This article seeks to place the UK's present economic ‘moment’ in historical context. Over the course of the decade since the 2007 financial crisis, it has increasingly been acknowledged that a cyclical crisis has become a structural crisis. The failure of most economists to predict the financial crash in the first place, and the inadequacy of economic policy in responding to its lasting effects, has led many to conclude that economics itself is in crisis. This article seeks to contribute to a better understanding of the present period of disjuncture. Drawing on theories of paradigm shift from both the physical and social sciences, we argue that the speed of change in UK economic policy is comparable to the two major historical transitions that ended with the post‐war consensus and neoliberalism. We conclude by offering some remarks on how and where the present change might take us.  相似文献

There is an assumption in much of the electoral engineering literature that domestic episodes of electoral system choice occur in a vacuum, isolated from international influences. Yet this assumption remains largely untested, despite the comparative focus of much of that literature. This article focuses on part of this gap by considering two electoral mechanisms that seek to limit party system fragmentation under proportional representation – low district magnitudes and high electoral thresholds – and shows that the mechanisms have spread across many European countries during the post‐1945 period. Analyses reveal that national legislators are more likely to adopt one of these electoral mechanisms when a large number of peer countries have made similar choices within the last two or three years. This effect is robust to various model specifications and to the inclusion of multiple controls. The article also offers some qualitative evidence from case studies and parliamentary debates.  相似文献

Recent literature on bureaucratic structure has gone further than studying discretions given to bureaucrats in policy making, and much attention is now paid to understanding how bureaucratic agencies are managed. This article proposes that the way in which executive governments manage their agencies varies according to their constitutional setting and that this relationship is driven by considerations of the executive's governing legitimacy. Inspired by Charles Tilly (1984), the authors compare patterns of agency governance in Hong Kong and Ireland, in particular, configurations of assigned decision‐making autonomies and control mechanisms. This comparison shows that in governing their agencies, the elected government of Ireland's parliamentary democracy pays more attention to input (i.e., democratic) legitimacy, while the executive government of Hong Kong's administrative state favors output (i.e., performance) legitimacy. These different forms of autonomy and control mechanism reflect different constitutional models of how political executives acquire and sustain their governing legitimacy.  相似文献

The purpose of this study is to examine the link between the reputational components of efficacy and moral reliability of institutions, and citizens' compliance with institutional recommendations. Research on bureaucratic reputations highlights the significance of positive political reputations based on credibility and legitimacy, but the impact of these components is not systematically isolated and studied. We draw insights from political psychology to move beyond a positive‐negative valence‐based approach of reputation, and highlight the different effect of efficacy and moral reliability components of reputation on citizens' cooperation, engagement in water saving activities, and levels of complaints. We use the Cypriot Water Authority as a case study and inquire how its institutional reputation influences Cypriot citizens' behavior regarding water use. Our data was collected via a representative national survey administered to a random sample of 800 Cypriots in the spring of 2009 and show that favorable perceptions of particular components of institutional reputation shape the levels of satisfaction with specific organizational outputs.  相似文献

Abstract: The emergence of the “New Public Management” (NPM) and its faith in markets led governments to search for alternative methods in the delivery of public services. One of the most popular methods was privatization. The rationale behind the choice of privatization is based on what Charles Wolf describes as “non‐market failure.” This article argues that the market may not be as efficient as its proponents have asserted, especially when there is a monopoly over service delivery. This has been the case in many municipalities, in some developed countries, where privatization of water service delivery has reverted to public delivery. Using the City of Hamilton's experience with its water and wastewater services as an example, the authors' finding is that the nature of the good to be delivered is essential in determining whether the “market” or the “public” provides the best method of service delivery. Sommaire : L'émergence de la Nouvelle gestion publique (NGP) et sa foi dans les marchés ont conduit les gouvernements à rechercher des méthodes de rechange pour la prestation des services publics. L'une des méthodes les plus populaires est la privatisation. La justification du choix de la privatisation est fondée sur ce que Charles Wolf décrit comme un ≪“échec du non marché”≫. L'article fait valoir que le marché pourrait ne pas être aussi efficace que ses adeptes l'ont prétendu, en particulier lorsqu'il existe un monopole dans la prestation des services. Cela fut le cas dans de nombreuses municipalités de certains pays développés, où la privatisation de la prestation de leurs services en eau est repassée à la prestation publique. En prenant comme exemple l'expérience de la ville d'Hamilton concernant ses services d'approvisionnement en eau et d'évacuation des eaux usées, l'article conclut que la nature du produit à livrer est déterminante pour savoir si c'est le “marché” ou le “public” qui fournit la meilleure méthode de prestation de services.  相似文献

Based on data from two opinion surveys conducted in 2000 and 2008, this study shows that Hong Kong people have been consistently highly aware of the seriousness of different environmental problems and relatively pessimistic about the future resolution of these problems. Such pessimism is arguably related to their lack of confidence in the government's enforcement of environmental protection. Through an analysis of the environmental policy‐making and enforcement agency and three selected enforcement cases, the study further finds that the people's lack of confidence can be traced to the government's failure to bring about a comprehensive, integrated, far‐sighted environmental strategy with sophisticated institutional support and detailed enforcement mechanisms.
