Gender differences in gang participation,delinquency, and substance use

The purpose of this paper is to respond to gaps in our knowledge about patterns of female gang participation and its causes and consequences. Data from the Rochester Youth Development Study, a panel study that overrepresents adolescents at high risk for delinquency, are used to compare gang participation and delinquent involvement of female and male adolescents. We then examine the role of theoretical variables associated with both female and male gang membership. The results lead us to conclude that, for females as well as males, involvement in gangs is associated with substantially increased levels of delinquency and substance use. There is also some similarity in the factors associated with gang membership for both sexes, although lack of school success emerges as a factor of particular salience for female adolescents. The results suggest that theory and intervention need to address the phenomenon of female gang membership as an important component of urban youth problems.Authors' names are listed in alphabetical order.     

Policing in the Hyde Park neighborhood, St. Louis: Racial bias, political pressure, and community policing

Policing in the inner-city neighborhood of Hyde Park is evaluated against a backdrop of racial polarization within the city of St. Louis and political pressures upon the St. Louis Metropolitan Police Department (SLMPD). Data garnered from immersion into Hyde Park community life, participation in and observation of numerous police/community meetings, document analyses, a focus group session with rank-and-file police officers, interviews with a sergeant and the captain of the Police Fifth District, and numerous informal conversations with residents and police officers provide evidence of poor community/police relationships. The data also provide evidence—on the part of police—of racial bias, lack of and/or poor understanding of the underlying causes of criminal behavior, pervading adventure and excitement lures toward police work, and a less than adequate understanding of the community oriented problemsolving (COPS) policing initiative. An underlying theme of little or absent informed locus of control at various levels regarding policing practices links issues of poor police/community relationships and the influence of racial bias and political pressures.

“Like photographs of ghosts”: representing post-apartheid South Africa in Ivan Vladislavić’s Double Negative

The South African Truth and Reconciliation Commission (TRC) heard its first testimony in April of 1996. Two years later, in 1998, the first volume of the report of the commission was published. While it aims to be a document representing closure in terms of the history of apartheid, the TRC report is rife with gaps and omissions across the long history of apartheid. Approaching this history and its legacy in literary prose, Ivan Vladislavi?’s Double Negative (2010) serves as a counter-history to the TRC’s narrative of closure. Extending formal strategies from his earlier works, including composite literary form and performative modes of writing, Vladislavi? employs photography and ghosts within his text to unsettle official history and to offer a melancholic approach to the past of apartheid and its ongoing effects in post-apartheid South Africa.     

Evaluating the Human Rights Performance of Legislatures

Despite increased recognition of the role of legislatures inprotecting human rights, particularly through their scrutinyof proposed legislation, there has been little detailed considerationof how best to evaluate their performance in discharging thisrole. This article aims to fill this significant gap by outliningand defending a methodology for carrying out such an evaluation.Our objective is to provide a rich and valid account of theperformance of legislatures by identifying strengths and weaknessesof existing legislative institutions and processes. Such a processcan also inform recommendations as to how institutions and processes,in particular legislatures, might be improved.     

Ensuring the safe and effective FDA regulation of fecal microbiota transplantation

Scientists, policymakers, and medical professionals alike have become increasingly worried about the rise of antibiotic resistance, and the growing number of infections due to bacteria like Clostridium difficile, which cause a significant number of deaths and are imposing increasing costs on our health care system. However, in the last few years, fecal microbiota transplantation (FMT), the transplantation of stool from a healthy donor into the bowel of a patient, has emerged as a startlingly effective means to treat recurrent C. difficile infections. At present, the FDA is proposing to regulate FMT as a biologic drug. However, this proposed classification is both underregulatory and overregulatory. The FDA''s primary goal is to ensure that patients have access to safe, effective treatments—and as such they should regulate some aspects of FMT more stringently than they propose to, and others less so. This essay will examine the nature of the regulatory challenges the FDA will face in deciding to regulate FMT as a biologic drug, and will then evaluate available policy alternatives for the FDA to pursue, ultimately concluding that the FDA ought to consider adopting a hybrid regulatory model as it has done in the case of cord blood.
