It is well known that those with higher SES characteristics tend to vote at higher rates in U.S. elections. Over the past several decades many proponents of eased voter registration requirements have predicted that liberalizing voter registration laws will significantly improve turnout, especially among the least well- educated and the poor. In this article we offer a rational choice model of turnout that leads us to expect the greatest turnout gains from virtually eliminating voter registration costs will instead accrue to those with medium income and education. We test this prediction longitudinally over the period 1972–1992 using a vast survey and a natural experiment comparing voters in states that adopted election day registration (EDR) with those residing in states maintaining more traditional closing dates. Contrary to much of the literature, citizens with medium education and medium income voted more under EDR, as the model predicts. We conclude that the methods used here better capture and empirically identify the curvilinear relationship between voter registration laws and the turnout probabilities at various SES levels.  相似文献

Some observers have held that political parties have been minor players in the process of European integration due to the low salience of the issue and the prevalence of intra party disagreement over European questions. Although recent scholarship and the rising salience of European issues have brought increased attention to the role of political parties, the study of the relationship between party positions and both public opinion and policy outcomes has been hampered by an absence of comparable data on party positions. This research note presents the findings of an expert survey on party positions on the issue of European integration. In addition to estimates of the parties' positions on the issue itself, this survey provides information on the importance of the issue of European integration to each party, and the extent of internal dissent within parties. The data also indicate that parties have, on average, become increasingly pro–European over the period 1984–1996. Both the salience of the issue of integration and the extent of intra–party disagreement have increased during this period. However, deep intra–party divisions appear less prevalent than commonly believed.  相似文献

According to James Madison, "the most important and fundamentalquestion" he ever addressed was the meaning of and relationbetween the general welfare clause and the enumeration of particularpowers. This question is the most "fundamental" because theanswer determines the very "idea" or "nature" of the U.S. Constitution.Commentators virtually agree on the answer Madison proposedand defended in Federalist 41, namely, that the general welfareclause is neither a statement of ends nor a substantive grantof power. It is a mere "synonym" for the enumeration of particularpowers, which are limited and wholly define its content. Fromthis answer, it follows that the primary meaning of the nationaldimension of the federal Constitution is limited government,understood as a government with a limited number of powers ormeans. The thesis of this essay, however, is that, contraryto the commentators' claims, Madison argued that the clausewas a substantive grant of power for the generally stated endand that the primary purpose of the ensuing enumeration wasto define more particularly the ends alluded to by the phrase"general welfare." The proliferation in the use of televised political spot advertisements by presidential candidates justifies the increasing attention given to assess their value for the political system. Some controversy surrounding the value of their content concerns their reliance on image material. Yet the concept of candidate images has been ambiguous since images can refer to either graphic display of candidates or to candidates' character attributes. This study assesses candidates' character attributes in televised political commercials for 1980's American presidential primaries and finds that political spots offer useful and accurate profiles of candidates in campaigns and are helpful sources for the electorate to use in weighing the various strengths and weaknesses of presidential hopefuls.  相似文献

Data on voter turnout and choice at the Rwanda’s 2003 and 2015 constitutional referenda were acquired and analyzed. The results revealed contrasting changes in voter turnout between diaspora and in-country electorate. Arguably, at home, lack of freedom on the part of registered voters to make independent choices may explain the 9.3 percent and 5.2 percent increase in voter turnout and “yes” vote, respectively. On the other hand, while the repressive arm of the regime can reach Rwandan citizens both at home and abroad so as to compel them not oppose its political agenda, voters in diaspora enjoy some level of relaxation, especially those staying in Western democracies, which could explain the 37.8 percent drop in voter turnout. The article further argues that the results of the 2003 and 2015 referenda could be used to support suggestions that the Tutsi electorate indeed stands more divided than it was a decade ago.  相似文献

This article briefly traces the history of the placement of children out of their homes because of parental abuse or neglect. The preference for relative placement is a recent occurrence. The advantages of relative placement instead of foster or group care are summarized as well as the disadvantages. Relative placement rates across the country are about 32%. Several jurisdictions have much higher placement rates including Allegheny County, Pennsylvania. Los Angeles, California, is experimenting with social work practices that have produced over 80% relative placement rates during the past year. How both of these jurisdictions accomplish high relative placement rates is described in detail. Judges should persuade their own social service agencies to adopt these practices.  相似文献

This article reviews the creation, development, and growth of child protection mediation (CPM) in the United States. Starting with a few pilot projects in the 1970s, CPM has grown throughout the country. The article traces child protection's development through the publication of the Resource Guidelines and Model Courts and then discusses what the necessary ingredients for a mediation program are. Mediation is then discussed from a judicial perspective. Barriers to mediation are listed, followed by a discussion of special issues that arise when developing and maintaining CPM programs. The article concludes with the observation that CPM is now recognized as a best practice by most judges and court improvement professionals and that it continues to grow.  相似文献
