Fentanyl analogs are a class of designer drugs that are particularly challenging to unambiguously identify due to the mass spectral and retention time similarities of unique compounds. In this paper, we use agglomerative hierarchical clustering to explore the measurement diversity of fentanyl analogs and better understand the challenge of unambiguous identifications using analytical techniques traditionally available to drug chemists. We consider four measurements in particular: gas chromatography retention indices, electron ionization mass spectra, electrospray ionization tandem mass spectra, and direct analysis in real time mass spectra. Our analysis demonstrates how simultaneously considering data from multiple measurement techniques increases the observable measurement diversity of fentanyl analogs, which can reduce identification ambiguity. This paper further supports the use of multiple analytical techniques to identify fentanyl analogs (among other substances), as is recommended by the Scientific Working Group for the Analysis of Seized Drugs (SWGDRUG).  相似文献

In this study, the potential of attenuated total reflectance-Fourier transform infrared (ATR-FTIR) spectral imaging as a technique to determine the sequence of line crossings was examined. The technique was successful in determining the sequence of heterogeneous line intersections produced using ballpoint pens and laser printers. By imaging at characteristic frequencies, it was possible to form spectral images showing the spatial distribution of the materials. By examining the spectral images from the inks, it was possible to determine whether the ink was above or below the toner. In blind testing, ATR-FTIR spectral imaging results were directly compared to those obtained by eight experienced forensic document examiners using methods regularly employed in casework. ATR-FTIR spectral imaging was shown to achieve a 100% success rate in the blind tests, whereas some incorrect sequence determinations were made by the forensic document examiners when using traditional techniques. The technique was unable to image ink-jet printing, gel pens, roller ball pens, and felt-tip pens, and was also unable to determine the sequence of intersecting ballpoint pen lines.  相似文献

This study explores processes and policies that facilitate the development of community trails. With funding from Active Living Research and the research framework of the Physical Activity Policy Research Network (PAPRN), we conducted a multiple-site case study. A total of six trails in Hawaii, Massachusetts, Missouri, North Carolina, South Carolina, and Washington were chosen for study. The goals of this case study were to identify the policy influences on trail development, explore the roles of key players in trail development, and compare and contrast findings from the different trails. Trail development can be a long process. Some of the trails took over a decade to complete because of funding, opposition, and roadblocks in the form of design standard policies. Work in trail development requires a team of many players, and it is necessary to balance their varied motives to accomplish a shared overall goal. Foresight through the master planning process is also a vital component of successful trail development. Finally, community involvement is key. Communities contemplating trail development should explore the effects of policy on the trail projects reported here to proactively identify potential influence.  相似文献

Native American youth suffer disproportionately from a range of adverse health conditions. Empowering youth leaders to work on community-based solutions has proved effective in reducing tobacco use and gun violence and is now emerging as a promising approach to improving fitness and health. This article, based on direct observation and interviews with key informants, examines the implementation of a Robert Wood Johnson Foundation-funded project that gave tribal youth councils minigrants to design and run diverse projects that encourage physical activity in their communities. The article highlights the institutional challenges that confront health-promotion strategies for disadvantaged populations. Unless they take proper account of organizational, political, environmental, and cultural forces, funders' interventions have limited chances for success and sustainability.  相似文献

Homicidal ideation is a clinical construct that is almost entirely absent from the criminological literature. The current study examines the criminology of homicidal ideation using archival data from a population of federal supervised release felons from the Midwestern United States. ANOVA, Poisson regression, negative binomial regression, and epidemiological tables indicated that 12 % of offenders experienced evidence of homicidal ideation and these offenders perpetrated more murders, attempted murders, kidnappings, armed robberies, and aggravated assaults, had more severe and extensive psychopathology, and were more likely to be chronic offenders. Homicidal ideation is an important construct that should be studied more not only for its association with murder, but as an omnibus risk factor for severe criminality.  相似文献

Pre-admonition suggestion is an identification-relevant comment made to an eyewitness by a lineup administrator before the lineup admonition. Quinlivan et al. (2012) found that their suggestion inflated mistaken identification rates and retrospective identification. However, the suggestion used was a compound statement, making it unclear which component influenced choosing rates. The current experiment was conducted to parse out the effects. Participants (N = 211) viewed a crime video and received either one component of the compound suggestion (a suggestion to pick or that the witness had paid substantial attention), both components, or no suggestion. All participants received an admonition, made an identification choice, and answered questions about their witnessing experience. The results demonstrated that the pick suggestion increased mistaken identifications from a perpetrator-absent lineup whereas the effects of the attention suggestion were restricted to the retrospective judgments. These results show support for the role of secondary (non-memorial) processes in eyewitness identification.  相似文献

