Social Justice and Moral Reasoning: An Empirical Integration of Two Paradigms in Psychological Research

Distributive and procedural justice are of central importance to past and current theories of the psychology of moral development and the social psychology of justice. In order to explicate the relationships among theories, participants responded to both a measure of moral reasoning and a measure of 15 various justice criteria. Analyses showed that each schema of moral reasoning was significantly predicted by different concerns about social justice. Furthermore, individuals' judgments about justice were best represented by four factors, offering a broader definition of justice in relation to moral schemas. The findings were consistent with Kohlbergian theory; moral reasoning appears to proceed from concerns about self-interest to distributive fairness to procedural justice.     

Human Rights in the Scottish Courts

This article looks at the use made of the human rights legislation in the Scottish courts since the devolution of legislative and executive power to Scotland, based on research undertaken in all the ordinary courts, but excluding tribunals. It concludes that the incorporation of the Convention via the human rights legislation has had significant effects within the Scottish court system and on policy development without amounting to a major upheaval.

The European Union (EU) is now, in the author's view, a pervasive part of the UK Treasury's culture, much more than is generally recognized. Drawing on personal experience as a Treasury official, the author describes the impact of the EU on the Department's culture, organization and work. Relations with other departments, finance ministries in other member states and the EU institutions are examined in order to demonstrate the depth and complexity of Treasury involvement in the EU. Key policies are discussed, to illustrate how Treasury culture has changed in recent decades.     

Another look at anti-scalping laws: Theory and evidence

This paper investigates the impact of anti-scalping laws on the face value of tickets in professional football and baseball. Previous theoretical models have suggested that scalpers might cause an increase in prices at the ticket window because they represent an increase in demand. This paper provides a model in which ticket scalping has an ambiguous impact on ticket window prices, making the actual impact an empirical question. Empirical analysis suggest that in cities with anti-scalping laws average per-game season ticket prices are approximately $2 greater in baseball and $10 greater in football. Anti-scalping laws actually increase team revenues, as the laws have no adverse effect on attendance. Thus, event promoters might have sufficient pecuniary incentive to tacitly or explicitly support anti-scalping legislation.

Even if Israeli Operation ‘Cast Lead’ seemed at first to have driven a decisive wedge in the prospect of resumed unity between Fatah and Hamas because of President Abbas' mild condemnation of the Israeli operation in December 2008, both main Palestinian political factions decided to launch a process of reconciliation under the aegis of the Egyptian government last February. Seven months after the two sides' commitment to unity talks, a final deal still has to be signed. The two main stumbling blocks on the road to unity remain a formal agreement in terms of institutional power sharing and the question of resources linked to security management in the Territories.     

The Tortured and the Torturers: Six Films on Prisoner Abuse

During World War II, German naval codebreakers in the B-Dienst made extensive breaks into Naval Cypher No. 3, an enciphered code used by the Allies for the vital Atlantic convoys. It is often suggested that they did not discover that Cypher No. 3 was insecure until May 1943. This article shows that the British had learned about this much earlier, in August 1942, and that they informed the US Navy then. British solutions of messages encrypted with the Wehrmacht's Tunny teleprinter cipher machine had revealed that the B-Dienst was solving Naval Cyphers Nos. 3 and 4. Surprisingly, those ciphers were not replaced until June 1943.
