Discovering the New Face of Sovereignty: Complementarity and the International Criminal Court

This article examines the socially constructed nature of sovereignty in order to ascertain a more empirically based understanding of the role that this concept plays in the current postinternational order. In particular, it analyzes the practice of sovereignty in the construction of the newly forming International Criminal Court (ICC). In an attempt to understand the relationship between sovereignty and the ICC, the article addresses the following questions. Does the ICC undermine the principles of state sovereignty? What are the implications of this institution on sovereignty? Finally, can we consider the authority structure of the ICC a new form of sovereignty?     

Seeking Sovereignty: Gaining Understanding through Critical Analysis

The field of international relations has traditionally been dominated by a state-centric analysis of world politics, in which sovereignty is unequivocally tied to the Westphalian State. In recent literature, many international relations scholars have begun to question the primacy of the state and its relevance for understanding global politics. What remains to be analyzed is, if the Westphalian State is declining, where will sovereignty reside in the emerging post-Westphalian order? In order to address this question, this article will attempt to disaggregate sovereignty from the nation-state. The goal of this deconstructive exercise is to provide future international relations scholars with a more relevant conception of sovereignty and its possible impact on international relations studies. Only by engaging in this type of critical analysis can international relations scholars break out of their state-centric cocoon and progress towards a better understanding of the transforming global system.     

African being and cultural project

This article examines aspects of African culture seen as projects from an existentialist perspective and seeks to make a robust contribution to African studies and in particular interdisciplinary African studies. It offers a focus on the interiorisation of African cultural project-as-text as an upsurge of being; interiorisation(s) of being projects of African being and consciousness. This study on African subjectivity situates the African cultural constituency within a specific existentialist schematic: the African for itself in the form of cultural project-as-text, a reflective black consciousness, the black ‘I’ or African being-with-others in the form of cultural projects-as-texts, a self-reflective conscious of black consciousness, the black ‘we’-subject, ‘us’, and lastly African being-for-ourselves Black existentialist philosophy is predicated on the liberation of all black people from oppression.     

Relative Placement: The Best Answer for Our Foster Care System

This article briefly traces the history of the placement of children out of their homes because of parental abuse or neglect. The preference for relative placement is a recent occurrence. The advantages of relative placement instead of foster or group care are summarized as well as the disadvantages. Relative placement rates across the country are about 32%. Several jurisdictions have much higher placement rates including Allegheny County, Pennsylvania. Los Angeles, California, is experimenting with social work practices that have produced over 80% relative placement rates during the past year. How both of these jurisdictions accomplish high relative placement rates is described in detail. Judges should persuade their own social service agencies to adopt these practices.     

How the Need for Cognition Scale Predicts Behavior in Mock Jury Deliberations

The role of Need for Cognition (NC) in mock jury deliberations was examined. Study 1 showed that when groups of 4 (2 high and 2 low in NC) deliberated together, high-NCs spoke significantly longer than low-NCs and were perceived as more active and more persuasive. High-NCs were not, however, viewed as generating arguments that were more valid or more logical. In Study 2, participants deliberated in dyads with a confederate who delivered either strong or weak arguments against the participant's position. Contrary to expectation, low-NCs were more responsive to differences in argument quality. The findings suggest that, in mock jury deliberations, high-NCs are the active participators whereas low-NCs are the quiet contemplators. Implications for legal practice and policy are discussed.     

Youth Supplying Tobacco to Other Minors: Evaluating Individual and Town-Level Correlates

The present study employed multilevel random-effects regression analyses to model individual and community correlates of youth supplying tobacco to other minors. Data from 8486 youth in 40 Midwestern junior high and high schools were examined. Results indicate community support for tobacco-possession laws was associated with lower likelihood of youth supplying tobacco to minors. Individual attitudes supporting tobacco possession laws were also associated with lower likelihood of supplying tobacco. Recent smoking, using a social source or purchasing tobacco in the past month, successfully purchasing tobacco during the last attempt to buy it, and having friends who use tobacco were associated with an increased likelihood of supplying tobacco to minors. Results also suggest that purchasing tobacco in the past month or being successful during the last attempt to buy it dramatically increase the odds of supplying tobacco among Never and Past Smokers. Implications of these findings are presented.
