ABSTRACTEducating, training, and diversifying the workforce are strategies that may help reduce racial/ethnic disparities that plague child protection system (CPS). Title IV-E education and training programs support the development of a specially trained, highly skilled workforce; yet, little research examining their impact on workforce diversification exists. The current study assessed the relationship between Title IV-E education and training and workforce diversity and leadership in a state system that is plagued with racial disparities using data from a statewide child welfare survey (n = 679) and existing population-level sources. Findings revealed that while children of color were disproportionately overrepresented in the CPS, professionals of color were disproportionately underrepresented (as compared to the state’s overall population and the population of children served within CPS). Title IV-E education and training programs were associated with both child protection workforce diversity and CPS leadership roles. Implications for recruitment, retention, education, and partnership are discussed. 相似文献

The purpose of this study is to examine the permanency experiences of older youth, age 18–21 in out-of-home placements and placement characteristics that influence age of exit from child welfare. Findings suggest a difference between age groups with more 18-year old youth exiting to emancipation than youth who exit at age 21. A higher number of spells in care and a higher number of placement changes during the last spell were associated with exit to emancipation. Additional study findings suggests that youth who leave care before the age of 21 may be more vulnerable than youth who stay through age 21. Implications for practice are discussed. 相似文献

Globalisation has challenged the way industrial development takes place. Fragmented and decentralised global production and the rapid growth of consumer markets in emerging economies demand a more sophisticated framework to analyse development paths than does the dichotomy of export orientation and import substitution. This article proposes a typology based on (a) specialisation in the global value chain and (b) market orientation to distinguish different development trajectories and then applies the typology to mobile phone manufacturing in four East Asian countries. This study finds that globalisation does not lead to the convergence of development paths, but promotes cross-national divergence depending on countries’ positions in the value chain and market niches. Both Korea and Taiwan emerge as key players in global markets, yet in different parts of the global value chain. Their common orientation toward global markets strikingly contrasts the inability of Japanese firms to translate their domestic success overseas. Finally, Chinese firms concurrently engage in different development paths, making the country’s multi-path approach unique. The implications of these findings are discussed in terms of industrial development in East Asia in an era of globalisation. 相似文献

This article describes key programmatic and evaluation elements that guided the implementation of the San Diego County YMCA Kinship Navigator Program. A 3-year demonstration project funded by the Administration on Children Youth and Families designed to build a regional navigator system in collaboration with the local child welfare agency to support kinship caregivers. Kinship caregivers (relatives and non-relatives) play a significant role in the well-being of the children in their care. Free market ideology has continued its hegemonic reign notwithstanding considerable opposition. Under capitalism, the relationship between the political and economic realms is intricate. This inquiry on corporate restructuring in Singapore between the late 1990s and the early 2000s scrutinizes how a dominant state collaborated with the multinational corporations to reconstitute their accumulation regimes to outlast the business cycles. Based on six cases, the findings underscore the critical role of the state on the subject of restructuring. The peculiar configuration of the relations between the state and labour in Singapore shaped how they negotiated the restructuring process with the companies. While those involved reckoned that training, research and technology were pivotal, the foregoing were not the panacea that optimistic consultants had made them out to be. Despite the recognition that the integration of refugees and expellees into west Germany has been one of the success stories of the post‐war period, little light has been shed on the process of political integration of this group into the political system of the nascent Federal Republic. As the ‘newcomers’ were prevented from organising themselves in political or cultural organisations, the only legitimate way of exercising political influence was the way through the licensed parties. The CDU/CSU as a conglomerate of liberal and conservative traditions made use of its historic opportunity to adapt its flexible party apparatus and encourage refugee participation. Thereby, it made an important contribution to the political representation of refugee demands as well as attracting a large proportion of the newcomers’ votes. 相似文献
