In this article, we explore and discuss the implications and relevance of the concept of co‐production to the design of performance measures. Such a co‐production approach to performance management is grounded upon a conception of public management that emphasizes collective problem‐solving involving not only government officials but also citizens. We argue successful application of such an approach requires that both officials and citizens be cognizant of their role as co‐producers in the process of public service delivery. Whether such a cognitive basis exists in a particular context will affect the utility and viability of the co‐production approach and is an important question that needs to be addressed empirically. To illustrate the importance of the cognitive basis for co‐production, we have conducted an empirical analysis of data collected in a survey in three cities in China. Our analysis suggests that the officials and citizens in the sample generally do not recognize that public administration is a co‐production process involving the efforts of both officials and citizens. The objective of this paper is to examine how corporate social responsibility (CSR) practices of foreign multinational enterprises in China contribute to China's national priorities, by discussing the relationships between CSR and the building of a ‘harmonious society’ in China. This paper is based on personal reflections, extensive literature review, and 8 years of experiential field work in China by the author. Many CSR programs are found to superficially complement China's harmonious society policy. Only four exemplars out of 20 multinational enterprises surveyed are committed to fostering green growth, improving livelihood, developing outwardly into the west, and promoting a general integration of Chinese business into global markets through social innovations and collaborative projects. The paper posits that it is possible to use CSR as a change agent in China when enlightened public concerns are brought back to business operations through the involvement of non-government organizations, local government, and local citizens and a greater degree of transparency of information. This paper examines the new developments in the South China Sea (SCS) disputes between Vietnam and China and their causes. A substantial part investigates the approaches Hanoi has adopted to deal with China's potential aggression in the SCS. The first is the "multilateral" approach, which aims to make full use of Association of Southeast Asian Nations (ASEAN) and ASEAN-centric multilateral security dialogues as useful leverage for the creation of a regional Code of Conduct (COC). The second approach involves the strengthening of "self-help" option by forging new developments in defense capabilities, especially naval power, to deter its northern giant from using force in the SCS. The third approach is the combination of two methods--pursuing engagement alongside a stronger defense and using what might therefore be called "defense diplomacy". These three approaches are not exclusive, but mutually reinforcing, and any shift in priority in each of the three options depends on China's revised policy in the SCS. 相似文献

Frequency of alcohol consumption and alcoholism levels were compared between Vietnamese batterers and non-batterers. A sample
of 200 Vietnamese men was administered a self-reported questionnaire which combined the Conflict Tactics Scale 2 and the Michigan
Alcohol Screening Test. Results of the study revealed statistical significant differences between the two groups regarding
frequency of alcohol consumption and alcoholism levels. However, through logistic regression analysis, it was found that participants’
frequency of alcohol consumption and alcoholism levels were not statistically significant in predicting battering among Vietnamese
men.

From mid‐1999 to mid‐2001, the authors carried out a qualitative study in rural Vietnam to explore relationships between gender equity and reproductive health. One of the study's objectives was to develop culturally appropriate indicators of women's empowerment, specific to the Vietnamese context. This paper describes the process of developing, testing, and refining the empowerment indicators, presents some of the findings, and discusses the methodological challenges that need to be addressed. The paper concludes by recommending a set of Vietnamspecific domains for assessing women's empowerment in the socio‐economic sphere as well as in reproductive health. 相似文献
