Green multiculturalism: articulations of ethnic and environmental politics in a Colombian ‘black community’

This paper analyzes the intersection of two parallel developments that have had a curious impact on agrarian politics in Colombia: on the one hand, attempts to appropriate land for ‘green’ ends such as biofuel production, which have become ubiquitous all across Latin America, and on the other, the implementation of multicultural reforms, which in Colombia resulted in the collective titling of more than five million hectares of land for ‘black communities’. Although these two developments can be read as contradictory – with ‘green grabs’ threatening ethnic groups’ territorial rights and multicultural reforms purportedly safeguarding them – I argue that, together, they produce a unique political articulation which I term ‘green multiculturalism’.

My analysis of oil-palm cultivation in a ‘black community’ in southwestern Colombia reveals three interrelated consequences. First, I suggest that green multiculturalism produces ‘black communities’ as ‘green’ collective subjects charged not only with being wardens of nature, but also bearers of the responsibility to right environmental wrongs. Second, I note that the agrarian practices associated with oil-palm cultivation act as disciplining technologies that seek to transform local rationalities into entrepreneurial ones. Finally, I contend that these initiatives are ‘landscaping projects’ that seek to transform forms of interspecies relating.     

Armed conflict,land grabs and primitive accumulation in Colombia: micro processes,macro trends and the puzzles in between

Armed conflict is widely believed to disrupt agricultural production and ‘reverse’ development, but it may also involve the violent transformation of rural economies from subsistence to commercial agriculture. The case of Las Pavas, an estate in northern Colombia, provides further evidence that armed conflict created opportunities for violent land grabs and the expansion of commercial agriculture in Colombia. However, aggregate data suggest that primitive accumulation may be only part of the story behind the massive scale of forced displacement and dispossession. A research strategy that accounts for the diversity of subnational contexts, processes and outcomes is needed.     

In the woods: darkness at noon or Sunday in the park with Lin?

I discuss Elinor (Lin) Ostrom’s long journey into complex social systems and draw attention to her reliance on induction and the methods of experimental science. In her own words, the simple “organism” she has experimented on is a particular type of human situation—the common pool situation. I compare the philosophy of science associated with the European Enlightenment to Lin’s approach. I discuss the implication of problem difficulty and complexity for institutional policy, and conclude by comparing the tragedy of the commons to the tragedy of the anticommons, claiming that little is known empirically about the existence of the latter phenomenon.
