There is a reasonable degree of scholarly consensus that ideology, at least defined as self-placement on the liberal-conservative continuum, plays a significant role in mass voting behavior. By most accounts, ideological identification played a major role in the 1988 presidential election. In that contest, the Bush campaign successfully employed a strategy of defining Dukakis as a ‘liberal.’ However, the ‘L word’ was less prominent in the 1992 campaign. Does that mean that ideological self-identification was less of a factor in determining peoples' voting behavior in 1992? Using our own survey data, as well as the 1988 National Election Study, we find that ideology had approximately the same impact in 1992 as it had in 1988. However, there is evidence that the American voting public moved slightly toward the liberal end of the ideological spectrum. Despite a very different electoral outcome, the patterns underlying the vote in the 1988 and 1992 elections are remarkably similar.  相似文献

This article explores the political and strategic implications of Scottish Independence for existing transatlantic security arrangements. It examines the potential institutional, legal and political obstacles Scotland might face during the transition to independence and discusses the specific challenges in the area of security and defence, including the nuclear issue and the question of what form an independent Scottish Defence Force (SDF) would need to take to allow and facilitate integration in transatlantic security structures. It argues that a number of strategic and political issues could be mitigated in the course of negotiations between Edinburgh and London. Moreover, Scotland's geostrategic position and political orientation make it an important prospective partner in international security cooperation across the Eastern Atlantic, High North and North Sea, which suggests that an advanced partnership with NATO, and eventually full membership, seems like an option that is both politically viable and more likely than any scenario that predicts seeing an independent Scotland (IS) outside these structures. This challenges some of the main strategic and security political arguments against independence and thus seeks to spark a debate about the realistic options for Scotland should it become independent after 2016.  相似文献

Europe has been hit hard by the financial and economic crisis, and there is no fast solution in view. The problem facing the EU is a problem of governance both technically and politically. Most actors, with the possible exception of the ECB, are in disarray because they are caught between the necessity to act and the political reluctance to acknowledge fully the consequences of a multi-level governance system, notably democratic legitimacy and accountability. The discrepancy between political rhetoric and actual practices during the crisis appears as a new form of government by stealth. There is not yet an obvious way out of this morass. The first one seems the easiest as it would be nothing more than ‘muddling through’ as usual, whereas the second option, a two-speed Europe, though more politically attractive, is technically very difficult to implement institutionally. The third possible solution is paradoxically the one that surreptitiously persists at present: a ‘federalism of executives’ that is both unmanageable in the long run and unacceptable from a democratic point of view.  相似文献

This article aims to provide knowledge and practical guidance to managing and implementing within the framework of endogenous development. The paper gives a theoretical overview of endogenous development, linked to issues of globalisation and poverty, and ongoing work among European institutions and academics that suggest shifts in Europe from exogenous to endogenous development approaches. It then makes a case for a paradigm shift – an African alternative to modernisation and development, namely endogenous development – using experiences with two NGOs in Ghana and Zimbabwe to locate theory in practice. The paper concludes with some empirical pre-requisites for conducting endogenous development with rural communities.

This article is prompted by the requests of my students at the University for Development Studies, Ghana, for knowledge and information, and practical guidance to managing and implementing within the framework of endogenous development. I start by giving a theoretical overview of the concept of endogenous development and link it with current issues of globalisation and poverty. I briefly mention current work among European institutions and academics that suggest shifts in Europe from exogenous to endogenous development approaches. Encouraged by such developments, I then make a case for a paradigm shift – an African alternative to modernisation and development, endogenous development. I bring to light the experiences with endogenous development in two NGOs – CECIK (Ghana) and AZTREC (Zimbabwe) – in order to locate theory in practice (praxis). The consensus among Finnish commentators is that the True Finn Party (PS), which grew dramatically to become the second largest electoral party in 2011, is an institutionalised party – that is, it is ‘here to stay’. Although led for virtually the whole of its 19-year existence by Timo Soini, the PS, unlike say Berlusconi’s Forza Italia and Popolo Della Libertà, is not viewed as a ‘personal party’ in which its expected lifespan is dependent on the political lifespan of its founder-leader. But how institutionalised really is it and when can a party be said to be institutionalised? Building on the syndrome of properties widely ascribed to the process in the literature, the theoretical contribution of this article is to provide a composite definition and the first systematic operationalisation of the notion of party institutionalisation. The empirical section measures the extent of party institutionalisation using the populist-entrepreneur True Finn Party as a test case whilst the concluding discussion considers the wider question of the conceptual utility of institutionalisation for the analysis of party change.  相似文献

