我国当代社会泛政治化因素分析

我国当代社会具有明显的“泛政治化”倾向。“泛政治化”是一种缺乏政治理性的行为,它妨碍了正常的政治发展,使人们对社会问题不能做出实质的理解和处理,也使社会功能难以正常发挥,还常常带来政治冷漠。我们应当摈弃“泛政治化”的思维模式,构筑政治的理性主义,按照社会发展的规律来处理政治、经济、文化、体育、司法、教育等等的关系,以积极理性的心态来开展政治参与。     

公共政策中的集团决策模型及在我国的适应性

如何制定出科学有效的、反映各方面利益并为社会所普遍认同的公共政策,是所有现代政府所面临的基本问题以及获得政治合法性的关键所在。通过描述社会政治现象,分析政府行为,探讨集团决策模型的起源、基本内容、主要缺陷及其在我国现实政治中的发展等问题,建立起公共政策决策中的集团决策模型的基本理念和分析框架,可为我国公共政策决策的科学化和民主化提供有益的思路。     

Using Performance Measures for Federal Budgeting: Proposals and Prospects

The political system, the popular press, and the public have recently been concerned about measuring government performance. This concern for measuring performance should imply a concern for measuring it correctly. With this in mind, the Congressional Budget Office (CBO) recently conducted an analysis of the use of performance measures in the budget process. The study attempts to review the issues raised by performance budgeting in the context of past and current efforts to link performance measures and budgeting. This article focuses on two portions of that study: The status of the current federal performance measurement efforts and specific observations designed to inject a note of caution into the current debate about performance measurement and budgeting.     

论当前广西与泰国的经贸关系——兼谈与云南和泰国经贸关系的比较分析

在发展同泰国的经贸关系中,广西与云南具有许多相似点,例如广西与云南的区位优势都很明显,都是中国通向东南亚的桥头堡,与泰国距离都很近;根据专家的研究,云南的傣族、广西的壮族与泰国的民族都是"同源异流",双方习俗相似、语音相近,两省区都有不少华侨华人在泰国.更重要的是,云南与广西在产业结构上都是工业不发达以农业为基础的省份,两省区与泰国产业结构趋同和产业水平相近,产业内贸易在双方贸易总额中所占比重很大.在这样相同的背景下,对云南与泰国的经贸关系和广西与泰国的经贸关系进行比较分析,找出其中的差距,借鉴云南的经验,挖掘自身的优势,对于进一步推动广西与泰国的经贸关系的发展无疑具有重要的意义.     

《关于执行〈中华人民共和国行政诉讼法〉若干问题的解释》第53条第2款的理解与适用

《若干问题的解释》第53条第2款因没有区别复议决定不同的具体处理情况而作出有针对性的规定,存在违反行政法理论和在实践中无法适用的可能。该款可以考虑修改为:“复议决定改变原具体行政行为错误,人民法院判决撤销复议决定时,应当责令复议机关重新作出复议决定;但复议决定仅撤销原具体行政行为,或者在撤销原具体行政行为的同时责令被申请人在一定期限内重新作出具体行政行为的情况除外。”     

Stochastic models of the Social Security trust funds

Each year in March, the Board of Trustees of the Social Security trust funds reports on the current and projected financial condition of the Social Security programs. Those programs, which pay monthly benefits to retired workers and their families, to the survivors of deceased workers, and to disabled workers and their families, are financed through the Old-Age, Survivors, and Disability Insurance (OASDI) Trust Funds. In their 2003 report, the Trustees present, for the first time, results from a stochastic model of the combined OASDI trust funds. Stochastic modeling is an important new tool for Social Security policy analysis and offers the promise of valuable new insights into the financial status of the OASDI trust funds and the effects of policy changes. The results presented in this article demonstrate that several stochastic models deliver broadly consistent results even though they use very different approaches and assumptions. However, they also show that the variation in trust fund outcomes differs as the approach and assumptions are varied. Which approach and assumptions are best suited for Social Security policy analysis remains an open question. Further research is needed before the promise of stochastic modeling is fully realized. For example, neither parameter uncertainty nor variability in ultimate assumption values is recognized explicitly in the analyses. Despite this caveat, stochastic modeling results are already shedding new light on the range and distribution of trust fund outcomes that might occur in the future.
