Heartland and periphery: local,national and global perspectives on women's history

The articles in this special collection were first presented as papers at the Women's History Network Annual Conference, held at the University of Bath in September 2000. In selecting a theme for the conference, it seemed particularly important, at the start of a new millennium, to be as inclusive as possible and to reflect the most recent developments in the field of women's history. Conference participants were encouraged to question definitions of what is heartland and what is periphery in women's history and to explore the complex interrelationship between them at a local, national and international level.

Abstract

This article reassesses the dominant representations of two First Wave feminists in Edwardian Britain, Emmeline and Christabel Pankhurst, who founded the women's Social and Political Union (WSPU) on 10 October 1903 with the expressed aim of fighting for the right of women to enfranchisement on the same terms as it was, or may be, granted to men. Both women, it is argued, have been represented by historians mainly in a negative light which, at best, ignores their women-centred approach to politics and, at worst, misrepresents their views. However, if we are to understand these women as feminists then we must examine their own rationale for their actions which is in wide divergence with the views expressed by historians. As women-identified women, Emmeline and Christabel Pankhurst were forerunners of some of the ideas articulated by radical feminists in the Second Wave of feminism in the West in the 1970s. In this article, this theme is illustrated through focusing on two key areas – the world-view of the Pankhurst women and their style of leadership.     

China and Japan: ‘Hot Economics,Cold Politics’

According to integration theory, growing economic interdependence between China and Japan should have spilled over into more cordial political relations. The opposite occurred, as summarized in the phrase “hot economics, cold politics.” Even as both sides acknowledge the value of cooperation for shared benefit, commercial and strategic rivalries have intensified, calling into question the validity of integration theory.     

Shame, Guilt and Remorse: Implications for Offender Populations

The emotions shame and guilt may represent a critical stepping stone in the rehabilitation process. Often referred to as "moral" emotions owing to their presumed role in promoting altruistic behavior and inhibiting antisocial behaviors, shame and guilt provide potentially exciting points of intervention with offenders. In this article, we describe current psychological theory and research that underscores important differences between shame and guilt. We note parallels between psychologists' conceptions of guilt and shame, and criminologists' conceptions of reintegrative and disintegrative shaming. We summarize recent research investigating the implications of these moral emotions for criminal and risky behavior, with special emphasis on the handful of studies conducted with actual offenders. We conclude with a discussion of implications for treatment in criminal justice settings.     

The British Labour Party in the 1980s: The Battle Over the Palestinian/Israeli Conflict

Labour Party policy developments in the 1980s have been well-documented. However, the focus has tended to be on intra-party organisation and aspects of domestic and defence policy, with Labour's policy on international issues receiving comparatively little attention. Yet, some of the most interesting debates occurred in this area. One such concern was that over the party's policy towards the Israeli/Palestinian conflict, a set of nationalist rivalries that has long been a source of dilemma for the left. This paper examines how the party's previous pro-Israeli consensus broke down during the 1980s and the processes behind the eventual policy outcome, shedding light on the wider issue of policy change.     

Measuring Client Satisfaction and Engagement: The Role of a Mentor Parent Program in Family Drug Treatment Court

Parent engagement is an important intermediate outcome in Family Drug Treatment Court (FDTC) and child welfare services. This study explored the utility and reliability of a client satisfaction and engagement survey designed to measure interim outcomes of a Mentor Parent Program, operating in conjunction with a FDTC. Findings suggest the survey is a useful, parsimonious and reliable tool for measuring key dimensions of parent mentor services including client engagement; client‐centered support and empowerment; and help with systems navigation and accessing resources. The survey may be adapted for use in other FDTC or parent mentor contexts.     

Caring Letters Project: a military suicide-prevention pilot program

Background: The Caring Letters Project (CLP) is a suicide prevention program that involves sending brief caring letters to discharged inpatients following psychiatric hospitalization. Several studies suggest that repeatedly sending caring messages may reduce suicides and suicide attempts in high-risk populations. Aims: The aims of this study were to (1) evaluate feasibility of use in the military setting, (2) explore trends toward reduction of psychiatric rehospitalizations, (3) assess preference for and test e-mail correspondence, and (4) identify best practices and gather data to inform a randomized controlled study. Methods: A total of 110 psychiatric inpatients at a military treatment facility consented, were interviewed, and then received personalized handwritten letters or e-mails at regular intervals following discharge. Data collected included demographics, clinical characteristics, preference for e-mail versus postal mail, rates of undeliverable and return correspondence, rehospitalizations, and adverse events requiring safety procedures. Results: A total of 436 letters and e-mails have been sent to date. Most participants indicated preference for e-mail versus postal mail. Fifteen participants were readmitted for treatment compared to 20 patients in usual care. Twenty participants sent responses and all were positive statements about the program. There were no adverse events. Conclusions: This program is feasible for use at a military treatment facility. A randomized controlled trial is needed to determine whether the intervention can reduce suicide rates among military and veteran populations.     

Remembering Emily Wilding Davison (1872–1913)

This editorial reflects on the life of Emily Wilding Davison (1872–1913), a suffragette in Edwardian Britain, who died on 8 June 1913 after running on to the race course at the Derby, four days earlier, and trying to grab the reins of the King's horse, Anmer. Rather than seeing her as a suicidal fanatic, it is suggested that she was a sensible, level-headed, religious woman, a risk-taker who probably did not intend to die.
