators that risk-based deposit insurance be created. Further, these findings support the 1988 Basel Accord to standardize bank capital requirements internationally and to link these standards to bank risk taking.  相似文献

This article looks at Prime Ministers’ attempts to reform their operation in Number Ten and their relationship with the Cabinet Office in response to frustrations they encounter trying to drive their policy agenda from the centre. Prime Ministers have developed new institutions to bolster their meagre resources in Number Ten. There is particular focus on the experience of John Major in trying to push his Citizen's Charter. It notes how resistant departments were to many of the changes. Finally the article discusses recent changes in Boris Johnson's Number Ten that marked the brief tenure of Dominic Cummings and his clear centralising mission.  相似文献

The current study extends previous research on marital rape and acceptance of general rape myths by comparing the perceptions of undergraduate college students (n = 85) to those of college alumni/ae (n = 44) who graduated from the same university three decades earlier. Participants read a hypothetical rape scenario that depicted the perpetrator as either the victim's husband or neighbor and completed three measures of different aspects of rape myth acceptance. Results indicated that although participants reported fairly low levels of support for different aspects of rape myths, certain rape myths were more strongly endorsed than were others. Furthermore, rape myth acceptance was stronger for marital rape than for acquaintance rape and for undergraduates than for college alumni/ae. Practical and theoretical implications of this study are discussed.  相似文献
