Congressional districts create two levels of representation. Studies of representation focus on a disaggregated level: the electoral connection between representatives and constituents. But there is a collective level of representation—the result of aggregating across representatives. This article uses new measures of home styles to demonstrate that responsiveness to constituents can have negative consequences for collective representation. The electoral connection causes marginal representatives—legislators with districts composed of the other party's partisans—to emphasize appropriations in their home styles. But it causes aligned representatives—those with districts filled with copartisans—to build their home styles around position taking. Aggregated across representatives, this results in an artificial polarization in stated party positions: aligned representatives, who tend to be ideologically extreme, dominate policy debates. The logic and evidence in this article provide an explanation for the apparent rise in vitriolic debate, and the new measures facilitate a literature on home styles.  相似文献

On 27 July 2001 negotiators of the ethnic Slav and ethnic Albanian political parties from the self‐proclaimed unity government of the Federal Republic of Macedonia (FYROM) met at Ohrid, a lakeside resort in the southwestern corner of the war‐torn country. The negotiators had fled Skopje, the country's starved, gray capital, because the pressures from the spreading war between ethnic Albanian insurgents and the dominantly ethnic Slav security forces had made constructive political dialogue nearly impossible. Ohrid, on the other hand, was a community that embraced many of the region's historical contradictions. The town had seen Romans, Byzantines, Franks, Ottomans, Serbs, Greeks and Albanians all come and go. Saint Clement of Ohrid (d. 916) had once lived and worshipped in the city, and much of the architecture, with its winding streets and numerous churches and monasteries, still bore the marks of its medieval and diverse past. All parties arrived in this contemplative setting under intense diplomatic pressure from the European Union (EU), the United States (US), and the North Atlantic Treaty Organization (NATO) to find a constitutional and political solution to the crisis, and find one soon. As all parties sat down to thrash out a compromise, a senior EU mediator was heard to remark: ‘This country doesn't need mediators, it needs a psychoanalyst.”  相似文献

This study examines the relationship between intergroup contact and adolescents’ attitudes regarding homosexuality and the treatment of lesbian and gay (LG) peers. Fourteen- through 18-year-olds (n = 1,069, 59.7% females) completed self-report attitude and judgment questionnaires about the acceptability of homosexuality, levels of comfort around LG peers, and the acceptability of excluding or teasing an LG peer. The results suggest that having an LG friend is related to more positive attitudes toward homosexuals/homosexuality and less tolerance toward the unfair treatment of LG peers. The findings lend further support to intergroup contact theory and provide evidence that the intimacy of contact is related to prejudice reduction, and offer general support that age is related to prejudicial attitudes, but less so to prejudicial behaviors.  相似文献

Public–private partnerships (PPPs) have become a prominent feature of contemporary public policy. Although research shows variation in the contractual configuration of partnerships, there is little evidence of how these shape service and workforce organization. Through comparative ethnographic research on two PPP health care providers in the English National Health Service, this article develops the idea that PPPs exhibit “tight” and “loose” arrangements that relate to “downstream” service and workforce management. It induces four empirically grounded mediating factors to describe this relationship. The first relates to the “dependence” between partners in terms of financing, strategy, and resource sharing; the second to the “strategic orientation” of leaders; the third to the composition of the “professional workforce”; and the fourth to the “management approach” to service and workforce organization. The article contributes to the research literature by exploring the contingencies in how PPPs are operationalized on the ground.  相似文献

Have urban areas become strategic sites for the formation of justice movements? A justice movement is conceptualised as geographically extensive mobilisations that achieve a degree of territorial fixity at different spatial scales. It is proposed that a number of factors can encourage organisations implicated in this movement to make the urban arena a key front in their struggle to achieve justice. These factors include the intensification of urban inequalities, increased political opportunities resulting from the devolution of state capacities to sub‐national levels of government and new actors interested in pursuing innovative strategies and tactics. This hypothesis is tested through a comparison of movements in three different cities: Los Angeles, USA; Rotterdam, Holland; and Toulouse, France. The findings show that, despite the fact that new actors have begun to mobilise in these three cities around justice issues, they have experienced different degrees of territorialisation. The divergent outcomes are explained by the particular state–civil society power relations found in each of the cities. Thus, the paper concludes that, though the factors in our hypothesis may encourage actors to initiate urban justice movements, the degree of their territorialisation ultimately depends on local state–civil society power relations.  相似文献