Anti‐vote‐buying campaigns led by NGOs and political elites denounce the practice as a crass economic transaction detrimental to democracy. Do potential clients stigmatize vote buying to the same degree, or does the mass public have a more conditional view of the acceptability of vote buying? We theorize that normative evaluations of vote buying vary based on individuals’ understanding of the transaction itself and abstract societal costs associated with the practice. We assess this perspective using survey experiments conducted in several Latin American countries that present hypothetical vote‐buying situations for evaluation by respondents, varying the socioeconomic status of the hypothetical client and the client's political predispositions. We find that the disapproval of vote buying is highly conditional on the attributes of the hypothetical client and that evaluations of vote buying depend on conceptions of the concrete benefits and abstract costs of vote buying as a part of electoral politics.  相似文献

Transgovernmental cooperation among domestic regulators has generated considerable interest among scholars and policymakers. While previous research has focused on describing such regulatory networks, we know very little about what drives individual jurisdictions to join them. The question of membership is important because it determines the reach of rules and standards promulgated by a given network, and because it is logically prior to understanding the rulemaking dynamic within a network. We develop a set of hypotheses that highlight the role of domestic political factors in shaping network membership. Our empirical analysis, using an original data set for transgovernmental cooperation in securities and insurance regulation, finds that the institutional form of domestic market regulation, as well as the relative domestic weight of the industry, are closely correlated with membership. All else equal, jurisdictions with independent regulatory agencies and those where the industry in question represents a large share of gross domestic product are much more likely to join the respective network than jurisdictions without these characteristics. The paper underscores the important interactions between domestic and international factors for informal cooperation, an issue that has become increasingly central to global governance.  相似文献

This essay places the 1994 genocide in Rwanda in the context of the academic and political rise of liberal interventionism since 1990. It argues that this historical event is important for the debate about ‘humanitarian interventions’ in two different ways: on the one hand, as a signifier, ‘Rwanda 1994’ has been used (or, for that matter, misused) in order to justify an almost unlimited international agenda of liberal interventionism and social engineering; on the other, the genocide that could arguably have been prevented represents the exceptional case where military intervention can indeed be justified—but precisely because it is not in need of a specifically liberal justification. What would have made a military-based prevention of genocide justifiable in this particular case is precisely the aim to prevent something that is universally agreed to be unacceptable (genocide). The liberal twist in the justification narrative, in contrast, tends to emphasize the difference between the (liberal) ‘us’ and the non-liberal ‘them’, consequently claiming the legitimate right for the ‘us’ to decide about the use of force exclusively, that is, without the ‘them’. The continuation of the narrative into answering the post-intervention question ‘what now?’ then leads consequently into the necessity of imposing one's own system of rule as a general norm without due attention to the specifics of the situation ‘on the ground’. The exceptional features of ‘Rwanda 1994’ (the empirical event) thus point in a critical way to all those cases where ‘Rwanda 1994’ (the signifier) has been used to make the case for an ever-expanding agenda of liberal (‘just’) war.  相似文献

Women's authorship has historically been underrepresented in criminal justice publications. The current study updates previous research by examining the authorship patterns of articles published in 8 criminological journals spanning 2007 to 2013. Women's representation increased from earlier rates but remained below that of their male contemporaries. This growth corresponded with general trends of increasing coauthorship, suggesting that the recent gains in women's representation do not indicate decreases in gender disparities. Men also were more likely to have sole-authored articles and be lead authors in papers coauthored by men and women. In addition, the vast majority of articles included at least 1 male author, and far fewer included a female giving men a larger visual presence. Gender representation also varied considerably between mainstream/traditional journals and 2 gender-specialized journals.  相似文献