In the United States, opioid-related mortality has tripled since 2000, leading the Centers for Disease Control to declare a national overdose epidemic in 2016. With overdose an increasing area of mainstream political and popular concern, some commentators have suggested that sympathetic attention has followed changes in the profile of opioid users, as rates of heroin initiation have doubled among white Americans and women. Yet no studies have examined how media framings of overdose have shifted alongside the epidemic’s demographic contours. Focusing upon southwestern Pennsylvania, this study uses qualitative analysis of news items surrounding three surges in heroin overdose deaths in 1988, 2006, and 2014. 178 items reporting on such overdose outbreaks were selected for thematic coding, with attention directed toward opioid user representations, “drug problem” characterizations, and suggested solutions. Results reveal a transformation in the depiction of overdose sufferers over time, with stories increasingly centered around “unexpected” opioid users, whose habits are made legible through biomedical discourses of addiction; such portraits are used to argue the impropriety of punitive responses to drug misuse. At the same time, the role of criminal justice institutions in addressing overdose is not dismissed, but relocated in recent coverage, with the intensified prosecution of drug dealers offered by many.  相似文献

Most intra‐ and interorganizational decision making entails negotiations, and even naturally talented negotiators can improve with training. Executive trainings for managers and leadership programs for publicly elected officials, public managers, and nongovernmental organizations frequently include negotiation modules. These efforts, however, have yet to reach community leaders who also need to develop their negotiation skills. We propose that members of disadvantaged low‐income communities who lack educational and economic opportunities, and are less able to advocate for their own interest, need to build and strengthen their civic capacity, including their negotiation skills, to become more effective parties to decisions affecting them. While many professionals and executives have access to training, such opportunities are less accessible to the leaders of these disadvantaged communities. Although such leaders draw from their own heuristic knowledge, skills, and abilities, they could also benefit from sharpening their negotiation skills. We propose that the multidimensional understanding of their community that members accumulate through direct experience is indispensable, nontransferable to outsiders, and not teachable through in‐class activities. Leaders with the ability to leverage knowledge and assets to connect effectively to community insiders as well as to outside people, institutions, and resources, however, possess some specific inherent personality traits as well an understanding of social structures, strategies, and agency, which can be taught and learned. Such skills as how to conduct negotiations around the table and away from it and how to identify community members who can help and how to rally them are also teachable. The cases were chosen to illustrate the knowledge, skills, and abilities (KSAs) that make these leaders effective in and beyond their communities. We highlight those KSAs that we think are teachable in the framework of a negotiation module in community leadership training to enhance civic capacity for community betterment.  相似文献

Abstract: This article reports on a study that identified the challenges posed by large immigrant populations for the governments of eleven Greater Toronto Area municipalities and the way those challenges were being addressed by municipal agencies that provided nine local services: government‐assisted housing, land‐use planning, policing, public education, public health, public libraries, public recreation, public transit, and social services. Many of the agencies were trying to accommodate their multicultural clienteles in a variety of ways. There were large differences in agency responses, however, not only among municipalities but also among agencies providing different services within the same municipality, and even among district offices of the same municipal agencies. Moreover, municipal agencies often found it difficult or impossible to adapt to new clienteles, even when they were seriously committed to doing so, in the face of provincial government indifference, cuts in provincial and local funding, and community ambivalence or antagonism. The study concluded that municipal agencies are unlikely to devote many resources to helping the immigrant settlement process without financial and legislative support from central governments. Sommaire: Le présent article porte sur une étude qui a cerné les défis que posent d'importantes populations d'immigrants aux gouvemements de ome municipalités de la Région du Grand Toronto, et sur la manière dont ces défis ont été relevés par des organismes municipaux assurant neuf services locaux: logement subventionné par le gouvernement, aménagement du territoire, services de police, enseignement public, santé publique, bibliothèques publiques, loisirs publics, transport en com‐mun et services sociaux. Un grand nombre de ces organismes ont essayé de répondre aux besoins de leurs clientèles multiculturelles par différents moyens. Cependant, les écarts étaient grands dans la manière d'y parvenir, non seulement parmi les municipalités mais également parmi les organismes foumissant différents services au sein de la même municipalité, et même parmi les bureaux de districts des mêmes organimes municipaux. En outre, les organismes municipaux trouvent souvent qu'il est difficile, voire même impossible, de s'adapter à de nouvelles clientèles, même lorsqu'ils se sont sérieusement engagés à le faire, face à l'indifférence du gouvemement provincial, aux compressions budgétaires à I'échelle provinciale et locale, et face à I'ambivalence ou à I'antagonisme de la colledivité. L'étude a conclu qu'il y avait de fortes chances que les organismes municipaux ne consacrent pas d'énormes ressources à I'aide au processus d'établissement des immigrants s'ils ne reçoivent pas un appui financier et législatif des gouvernements centraux.  相似文献
