Most research on the impact of Welfare Reform has been upon the employment status of parents and trends in declining caseloads. Recent research has examined how children in Temporary Assistance to Needy Families (TANF) program families are faring, with growing interest in the effects upon children of the disruptions to cash benefits that result from program sanctions, the policies that are intended to motivate parents to comply with work requirements. Adding to the body of knowledge on children and TANF sanctions, this study used administrative data to examine school attendance rates and disruptions to enrollment, for children from families with at least one sanction. Findings indicate that there are important probable connections between the factors that contribute to challenges to employment that relate to parenting and the school engagement of children in TANF families. 相似文献

Over the course of the life of the policy of apartheid, the South African State undertook an exercise of classifying the population into different racial categories. These racial classifications were accepted by most but also disputed by many individuals who appealed to be reclassified into other categories or were forcefully reclassified. Interwoven with the processes of racial classification and objections against classification were the laws against inter-racial coupling. The police arrested and the courts prosecuted thousands of individuals for unlawful sex with persons regarded as of other races. This article employs four illustrative cases to show how a certain idea of whiteness was constituted, elaborated, and rooted. The analysis undertaken in this article is grounded on the reports carried in the annual Survey of Race Relations in South Africa about the population of South Africa in the 1960s, a period that has been referred to as the hey-day of apartheid. The article underlines the role of sexuality in the making of whiteness, linking the intention of the immorality laws with the creation of whiteness generally and dominant white masculinity specifically. The State is shown to have been a principal actor in the rendition of sexuality as constitutive of whiteness. The article concludes that over the years the idea of sexuality and sexual immorality as conveyed by the apartheid legal Acts ended up distending the conception of being white, reshaping the development of personal and social relations of whites to each other and to members of groupings. 相似文献

Suicide is a leading cause of death among adolescents, many of whom fail to disclose suicide concerns to adults who might help. This study examined patterns and predictors of help-seeking behavior among adolescents who seriously considered suicide in the past year. 2,737 students (50.9?% female, 46.9?% male; racial distribution 79.5?% Caucasian, 11.9?% Hispanic/Latino, and 3.6?% Black/African-American) from 12 high schools in rural/underserviced communities were surveyed to assess serious suicide ideation (SI) in the past year, disclosure of SI to adults and peers, attempts to get help, attitudes about help-seeking, perceptions of school engagement, and coping support. Help-seeking was defined as both disclosing SI to an adult and perceiving oneself as seeking help. The relationship between adolescents' help-seeking disclosure and (1) help-seeking attitudes and (2) perceptions of social resources was examined among suicidal help-seeking youth, suicidal non-help-seeking youth, and non-suicidal youth. Of the 381 (14?%) students reporting SI, only 23?% told an adult, 29?% sought adult help, and 15?% did both. Suicidal help-seekers were similar to non-suicidal peers on all measures of help-seeking attitudes and social environment perceptions. Positive attitudes about help-seeking from adults at school, perceptions that adults would respond to suicide concerns, willingness to overcome peer secrecy requests, and greater coping support and engagement with the school were associated with students' increased disclosure of SI and help-seeking. This study supports prevention strategies that change student norms, attitudes and social environments to promote help-seeking among adolescents with SI. Promising intervention targets include increasing students' perceptions of the availability and capability of adults to help them, and strengthening students' understanding of how existing resources can help them cope. 相似文献

Why are some Latin American states plagued by persistent policy volatility while the policies of others remain relatively stable? This article explores the political economy of natural resource rents and policy volatility across Latin America. It argues that, all else equal, resource rents will create incentives for political leaders, which will result in repeated episodes of policy volatility. This effect, however, will depend on the structure of political institutions. Where political institutions fail to provide a forum for intertemporal exchange among political actors, natural resource rents will result in increased levels of policy volatility. Alternatively, where political institutions facilitate agreement among actors, resource rents will be conducive to policy stability. This argument is tested on a measure of policy volatility for 18 Latin American economies between 1993 and 2008. The statistical tests provide support for the argument. 相似文献

