In the wake of the U.S. foreclosure crisis, the magnitude of homes flowing into investor ownership since 2007 has been unprecedented. Based on interviews with investors and other key informants active on the south and southwest sides of Atlanta, we describe the key aspects of the business models of such investors, including their methods of identifying properties, determining acquisition prices and renovation costs, and managing properties for rent. We also examine their expectations for financial return, including the sensitivity of returns to market and property uncertainties. Knowledge about the ways in which suicide attacks are recruited and prepared and on the motivation of suicide bombers and the factors that influence the decisions of organizers of suicide attacks has so far been sketchy and sporadic, derived mostly from media sources. In this study, 15 Palestinian would-be suicides and 14 organizers of suicide attacks participated in semi-structured interviews designed to fill this lacuna. This study examines the extent of religious conflict between 1960 and 2004 in the context of all domestic conflicts in that era based on data from the State Failure dataset. The findings show that until 2002 religious conflicts were a minority of all conflicts, but from 2002 to 2004 they were a majority of all conflicts. This study also examines the extent to which groups belonging to different religious traditions (i.e., Christianity, Islam, etc.) participate in conflict. The specific results on the relative participation in conflict by Christian and Muslim groups depend on the method used to measure conflict. However, no matter how conflict is measured, the results consistently show a rise in Islamic participation in conflict since the late 1970s. Also, for nearly the entire period covered by this study, the majority of religious conflicts involved Muslims. All of this supports contentions that rather than causing religion's demise, modernity has caused a resurgence of religion. 相似文献

ABSTRACTProminent theories of ethnic conflict argue that instrumental ethnic elites incite violence in order to promote their own power. Yet this approach focuses primarily on political leaders and ignores other ethnic elites, meaning that we know little about how other influential actors think about provocation. In this paper, I present novel data from Northern Ireland on diverse elite attitudes toward polarising Protestant parades with a long history of sparking ethnic violence. Using original surveys of Protestant elected officials and clergy as well as interviews with ex-paramilitaries, this paper demonstrates that these elite groups have different, often competing, interests and opinions regarding contested parades: while politicians tend to support provocative parades, the others do not. By addressing elite actors that are often ignored, I present a more nuanced picture of elite-mass relations and ethnic mobilisation in conflict. 相似文献

近年来沙尘暴事件频繁发生、社会危害严重,引起全社会的高度重视.我国颁布实施的《防沙治沙法》以防沙治沙为目的、被预期能直接应对沙尘暴,但法律治理效果甚微.这需要我们反思环境立法理念.从源头上看,沙尘暴的表现形式为自然灾害,但人类对自然界的严重破坏行为是原因的主要方面.因此相应的立法理念、思路和重点就必须重在对于人的行为进行控制,需要治沙但更为重要的是在立法中引入人地协调的理念.理念的转换带来相应的制度的完善,解决现有的防沙治沙的问题、实现其立法目的,其根本上还要在防沙治沙法中突破原有单项思维模式,引入综合决策方式. 相似文献

Victims in common law jurisdictions have traditionally been unable to participate in criminal trials for a number of structural and normative reasons. They are widely perceived as 'private parties' whose role should be confined to that of witnesses, and participatory rights for such third parties are rejected as a threat to the objective and public nature of the criminal justice system. However, recent years have witnessed both a major shift in attitude in relation to the role of victims within the criminal justice system and a breakdown in the public/ private divide in criminal justice discourse. This article considers the standing of the victim within the criminal trial against the backdrop of such changes, and examines the arguments for a more radical course of reform that would allow victims to participate actively in criminal hearings as they are able to do in many European jurisdictions. 相似文献
