China and Venezuela: Ambitions and Complexities of an Improving Relationship

The relationship between China and Venezuela has experienced a comprehensive and rapid development in recent years, both economically and politically and in other areas. The establishment of a "strategic partnership" between the two countries in 2001 has defined a stable framework for collaboration. China and Venezuela established diplomatic relations in June 1974 but it was with the start of the presidency of Hugo Chavez (1998) when relations intensified dramatically. In that recognized and open impulse, that Caracas defined as a "perfect match,” it should be noted, however, some important reservations.

The Impact of Political Factors on Local Government Decentralisation

ABSTRACT

The process of local decentralisation of public services delivery has attracted research attention because of the wide range of factors that induce governments to make this decision. Nonetheless, most such studies have focused on economic and financial aspects, ignoring the impact of political factors. The scarce previous research about political factors is the motivation for this study. We used panel data models based on 153 Spanish municipalities with populations over 50,000 for the period 1999–2007. The process of decentralisation is disaggregated according to the legal form of the entities: corporations and foundations. Our results show that more corporatisation processes are carried out in environments where political competition is lower and the party in power enjoyed greater support in the last elections. Additionally, decentralisation processes usually take place in the years immediately following elections, especially through foundations. Furthermore, both forms of decentralisation are more likely to be initiated by right-wing politicians.     

Understanding the Clayton Act of 1914: An Analysis of the Interest Group Hypothesis

The trusts issue culminated in the passage of the Clayton Act in1914, which conventional wisdom holds was a response to theperceived ineffectiveness of the Sherman Antitrust Act of 1890.Using ordered and multinomial logit analysis, we were able todetect economic interest variables that explain the senators'votes. The empirical findings strongly support the wealth transferhypothesis, and the regression results clearly show that senatorsresponded to interest groups. While we also found some support forthe ideological perspective, it is clear that there was much moreto the vote than the conventional story would suggest.
