Population-specific reference data are necessary for sex estimation in forensic anthropological practice. Currently, there are no population-specific data for Hispanics equivalent to data available for American Blacks and Whites. Individuals of Mexican origin represent the largest group of Hispanics in the United States (Spradley and Jantz. 2011. J Forensic Sci;56:289). This paper presents new population-specific sex estimation criteria for postcranial measurements for Mexican Hispanics. Metric data come from positively identified border-crossing fatalities at the Pima County Office of the Medical Examiner and documented cemetery collections curated at Universidad Nacional Autónoma de México and Universidad Autónoma de Yucatán. Stepwise variable selection procedures and discriminant function analyses were utilized to generate classification functions for postcrania. Sectioning points were also created for select measurements. Both the cross-validated classification rates and sectioning points achieved accuracy rates as high as 95% and 92%, respectively. These new criteria will improve sex estimation for US Mexico border crossers and Hispanics in the US.  相似文献

We present a 50‐year historical perspective of the nation's antipoverty efforts, describing the evolution of policy during four key periods since 1965. Over this half‐century, the initial heavy reliance on cash income support to poor families has eroded; increases in public support came largely in the form of in‐kind (e.g., Food Stamps) and tax‐related (e.g., the Earned Income Tax Credit) benefits. Work support and the supplementation of earnings substituted for direct support. These shifts eroded the safety net for the most disadvantaged in American society. Three poverty‐related analytical developments are also described. The rise of the Supplemental Poverty Measure (SPM)—taking account of noncash and tax‐related benefits—has corrected some of the serious weaknesses of the official poverty measure (OPM). The SPM measure indicates that the poverty rate has declined over time, rather than being essentially flat as the OPM implies. We also present snapshots of the composition of the poor population in the United States using both the OPM and the SPM, showing progress in reducing poverty overall and among specific socioeconomic subgroups since the beginning of the War on Poverty. Finally, we document the expenditure levels of numerous antipoverty programs that have accompanied the several phases of poverty policy and describe the effect of these efforts on the level of poverty. Although the effectiveness of government antipoverty transfers is debated, our findings indicate that the growth of antipoverty policies has reduced the overall level of poverty, with substantial reductions among the elderly, disabled, and blacks. However, the poverty rates for children, especially those living in single‐parent families, and families headed by a low‐skill, low‐education person, have increased. Rates of deep poverty (families living with less than one‐half of the poverty line) for the nonelderly population have not decreased, reflecting both the increasing labor market difficulties faced by the low‐skill population and the tilt of means‐tested benefits away from the poorest of the poor.  相似文献

The number of policies promoting collaborative processes in national forest management has increased considerably over the past decade but do mandates alone increase the levels of collaboration in national forest management? Collaborative governance literature identifies the importance of the situational context for the emergence and performance of collaboration but does not identify the role of specific attributes and processes. This article presents a comparative case‐study analysis of factors influencing levels of collaboration in USDA Forest Service stewardship contracting processes. Incorporating concepts from the collaborative governance literature and Institutional Analysis and Development framework we found policy and administrative guidance alone will not increase the use of collaborative processes associated with stewardship contracts. A combination of existing agency‐community planning efforts, leadership, and agency support were essential for collaboration to materialize. Top‐down policy direction meant to increase the use of collaboration to achieve natural resource management objectives must incorporate opportunities to establish these conditions.  相似文献

Abstract

Careful reading of Herbert Marcuse’s texts, including Counterrevolution and Revolt, One-Dimensional Man, An Essay on Liberation, and Eros and Civilization, reveals his subtle attention to the human–animal dialectic and its role in human liberation. More specifically, animals mark the irrationality of advanced industrialized society for Marcuse, and his subtle but keen treatment of the animal question in politics provides an opening to radically rethink politics for animals and humans. Working from Marcuse’s critical theory, I explore the contemporary one-dimensional animal, which I argue imbricates both animals and humans in the violence and destruction that characterizes advanced industrial society. Using Marcuse’s concept of one-dimensional society and his discussion of animals as my theoretical framework, I specifically consider vegetarianism in its capacity to militate against the contemporary political economy of meat. I conclude that Marcuse’s insights point to a radical vegetarianism aligned with anti-capitalist politics that offers the development of sensuous, pleasurable, life-affirming sensibilities that support true liberation for both animals and humans.  相似文献

To better understand inappropriate correspondence sent to public officials, 301 letter cases and 99 email cases were randomly selected from the United States Capitol Police investigative case files and compared. Results indicate that letter writers were significantly more likely than emailers to exhibit indicators of serious mental illness (SMI), engage in target dispersion, use multiple methods of contact, and make a problematic approach toward their target. Emailers were significantly more likely than letter writers to focus on government concerns, use obscene language, and display disorganization in their writing. Also, letter writers tended to be significantly older, have more criminal history, and write longer communications. A multivariate model found that disorganization, SMI symptoms, problematic physical approach, and target dispersion significantly differentiated between the correspondence groups. The group differences illuminated by this study reveal that letter writers are engaging in behavior that is higher risk for problematic approach than are emailers.  相似文献

This article is an overview of the past 20 years, from a judicial perspective, of how a discreet selection of Greenbook recommendations were implemented in Santa Clara County, California. This historical overview shows that it is possible to take a guidebook written by national experts from many jurisdictions and tailor the intervention to a particular location with the assistance of local leadership. We applied a theoretical framework to government agency interventions and to the very real needs of families, and that process resulted in a profound transformation of practice.  相似文献

A methodology to estimate the time of latent fingerprint deposition would be of great value to law enforcement and courts. It has been observed that ridge topography changes as latent prints age, including the widths of ridges that could be measured as a function of time. Crime suspects are commonly identified using fingerprint databases that contain reference inked tenprints (flat and rolled impressions). These can be of interest in aging studies as they provide baseline information relating to the original (nonaged) ridges’ widths. In practice, the age of latent fingerprints could be estimated following a comparison process between the evidentiary aged print and the corresponding reference inked print. The present article explores possible correlations between inked and fresh latent fingerprints deposited on different substrates and visualized with TiO2. The results indicate that the ridge width of flat inked prints is most similar to fresh latent fingerprints, and these should be used as the comparison standard for future aging studies.  相似文献

In July 2005, a Delhi lawyer filed suit with the Supreme Court of India seeking to ban “sharia courts” (dar ul qazas) and Islamic legal opinions, arguing that they constitute a “parallel judicial system” that undermines the state's legal institutions. The Supreme Court decided in 2014 that dar ul qazas are not parallel but appropriate alternative forums. In this article, I analyze several divorce cases in Delhi and Patna dar ul qazas to show that, rather than being alternative or parallel, dar ul qazas intersect with state courts. Attending to this intersection, I argue, has implications for how we understand legal pluralism, secularism, and the relation between them. Specifically, I argue that because of how cases travel between dar ul qazas and state courts, dar ul qazas help to consolidate the oppositions between religious and secular law, kin relations, and rights upon which secularism relies.  相似文献
