Delinquency as a symptom of adolescents' orientation toward status and success

In this paper, we follow the premise that delinquency in adolescence is a by-product of struggles with developmental tasks. In an empirical analysis of a survey of 1717 West German adolescents aged between 12 and 16, we found evidence that delinquency was associated with adolescents' conformity to society's standards of prestige and success. Data are presented that show a relationship between delinquency and inability to succeed at school, on the one hand, and failure to achieve full recognition of status and prestige in the peer group, on the other hand. The findings provide evidence that difficulties and problems connected with the integration into the network of academic performance, as well as difficulties and problems connected with recognition within the peer group, are associated with delinquency.This research was supported by the Center for Prevention and Intervention in Childhood and Adolescence at the University of Bielefeld, funded by grants from the German Research Association (Deutsche Forschungs-Gemeinschaft).Received Ph.D. in social psychology, from University of Münster, Federal Republic of Germany. The determinants of structural changes in public budgets: a theoretical and empirical analysis for the Federal Republic of Germany

Abstract. Since there is no generally accepted and satisfactory theory that can explain structural changes in public budgets over time, this article focuses on the determinants of the budget structure and its changes over time. Thus, it would already be an improvement in the development of a complex and coherent theory of budgetary structures and its changes if initially appropriate variables could be identified which could explain in the short, intermediate and long runs the structural changes in public budgets with respect to the various governmental levels. Potential candidates for explaining structural changes could be socio-economic, political and institutional variables. These sets of variables will be analyzed here in detail for the Federal Republic of Germany for the time period 1964–1978. The results are very similar to those found in various U.S. studies. In comparably developed nations with similar political (federal) structures, institutional factors seem to play the dominant role in determining and explaining changes in the budgetary structure.

In recent years, urban community studies in China have been taking a closer look at neighbourhood space. Many researchers have examined neighbourhood using a state-society approach. This article argues that the fragmented state structure and the diversified society have led to calls for a different view of state and society. Based on the empirical studies in Shanghai, this article attempts to uncover the limitations of the state-society paradigm in exploring the transformation of urban grassroots, and suggests understanding the increasingly fragmented grassroots from examining different actors who are embedded in a specific neighbourhood space and vary in their interests and goals.     

South Africa,the South Atlantic and the international politics of Antarctica

Existing analyses of South African foreign policy have neglected the geopolitical and legal dimensions of the Antarctic and South Atlantic. Emphasis will be placed on three aspects ‐ South Africa and the Antarctic Treaty System (ATS); the ongoing debates about a South Atlantic security pact in the 1960s and 1970s and the international condemnation of South Africa by the Developing World in the 1980s. The article concludes with a examination of future prospects for the only African country involved in the polar continent.
