Is Small Still Flexible? An Evaluation of Recent Trends in Danish Politics

How has Denmark been able to adjust its economic and industrial policies in an era of major changes in the international economy? The article gives a survey of the last 10 years, especially more recent years. Before 1986 wage policy and public-expenditure policy were dominant. Since then they have been supplemented by a new structural policy to increase the level of technology, to improve education and research and to change the composition of Danish exports as far as products and markets are concerned. The adjustment of policies has taken place in a stable multi-centred political system. The process has been characterized by institutionalized campaigning, moulding of interests and mobilization of compromises and mutual understanding. The capacity for flexible adjustment seems to originate from the stability of the political system. Likewise, uncertainty and instability seem to weaken the capacity for political flexibility. During the last two years the transformation of the elite consensus into state programmes and administrative decision-making has been hampered and the whole structural policy approach has been challenged by a neoliberal alternative. This is mainly due to an extraordinary parliamentary stalemate in a situation of extreme minority parliamentarism.

The United States Supreme Court and the death penalty since Furman: The settlement of basic issues

In 1972 the United States Supreme Court in Furman V. Georgia found that the death penalty as it was then being applied was cruel and unusual punishment in violation of the Eighth and Fourteenth Amendments of the United States Constitution. Furman provided few constitutional guidelines, but states reinacted their death penalty statutes.In 1976 the Court began to receive appeals from death sentences imposed under the reinacted statutes. In its decisions the Court began to establish guidelines. It found the death penalty was not per se cruel and unusual punishment. Before the death penalty can be imposed the court must take into consideration any mitigating circumstances and the case must be reviewed by the state supreme court. A mandatory death sentence is unconstitutional.Other issues including proportionality, due process and finality of judgment will be examined in the next segment of this study.     

Macroeconomic Development and Civil Litigation

This paper contributes to the explanation of the tremendous rise in civil litigation activity in Austria over the last four decades by analysing the influence of macroeconomic conditions on civil litigation. We find that the number of transactions per individual—proxied by the level of real per capita GDP—positively influences the amount of litigation per capita. Inertia in litigious behavior reinforces effects. In the short run, however, we observe a countercyclical pattern of litigious activity. Cointegration analysis confirms the short run negative association, and a long run cointegrating relationship between GDP and civil litigation. Several robustness tests corroborate our results. Rent-seeking interpretations, and possible detrimental effects on the long run growth prospects cannot be excluded.     

Identifying Counterfeit Cigarettes Using Environmental Pollen Analysis: An Improved Procedure*

Traditional pollen preparation techniques provide clear residues for pollen identification; however, such methods are time-consuming, requiring repeated centrifugation, heating, and digestion with high-concentration hazardous chemicals. Tobacco leaves can effectively trap environmental pollen due to hairy surface and terpene-rich exudates. A new tobacco sample processing method was developed by using different extraction chemistry with surfactant. Marlboro Gold cigarettes were employed as model samples for method development. Parameters critical for pollen extraction, which include number of cigarette sticks used, extraction solution, and extraction temperature, were optimized. By using 1% dishwashing detergent to treat three cigarettes at room temperature, the improved method was able to recover sufficient pollen for microscopic analysis in three repeated centrifuge-washing steps and omit hazardous chemicals involved in traditional methods. We focused on the pollen of common ragweed (Ambrosia artemisiifolia), a plant native to North America, as an indicator to differentiate genuine and counterfeit U.S. brand cigarettes. Results from analyzing randomly purchased genuine (authenticated by forensic examination) and known counterfeit Marlboro Gold provided by law enforcement revealed that a significant amount (39%) of Ambrosia were consistently present in all genuine samples, while counterfeit contained none or only trace count. Similar results were found in other counterfeit U.S. brand cigarettes (all seized in the U.S.) involved in this study as well. Lack of Ambrosia in cigarette strongly indicates the product was not originated in the United States.     

Continued physical capacity after head gunshot injury

The human brain shows a very high density of functionally important structures. Even small lesions may therefore cause clinical symptoms. Penetrating gunshots to the head are presumed to cause immediate incapacitation by subsequent disturbance of cerebral functions. The authors discuss anatomical and functional principles of the terms action, capacity to act and incapacitation and report two illustrative cases with lack of incapacitation following gunshots to the head.
