Development theory has moved from a single-minded focus on capital accumulation toward a more complex understanding of the institutions that make development possible. Yet, instead of expanding the range of institutional strategies explored, the most prominent policy consequence of this “institutional turn” has been the rise of “institutional monocropping”: the imposition of blueprints based on idealized versions of Anglo-American institutions, the applicability of which is presumed to transcend national circumstances and cultures. The disappointing results of monocropping suggest taking the institutional turn in a direction that would increase, rather than diminish, local input and experimentation. The examples of Porto Alegre, Brazil, and Kerala, India, reinforce Amartya Sen’s idea that “public discussion and exchange” should be at the heart of any trajectory of institutional change, and flag potential gains from strategies of “deliberative development” which rely on popular deliberation to set goals and allocate collective goods. Peter Evans teaches in the Sociology Department at the University of California, Berkeley, where he holds the Marjorie Meyer Eliaser Chair of International Studies. He is currently exploring the role of labor as a transnational social movement. His earlier research has focused on the role of the state in industrial development, an interest reflected in his bookEmbedded Autonomy: States and Industrial Transformation (Princeton University Press 1995). He is also interested in urban environmental issues, as indicated by the recent edited volume,Livable Cities: Urban Struggles for Livelihood and Sustainability (University of California Press 2002). The stalling of civil society development within the Russian Federation and its attendant causes have been a focus of academic study since the collapse of the Soviet Union in 1991. Alongside the emergence of a fragmented and chronically under-funded community of advocacy groups, the literature points to a rejection of democratic structures by the Russian populace and an absence of active civil engagement. Consequently, the international community has sought to bolster the growth and development of the Russian third sector by funding projects and organisations with a view to increasing public participation.Utilising research undertaken in Samara oblast of the Russian Federation, this paper examines the role played by overseas donor agencies within the Samara Environmental Movement (SEM). In examining both the quality and quantity of donor assistance received, it reveals a number of dysfunctions arising from this aid, and in particular, a lack of contextualisation and mis-direction of the assistance offered vis-à-vis citizen participation, alongside other behavioural impacts of donor funding within the SEM itself.  相似文献

Studying dipterans at the scene of a death can provide essential information for interpreting the evidence and help to reconstruct the events happened to a corpse in the past. Molecular tools have been employed for identification at specific levels in the cases of cryptic species or poorly conserved specimens. Identification of specimens is essential in forensic entomology since each species has a specific growth rate, which determines the calculation of the minimum post mortem interval (minPMI). In addition, phylogeographic reconstruction within a species can help to differentiate the haplotypes from a geographic area, thereby helping to clarify the possible relocation of a corpse. The morphological identification of Sarcophagidae species is often difficult, especially for the females. This is an important Diptera family since some of its species are among the first to reach a corpse, especially in warm areas. In this study, we compared the sarcophagids found in human corpses in forensic cases in Alicante (southeast of Spain) with specimens collected from baited traps in the same area and surrounding provinces. In total, 189 specimens were collected, comprising 72 from forensic cases and 117 from baited traps. Molecular identification was conducted by sequencing the cox1 mitochondrial gene and analyzing the sequences using ABGD, GMYC, and BIN species delimitation methods. The median joining algorithm in the PopART program was used to construct phylogeographic networks. Eight species in the family Sarcophagidae were identified. The most widely collected species were Sarcophaga argyrostoma and Sarcophaga tibialis. The haplotype networks obtained for these species did not indicate a clear geographic distribution of haplotypes. The S. argyrostoma samples from Alcoy were clearly isolated. The results demonstrated that this method is useful for identifying Sarcophagidae samples in forensic investigations and it can be employed for minPMI estimation.  相似文献

Accountability processes after crisis events sometimes entail harsh criticism from public and political players alike, forcing cabinet ministers to be on top of the political game and sometimes even resign. However, harsh accountability processes are just as likely to leave ministers undamaged. This article combines two existing theories that propose different factors to account for variation in outcomes: ministerial resignations as a consequence of cabinet formation and individual positions; or resignations as a result of blame management strategies involving individual actors within the cabinet and beyond. Ten crisis episodes in Sweden are analysed and compared. The findings suggest that individual political power bases and experience matter to how well blame management strategies can be employed, while the composition of the government gives structural constraints. The dynamic interplay and framing battle between incumbent decision makers, and external arenas and the skill with which individual ministers engage and frame responsibility, play a key role in determining their post‐crisis careers.  相似文献

Abstract

Two approaches to identity have been employed to explore issues in Japan's international relations. One views identity as constituted by domestic norms and culture, and as constitutive of interests, which in turn cause behaviour. Proponents view Japan's ‘pacifist’ and ‘antimilitarist’ identity as inherently stable and likely to change only as a result of material factors. In the other approach, ‘Japan’ emerges and changes through processes of differentiation vis-à-vis ‘Others’. Neither ‘domestic’ nor ‘material’ factors can exist outside of such identity constructions. We argue that the second, relational, approach is more theoretically sound, but begs three questions. First, how can different identity constructions in relation to numerous Others be synthesised and understood comprehensively? Second, how can continuity and change be handled in the same relational framework? Third, what is the point of analysing identity in relational terms? This article addresses the first two questions by introducing an analytical framework consisting of three mutually interacting layers of identity construction. Based on the articles in this special issue, we argue that identity entrepreneurs and emotions are particularly likely to contribute to change within this model. We address the third question by stressing common ground with the first approach: identity enables and constrains behaviour. In the case of Japan, changes in identity construction highlighted by the articles in this special issue forebode a political agenda centred on strengthening Japan militarily.  相似文献
