What makes a well‐functioning governmental crisis management system, and how can this be studied using an organization theory–based approach? A core argument is that such a system needs both governance capacity and governance legitimacy. Organizational arrangements as well as the legitimacy of government authorities will affect crisis management performance. A central argument is that both structural features and cultural context matter, as does the nature of the crisis. Is it a transboundary crisis? How unique is it, and how much uncertainty is associated with it? The arguments are substantiated with empirical examples and supported by a literature synthesis, focusing on public administration research. A main conclusion is that there is no optimal formula for harmonizing competing interests and tensions or for overcoming uncertainty and ambiguous government structures. Flexibility and adaptation are key assets, which are constrained by the political, administrative, and situational context. Furthermore, a future research agenda is indicated. 相似文献

Die Wählerstärke rechtspopulistischer Parteien wird regelmässig entweder auf ein Bedrohungsempfinden durch einen hohen lokalen Ausländeranteil oder aber geringe Kontaktmöglichkeiten zwischen Mehrheit und Minderheit zurückgeführt. Dieser Beitrag stützt sich theoretisch auf eine Synthese dieser Perspektiven, die als Halo‐Effekt bezeichnet wird. Demnach ist es weniger die lokale Grösse der lokalen, als fremd wahrgenommenen Bevölkerung als vielmehr deren relativer Anteil im Umland, der zu einem diffusen Bedrohungsgefühl führt. Der Wahlerfolg der Schweizerischen Volkspartei (SVP) auf Ebene der schweizerischen Gemeinden dient als Grundlage der empirischen Untersuchung, die alternativ mit Anteilen der ausländischen und muslimischen Bevölkerung durchgeführt wird. Räumliche Mehrebenen‐Regressionsmodelle liefern für beide Gruppen Hinweise auf eine Koexistenz von direkten negativen Effekten der Bevölkerungsanteile der Minderheiten auf den Anteil der SVP (im Sinne der Kontakthypothese) sowie von Halo‐Effekten, wobei die direkten Effekte etwas ausgeprägter auszufallen scheinen. Jail incarceration substantially transforms romantic relationships, and incarceration may alter the commitment between partners, thereby undermining or strengthening relationships. In this article, we use in-depth interviews with 85 women connected to incarcerated men (as current or former romantic partners) to explore how women articulate relationship changes that stem from their partner's jail incarceration, a common but understudied form of contact with the criminal legal system. We identify three interrelated and mutually reinforcing processes, which are shaped by and shape a partner's commitment to the relationship. First, incarceration produces liminality in the status of the relationship. Second, incarceration fosters women's sense of independence from their incarcerated partners. Third, incarceration creates space for partners to reevaluate how they prioritize the relationship in their lives. Jail incarceration intervenes in romantic relationships at different points during each relationship, and accordingly, women experience heterogeneity in processes of liminality, independence, and reprioritization. These processes contribute to differential relationship experiences, with some relationships deteriorating during incarceration, others strengthening, and others neither deteriorating nor strengthening. By systematically uncovering these processes linking jail incarceration to romantic relationships, we advance an understanding of how the criminal legal system can shape relationship commitment processes and inequalities among families. 相似文献

Potential consequences of lowering voting age to 16 have been discussed in recent scientific and public debates. This article examines turnout of young voters aged 16 to 17 in Austria, the first European country that lowered the general voting age to 16. For this purpose we use unique data taken from electoral lists of two recent Austrian regional elections. The results support the idea that the so-called “first-time voting boost” is even stronger among the youngest voters as turnout was (a) higher compared to 18- to 20-year-old first-time voters and (b) not substantially lower than the average turnout rate. We conclude that our findings are encouraging for the idea of lowering voting age as a means to establish higher turnout rates in the future. 相似文献

While a number of studies have shown the efficacy of the solution-based casework (SBC) practice model for child welfare (e.g., Antle, Christensen, van Zyl, & Barbee, 2012), the current analysis examines the top ranked behaviors in cases reaching outcomes of safety, permanency, and well-being in both high adherence and low adherence cases. Sixteen top behaviors seem to have the greatest impact on outcomes, all of which are key to the three major theoretical orientations utilized in SBC. Thus, these results not only narrow in on the key behaviors that drive success in the practice model, but also shows the utility of the theoretical underpinnings of the practice model. 相似文献

This article of top civil servants in Danish central and local government sheds new light on politicization. A survival analysis shows that since 1970, the risk that a top civil servant will be replaced has increased. There is no evidence of politicization in central government while city managers' risk of replacement increases both when a new mayor, representing another party and holding an absolute majority, and when the shift of mayor takes place within the same party. We interpret these results as evidence of the adaptability of the merit civil service and political executives' stronger insistence on their authority to make discretionary replacements. 相似文献

The 1993 US Supreme Court decision Daubert v. Merrell Dow Pharmaceuticals, Inc. presented new guidance for the judicial assessment of expert witness evidence and testimony in the determination of admissibility. Despite the rarity of admissibility challenges to forensic anthropology evidence, Daubert is frequently cited in published forensic anthropology research. This study undertook a qualitative thematic analysis of forensic anthropology articles published in the Journal of Forensic Sciences to assess why authors continue to cite Daubert and express concerns over potential exclusion. The results show a significant increase in the number of articles that cite legal admissibility standards over time (p < 0.001). Authors frequently cite these standards to contextualize their results within the Daubert framework or to justify the need for their research. Notably, many articles present Daubert as a constraining force, misinterpreting the guidelines as rigid criteria or that they require methods to be strictly quantitative. However, Daubert was intended to be a flexible tool for judges—not a standard or instruction for scientists. While it was reasonable to reflect on the scientific rigor of methods in the wake of the Daubert decision, a new perspective is warranted in which forensic anthropologists shift their focus from trying to “satisfy” admissibility guidelines to adopting quality assurance measures that minimize error and ensure confidence in analytical results, and developing and using methods that are grounded in good science—which is important regardless of whether or not the results are ever the subject of a trial. 相似文献

The discussion of “error” has gained momentum in forensic science in the wake of the Daubert guidelines and has intensified with the National Academy of Sciences' Report. Error has many different meanings, and too often, forensic practitioners themselves as well as the courts misunderstand scientific error and statistical error rates, often confusing them with practitioner error (or mistakes). Here, we present an overview of these concepts as they pertain to forensic science applications, discussing the difference between practitioner error (including mistakes), instrument error, statistical error, and method error. We urge forensic practitioners to ensure that potential sources of error and method limitations are understood and clearly communicated and advocate that the legal community be informed regarding the differences between interobserver errors, uncertainty, variation, and mistakes. 相似文献

Specialized probation programs were developed to more effectively address the unique needs of probationers with serious mental illnesses. Probation officers are tasked with serving both law enforcement and rehabilitative functions, and officers play an important gatekeeper function in helping probationers with serious mental illnesses avoid long incarceration sentences. The purpose of this paper was to explore specialized and standard probation officers' work in supervising probationers with serious mental illnesses. Twenty-one probation officers (11 specialized and 10 standard) participated in semi-structured interviews. Qualitative analyses examined: 1 — beliefs on the relationship between mental illness and crime; 2 — purpose of specialized and standard probation units; and 3 — approaches to supervising probationers with serious mental illnesses. Implications for developing more effective probation supervision programs are discussed. 相似文献
