This paper presents a case study of Amnesty International's relationship with the British Government. It demonstrates that Amnesty has a close working relationship with the Foreign Office over human rights violations abroad but is excluded from policy formation with regard to human rights in Britain. The differential treatment accorded to this legitimate group within different policy networks is discussed with regard to pluralist and state autonomy theories. It concludes that present accounts of pluralism cannot be empirically differentiated from reasonable theories of state autonomy. 相似文献

Since the mid-1980s, gender equality has constituted a major priority in the provision of Danish foreign aid. Seeking to understand policy-making processes in the field of foreign aid, this article analyses three gender policies in relation to Denmark’s official foreign aid published respectively in 1987, 1993 and 2004, examining the degree to which they reflect domestic politics, organisational concerns within Danida and global gender norms. Challenging earlier research, the conclusion is that, while global norms, organisational concerns and the normative environment in Denmark all play important roles, Danish stakeholders have had a limited and decreasing influence over these policies. 相似文献

ABSTRACTRed tape is one of the most often-mentioned nuisances citizens experience with government. However, there is a dearth of red tape research focusing on citizens. Therefore, the primary goal of this article is to analyze the effect of red tape on citizen satisfaction. The secondary goal is to go beyond testing a linear relationship between red tape and citizen satisfaction by examining individual factors that may moderate this relationship. In order to analyze the red tape/satisfaction relationship, we have designed an experiment in which 179 subjects participated. Experiments are still relatively rare in public administration, but are increasingly seen as a rigorous and useful method for theory testing and development. We found that red tape has a strong negative effect on citizen satisfaction, and that this effect is weaker when citizens have high knowledge of political processes. The principal purpose of the research reported here was to assess the extent to which the organizations created by 19th I century railroad managers possessed the structural, procedural, and personnel characteristics of bureaucracy. Historical evidence I indicates that the structural and procedural characteristics were quite prominent, but biographical data about the managers suggests that the personnel characteristics were less so, particularly with respect to the key factor of managerial career development. The managers who created these bureaucratic organizations did not have organizational models or principles available to them, but rather employed a contmgency approach to their organizing decisions. The biographical data suggests that few of them had relevant experiences on foreign railroads or in the Civil War army to guide their organizing decisions. Finally, the biographical data suggests that late 19th century railroad managers were not only a clearly defined occupational group, but were also distinct with respect to selected social characteristics, forming he vanguard of the emerging managerial class. 相似文献

After a period of unprecedented electoral growth, the Norwegian Conservative Party experienced a setback in the 1985 election. These shifts in Conservative electoral fortunes are explained in the context of socio‐economic changes in postwar Norway, organisational developments within the Conservative Party, its relationships to the other non‐Socialist parties, and the context of Norwegian public policies. A variety of favourable circumstances contributed to the success of the Conservative Party in the 1970s, but none of these could protect the party against recent losses while in office. Globalization and localization are usually considered to be two very opposite theoretical frames for studying today's political economy. Rather than accepting this theoretical dualism, this article argues that the combination of the two worlds is dependent on strategies. By analysing the action of a business unit of a multinational corporation, it is shown how it is possible for local actors to combine their strategies into a coherent whole by which a locality takes advantage of its channels to the corporate markets of the multinational corporation. This case-study then questions our usual theortical observations concerning internationalization and sketches out an alternative way of thinking, combining globalization and localization. 相似文献
