准公共经济组织角色下我国地方政府横向合作关系探析

在当前的社会、经济背景下,我国地方政府扮演着准公共经济组织的角色。政府间关系具有独特的特征,政府间合作不可避免地会产生一些矛盾和问题。因此,需要在科学发展观的指导下,不断强化中央政府的协调职能、建立地方政府间利益关系的“利益分享和利益调节机制”、积极引导进行行政区单项产业合作。     

线粒体缺氧性损伤及其法医学意义

线粒体是真核细胞中特殊的细胞器,主要功能是进行氧化磷酸化合成细胞活动所需的能量,机体所摄入的氧气绝大部分都在线粒体中被消耗。机械性窒息的精准诊断是法医病理学实践中的难点之一,法医病理学工作者一直致力于寻找一种可靠、敏感的标志物用于机械性窒息的确诊。线粒体对于缺氧环境极为敏感,其损伤标志物或可作为诊断机械性窒息的依据。本文旨在综述缺氧环境下线粒体损伤的研究进展,并探索将线粒体损伤标志物用于法医病理学实践的可能性。     

行政行为在德国行政诉讼中的功能变迁

行政行为概念功能的变迁,同行政诉讼制度的功能定位有着密切联系。行政行为是为划定公权力边界而创造的概念,当权利保护进入无漏洞救济的时代,行政行为无力承担这一功能,从而不得不让位于主观公权利。如果对行政行为做过于宽泛的界定,可能会导致其本来肩负的程序法上的定型化功能和诉讼法上的类型化功能的衰竭甚至丧失。如果我国行政诉讼也要确立无漏洞权利保护机制,可能需要考虑加强对“合法权益”等概念的研究,以适应权利保护的完整逻辑体系。     

泰国勿洞广西籍华人社团初探

勿洞位于泰国最南端,隶属也拉府,被誉为泰国的"广西村".在这里诞生了泰国第一个广西籍华人血缘社团和第一个地缘社团,而且该地也是目前泰国广西籍华人社团最多、最集中的地方.勿洞广西籍华人社团的发展经历了从内部权力分化到矛盾中协助共生的过程.华人社团的成立提升了广西籍华人在当地的社会地位,伴随着发展延续的需要,广西籍华人社团具有团结乡谊、各属互助,慈善公益、圆融异族,联络原乡、开放交流等功能.     

Managing policy‐making in the local climate governance landscape: The role of network administrative organizations and member cities

Trans‐municipal networks (TMNs) have reshaped the landscape around local government action on global climate policy. Past research has focused on why cities join TMNs and the impact that membership has on local action. This study considers a potential reverse effect: namely, that cities' membership choices position them to influence TMNs' overall priorities. In considering this, we emphasize the role of network administrative organizations (NAOs) and posit that the multiple climate‐related networks, which share members and operate in overlapping geographic and issue spaces, are bound together as part of a meta‐network. We utilize social network analysis and data on membership in four climate‐related TMNs to examine the factors that shape how cities can influence meta‐network priorities. We find that cities with local vulnerabilities tend to be located in network positions that enable them to influence the meta‐network's overall priorities.     

音乐教学法在警务英语实践教学中的应用思考

警务英语在现阶段的使用多体现在公安学警对外访学交流、公安民警进行警务交流或实现服务与管理方面,我们通过查阅文献并根据实验设计应用音乐教学法实现公安院校警务英语实训教学改革,以此激发公安学警的英语学习兴趣,夯实英语运用基础,提升口语表达能力。通过细化英文歌曲在警务英语课堂的使用,让学警自身积极参与课堂并学有所得。从比较和分析应用音乐教学法,以英文歌曲为例教学在实际改革中的数据得出结论,总结出合适的英文歌曲助推警务课堂改革的创新模式,促进音乐教学法在警务英语实训教学中创新改革的应用。     

What Does ‘Collaboration’ Without Government Look Like? The Network Qualities of an Emerging Partnership

Cross‐sectoral partnerships are increasingly common in Australian human service delivery. Yet research has not often focused on partnerships where private actors broker an arrangement to address complex community needs. Using a combination of interviews, focus groups, and social network analysis (SNA), this paper investigates the network qualities of a nascent partnership between a not for profit (NFP) service provider and a major retail water company that seeks to address financial hardship. Ultimately, we assess whether this represents genuine collaboration or another form of joint action. We find that the privately steered partnership generates instrumental benefits characteristic of cross‐sectoral arrangements, as well as challenges. SNA reveals a very high degree of connection between the partner organisations, but the results suggest that the partnership is coordinative rather than collaborative. We also find that this is leading to tacit organisational and institutional modifications as the NFP assumes a ‘market facing’ posture and adjusts to the demands of working with private sector partners. However, at this early stage of development, the level of systemic adjustment between both organisations remains incomplete.
