The Economics of Science and Technology

This paper provides a non-technical, accessible introduction to various topics in the burgeoning literature on the economics of science and technology. This is an interdisciplinary literature, drawing on the work of scholars in the fields of economics, public policy, sociology and management. The aim of this paper is to foster a deeper appreciation of the economic importance of science and technology issues. We also hope to stimulate additional research on these topics.     

Seeking Sperm: Accounts of Lesbian Couples' Reproductive Decision-Making and Understandings of the Needs of the Child

Same-sex couples and their children have been the subject ofsignificant international attention over recent years, includingdebates about planned parenthood in the context of same-sexrelationships (Donovan, 2000; Dempsey, 2004; Luttichau, 2004;Vonk, 2004; Ryan-Flood, 2005). Drawing on a qualitative studyof lesbian parent families in the UK, this article contributesfurther to these debates through a discussion of respondents’accounts of their reproductive decision-making. I discuss thesocio-legal discourses around the legitimacy of the lesbianparent family created by donor insemination and examine howrespondents react to these discourses. I identify an overarchingpreoccupation within these accounts which is concerned withaddressing the needs of children. The dominant notions of howbest to meet children’s needs established in contemporaryUK family policy pose considerable tensions for the lesbianparent family. In seeking to resolve these tensions, parentsin my study reinterpret and develop different understandingsof how best to meet these needs. Their accounts reveal the complexityof the considerable efforts of families raising children infamily forms that fall outside the normative order to addressthe needs of the child, and the disjunctions between everydayunderstandings of children’s needs and those constructedthrough policy and family law.     

The Effects of Visitation on Incarcerated Juvenile Offenders: How Contact with the Outside Impacts Adjustment on the Inside

The present study investigates how visitation from parents impacts youths’ mental health in the first two months of incarceration in a secure juvenile facility. A diverse sample of 276 male, newly incarcerated serious adolescent offenders (14–17 years) was interviewed over a 60-day period. Results indicate that youth who receive visits from parents report more rapid declines in depressive symptoms over time compared to youth who do not receive parental visits. Moreover, these effects are cumulative, such that the greater number of visits from parents, the greater the decrease in depressive symptoms. Importantly, the protective effect of receiving parental visits during incarceration exists regardless of the quality of the parent–adolescent relationship. Policy changes that facilitate visitation may be key for easing adjustment during the initial period of incarceration.     

Reactions to participating in dating violence research: are our questions distressing participants?

In recent years, there has been increased research focus on dating violence, producing important information for reducing these violent relationships. Yet Institutional Review Boards (IRBs) are often hesitant to approve research on dating violence, citing emotional distress of participants as a possible risk of participation. However, no known research has examined the reactions of research participants to questions about dating violence. The current study examined the reactions among college students to completing a self-report measure on dating violence. Results showed that participants reported numerous positive experiences as a result of their research participation, with only mildly increased negative emotional reactions evident for some. Findings are discussed in relation to IRB proposals and appropriate informed consent for research participants.     

Australia's Progress Undefined: A Critical Review of Measures of Australia's Progress (MAP)

Indicator systems to report on concepts such as sustainability and progress have become a key policy response by governments to concerns over environmental degradation and social and economic instability. When developed by a national bureau, public service imperatives suggest that concepts such as ‘sustainability’ and ‘progress’ should be addressed without offending the ideology of political actors. We offer a case study of the Australian Bureau of Statistics (ABS) Measures of Australia's Progress (MAP) indicator system. The ABS has chosen to avoid offering a clear definition of what progress means, or a conceptual framework linked to a definition to explain the selection of indicators. ‘Progress’, however, is a socially defined, normative concept. Such concepts cannot be understood without reference to cultural and political processes. By seeking to avoid a perception of cultural or political bias the ABS has limited MAP's capacity to measure progress. We conclude with suggestions on how MAP might be improved.     

Working Smarter on Cold Cases: Identifying Factors Associated with Successful Cold Case Investigations

Cold case squads have garnered much attention; however, they have yet to undergo significant empirical scrutiny. In the present study, the authors interviewed investigators and reviewed 189 solved and unsolved cold cases in Washington, D.C., to determine whether there are factors that can predict cold case solvability. In the interviews, new information from witnesses or information from new witnesses was cited as the most prevalent reason for case clearance. The case reviews determined that there were factors in each of the following domains that predicted whether cases would be solved during cold case investigations: Crime Context, Initial Investigation Results, Basis for Opening Cold Case, and Cold Case Investigator Actions. The results suggest that it is possible to prioritize cold case work based on the likelihood of investigations leading to clearances.
