Recent studies on causes of intergovernmental transformation in old and new democracies have found that decentralization is often the outcome of negotiations between national and local political interests. South Korea is commonly believed to be an exception because local elections and institutions introduced in the early 1990s were, by and large, the product of negotiations among political elites at the centre, without significant inclusion of local actors. However, this article attempts to explicate a hitherto ignored aspect of decentralization reform in Korea: the role of civil society and local activism in the politics of decentralization. In the 2000s, several ‘triggering events’ such as economic instability, democratic consolidation, emergence of civilian leaders, and the growth of civil society provided a strong momentum for the decentralization movement. We demonstrate how civic organizations at both national and local levels have played significant roles in proposing and pushing for decentralization, and argue that the bottom-up movement for decentralization under the Roh Moo-hyun administration was surprisingly well mobilized and institutionalized, especially at the agenda-setting stage. 相似文献

The establishment of diplomatic ties between the Soviet Union and the Republic of Korea appears to be not only a cornerstone for peace-keeping in the Korean peninsula but also a catalyst toward improving economic cooperation between the two countries. Unlike other advanced countries, Korea has been actively investing in the Soviet Union since Soviet-Korean rapprochement. But events have overtaken the pace of reform in the Soviet Union. Multiple Soviet problems such as the restructuring of the Union and Republic governments, reorganization of the New Economic Community, and severe discord within the political leadership regarding the approach to reform are entangled with power struggles between the center and the republics. The outcomes of democratization and marketization in the Soviet Union are not certain. Korea is deeply concerned about the success or failure of the Soviet economy because this will influence the extent to which the Korean economy will benefit or suffer. 相似文献

This research suggests dissimilar motivational traits of person-organization fit and person-job fit and their different interactive relations with the external regulation of work motivation in affecting public employee satisfaction. Conducting a hierarchical regression analysis, the study jointly tested the direct and interaction effects of perceived person-organization fit, person-job fit, and extrinsic rewards on job satisfaction. Findings demonstrated a crowding-out effect of extrinsic reward perceptions on the positive relationship between person-organization fit and job satisfaction. However, the moderation of extrinsic rewards did not appear to alter the influence of person-job fit on job satisfaction. Implications are further discussed. 相似文献

AbstractThe relationship between redistributive spending and income inequality has been of interest to researchers for several decades. Existing literature has largely focused on country-level studies and may be broadly divided into two groups: studies that find a positive relationship between the two and studies that find a negative relationship. The positive association is usually explained through the median voter theory and the negative association through the social insurance theory.This study offers a test of the median voter and social insurance hypotheses by examining the relationship between economic inequality, voter turnout and redistributive spending at the sub-national level among the 50 largest counties in Texas over years 2006 to 2012. One of the advantages of using a regional sample is that counties are relatively more homogeneous and allow for the collection of better records across time. Random effects models suggest that income inequality is positively associated with redistributive spending. The study improves our understanding of the patterns of redistribution at the sub-national level and highlights the importance of careful inter-temporal modelling of relationships between redistributive spending and inequality. 相似文献