Sex estimation is a key objective of forensic science. We aimed to establish whether maxillary sinus volumes (MSV) could assist in estimating an individual's sex. One hundred and three CT scans were included. MSV were determined using three‐dimensional reconstructions. Two observers performed three‐dimensional MSV reconstructions using the same methods. Intra‐ and interobserver reproducibility were statistically compared using the intraclass correlation coefficient (ICC) (α = 5%). Both intra‐ and interobserver reproducibility were perfect regarding MSV; both ICCs were 100%. There were no significant differences between right and left MSV (= 0.083). No correlation was found between age and MSV (> 0.05). We demonstrated the existence of sexual dimorphism in MSV (< 0.001) and showed that MSV measurements gave a 68% rate of correct allocations to sex group. MSV measurements could be useful to support sex estimation in forensic medicine.  相似文献

Policing has been the subject of intense public scrutiny for the better part of two years after several high-profile police killings of unarmed African Americans across the United States. The scrutiny has been so extreme that some contend there is currently a “war on cops”—whereby citizens are emboldened by protests and negative media coverage of the police, and are lashing out by assaulting police officers more frequently. In response, it is argued that officers are de-policing (i.e. avoiding proactive stops). We surveyed command-level police officers from a southeastern state about their attitudes concerning the war on cops and de-policing. The majority of our sample believed there has been a war on cops over the last two years. Moreover, officers who felt strongly about the existence of a war on cops were more likely to believe that de-policing is common among officers in today’s world of law enforcement.  相似文献

The current study focuses on predominant predictors associated with men’s and women’s engagement in driving under the influence (DUI) in an attempt to determine whether gender-specific interventions would be more affective at reducing impaired vehicle operation. A male-only subsample (n?=?863) and a female-only subsample (n?=?975) from a survey administered at a large Southeastern university containing self-reported measures of DUI were used to evaluate gender differences in motivations and correlates of DUI behavior. A series of logistic regressions containing indicators drawn from theories of deviant behavior (e.g., Akers’ social learning theory (SLT) and Gottfredson and Hirshi’s low self-control (LSC) theory) yield results indicating that differential association and imitation, both factors associated with SLT, are significant predictors for both gender cohorts’ DUI behavior. Low self- control was a significant predictor within female-only models, but not the final male-only models. This suggests that peer associations and modeling may be targets of intervention generally, but that, as it relates to DUIs, women may particularly benefit from programs focused at limiting impulsivity and risk-taking behavior as these are components of Gottfredson and Hirschi’s LSC construct.  相似文献

Correctional officers work in a highly challenging environment and are at a heightened risk of a range of negative stress-related health conditions. This study examines how correctional officer responses to adversity moderate the association between perceived workplace adversity and psychological well-being. The aim was to assess the degree that perceived workplace adversity predicts correctional officer psychological well-being and the subsequent impact on negative organizational outcomes such as absenteeism, presenteeism and job dissatisfaction. Hundred and seventy four officers completed an online questionnaire including measures of perceived workplace adversity, officer responses, psychological well-being and organizational impact. Structural Equation Modelling revealed that a heightened perception of workplace adversity predicted lower psychological well-being and in turn increased negative organizational impacts. Analyses indicated that using an interpersonal/solution focused response style moderated the relationship between perceived workplace adversity and psychological well-being, reducing its negative impact on well-being and in turn the frequency of negative organizational impacts. These findings offer insight into how officers’ perceptions of their working environment and how they respond to workplace adversity influence their psychological well-being and the organizations that employ them.  相似文献