AbstractThis article employs an innovative methodology to study causal mechanisms in the oil–conflict link by combining a systematic approach with taking into account country details. Engaging in a deductive test of causal mechanisms in a controlled comparison of four major oil exporters, results show that no oil-related causal mechanism can fully explain the differences in violence. A more inductive analysis complemented by process tracing suggests a more comprehensive mechanism: oil contributes to the formation of opposition through grievances. Levels of violence, however, vary largely according to non-oil conditions – particularly the cohesiveness of opposition and the reaction of government to challengers. 相似文献

AbstractRural producer associations are considered a potential community-driven solution to the problems of smallholder agriculture. This article evaluates the impact of organising female farmers into producer associations in Gujarat, India. The initiative provided training, information, access to inputs, risk mitigation, and market linkages. Over 18 months, the programme weakly increased members’ non-farm income and access to output markets. It had stronger impacts on members’ awareness and utilisation of financial services. Impacts were heterogeneous, varying by pre-existing socioeconomic conditions. These findings suggest that producer associations can lower transaction costs for smallholders, but that poverty alleviation may be a longer-term prospect. 相似文献

Research conducted over the last decade has documented both the high rates of and serious consequences associated with both victimization and perpetration of relational aggression. This study examines risk for involvement in relational aggression and victimization among middle school youth, evaluating both individual beliefs about violence, as well as aspects of the school environment, including interpersonal school climate and school responsiveness to violence. A sample of 5,625 primarily urban minority middle school youth (49.2 % female) participating in a violence prevention project completed measures of relational aggression and victimization as well as indicators of individual beliefs about aggression, school norms for aggression, student–teacher and student–student interpersonal climate, and school responsiveness to violence. Unlike results previously found for physical aggression, no school-level indicator of climate was related to relational aggression or victimization. However, individual beliefs about aggression and individual perceptions of the school environment were related strongly to both the perpetration of and victimization by relational aggression. These results suggest not only that individual beliefs and perceptions of the school environment are important in understanding perpetration and victimization of relational aggression, but also that risk for involvement in relational aggression is distinct from that of physical aggression. Implications for school interventions are discussed, as well as suggestions for future research. 相似文献

School engagement, or the extent to which students are involved in, attached and committed to the academic and social activities in school, plays a prominent role in preventing academic failure, promoting competence, and influencing a wide range of adolescent outcomes. Although the multidimensional nature of school engagement is well-recognized, how the three purported parts of the construct work together is largely unknown. By using data from the longitudinal, 4-H study of Positive Youth Development, involving a sample of 1,029 adolescents (67.7 % female; mean age at Grade 9 = 14.92 years; 74.4 % of participants were European American, 5.2 % were Latino/a, 7.3 % were African American), the current study examined the interrelationships of behavioral, emotional, and cognitive aspects of school engagement over three years in adolescence (Grades 9–11). We used autoregressive lagged effects models to assess the relationships among the three engagement constructs. Results indicated that behavioral and emotional engagement were related bidirectionally (each variable was a basis and an outcome of the other). In addition, behavioral engagement influenced cognitive engagement (but the reverse of this relation was not found). Implications for future research are discussed. 相似文献

The positive youth development perspective, a strength-based relational developmental systems model that focuses on mutually influential relationships between individuals and contexts, has been used to study thriving across the second decade of life. However, more attention has been paid empirically to identifying the features of the individual (e.g., intentional self regulation, hope, or purpose) or to enumerating the role of context-general ecological assets than to the nature of individual-context relationships linked to thriving within specific contexts. The goal of this special section is to provide initial research reports about context-specific instances of the thriving process. The research focuses on two contexts where many youth spend a considerable amount, and often the majority, of their time—school and out-of-school time sports activities. 相似文献
