At a time when truth and facts are highly contested, understanding how knowledge gains legitimacy is crucial. Creating valuable policy knowledge involves navigating ‘a space between fields’, where actors and ideas from different social worlds come into play. This article outlines a novel set of strategies for attaining legitimacy within this space. Drawing on mixed‐methods analysis of interview and publication data from 12 development research organizations, the article argues that legitimacy centres around three primary types of ‘coherence’. Coherence in identity is the demonstration of ‘proper’ goals via negotiation of organizational and individual identity. Coherence in process is the demonstration of ‘proper’ processes through maintenance of independence, integrity and transparency. Coherence in outcome is the demonstration of ‘proper’ outcomes via creation of the ‘right’ products, audience and impact. Mastery of these three areas makes possible the production of credible, distinctive and significant knowledge.  相似文献

This article examines the gendered nature of institutional strengthening policies at the World Bank, as part of an attempt to analyse what role gender plays in the institutionalist turn within development policy. It focuses on three snapshots of Bank action wherein debates about gender and institutional strengthening are particularly pertinent: Washington, DC policy texts and Presidential speeches; gender policy enacted in the Latin American and Caribbean region; and an Argentine project loan on social capital promotion and family strengthening. Two themes emerge from these sites: (1) that couplehood between men and women has been identified as a key informal institution necessary for development; and (2) that gender reform has been positioned as an institutional change issue requiring attention to issues such as social marketing. New norms about gender interaction thus emerge as an explicit part of the Bank's reform agenda, and are shaping project experiences across Latin America.  相似文献

This article examines an experiment in delivering services and programs in communities that were affected by the 2009 Victorian bushfires. Three not‐for‐profit agencies received funding to develop and deliver programs over a period of three years with the aim of achieving sustainability for the programs thus created. They were not constrained by the requirements of normal government funding, which is short term, subject to competitive tendering and targeted at specific programs and client groups. The nature of the funding allowed the three agencies to introduce innovative programs tailored to the needs of the community and with the aim of building community capacity. However the question of whether the programs are sustainable when existing funding runs out remains open.  相似文献

At state and particularly in federal (or national) elections, Aboriginal Peoples in remote regions turn out to vote in low numbers. A number of hypotheses have been offered to explain the low voting participation of such constituencies. Some have asserted that Aboriginal Peoples do not wish to vote; others have suggested that “first order” elections have low salience for Aboriginal Peoples, thereby depressing turnout. The low political efficacy thesis has also been proposed, as well as cultural and mechanical factors. We consider whether any of these hypotheses are plausible using data obtained in group interviews with twenty‐nine Anangu Women in remote South Australia. On the basis of this fieldwork we consider means for stimulating turnout within this, and in similar, constituencies.  相似文献
