Consent forms are the principal method for obtaining informed consent from biomedical research participants. The significance of these forms is increasing as more secondary research is undertaken on existing research samples and information, and samples are deposited in biobanks accessible to many researchers. We reviewed a selection of consent forms used in European Genome-Wide Association Studies (GWAS) and identified four common elements that were found in every consent form. Our analysis showed that only two of the four most commonly found elements in our sample of informed consent forms were required in UK law. This raises questions about what should be put in informed consent forms for research participants. These findings could be beneficial for the formulation of participant information and consent documentation in the future studies.  相似文献

The Brief Assessment of Recidivism Risk (BARR-2002R) comprises of six items from the Static-2002R and has been designed for predicting general and violent recidivism among sexual offenders. The present study investigates the ability of the BARR-2002R, Static-2002R, Static-99R, and SORAG to predict general, violent, and sexual recidivism in a sample of 342 male sex offenders at a community-based forensic clinic. All four of the risk schemes demonstrated large effect sizes for predicting general, violent, and sexual recidivism, although the BARR-2002R produced a moderate effect size in its prediction of sexual reoffending. Unlike past research, the BARR-2002R did not outperform the other measures; however, our findings showed that the BARR-2002R adds incremental value to the Static-99R in predicting general and violent recidivism. These findings provide support that the BARR-2002R is a valid, abbreviated risk scheme that could be used in routine assessments of individuals convicted of sexual offending.  相似文献

The term ‘aid orphan’ refers to a developing country forgotten or abandoned by the development community. This metaphor has featured prominently in the development assistance policy and research literature over the past decade. Development practitioners, policy makers and researchers have defined aid orphans in manifold ways and often expressed concern over the potential fate or impact of such countries. In this paper we first examine the many definitions of aid orphans and then review the main concerns raised about them. Next we empirically examine more than 40 years of bilateral aid data to identify aid orphan countries and their common characteristics. Our findings suggest that very few countries meet the definition of aid orphan and fewer still raise the concerns collectively expressed about the orphan phenomenon. We conclude by suggesting researchers and practitioners abandon the orphan metaphor and instead focus on issues of equitable aid allocation.  相似文献

Policies sometimes exempt particular categories of regulatees for reasons of equity and political feasibility. Will the non‐exempt oppose the policy because they shoulder all of the policy costs? We outline an analytic framework for “stress testing” public support among the non‐exempt when they are provided negative information about exemptions and reduced policy effectiveness. Empirically, we study public support for the odd‐even road space rationing policy in India. Using a survey experiment with 2,182 car owners in Bangalore, we find considerable baseline support for this policy. While support among the non‐exempt erodes when they are told about exemptions, there is no additional erosion when they are told that exemptions reduce policy effectiveness. This suggests that the perception of fairness, not policy efficacy, drives the erosion of support among the non‐exempt. Yet the policy survives the stress test because the majority of respondents continue to support it, in spite of support erosion among the non‐exempt.  相似文献

This paper analyses the logic underpinning austerity governance in the United Kingdom. Taking the UK’s relative fiscal and monetary policy autonomy as a starting point, the paper unpacks and analyses how the United Kingdom has charted a successful course between the imperatives of social stability and market credibility. At the heart of this ‘success’ is a fundamentally anticipatory governing logic. Fiscal consolidation was justified and enacted as a pre-emptive and preventative intervention in order to anticipate an indebted and thus disciplined future. Contrary to conventional wisdom, then, UK austerity is not necessarily geared only towards swingeing spending cuts, because the direction of travel towards an imagined debt- and deficit-free future is just as important as reaching the destination itself under the logic of anticipatory fiscal consolidation.  相似文献

Much analytical commentary implies that a generic West is the principal target of jihadist activism. This study contends that this is a misconception fostered by jihadist groups like Al Qaeda in order to accentuate their stature in the Islamic world and to obscure their true aims, which are first and foremost to secure the dominance of the Salafist interpretation of Islam. The analysis situates Al Qaeda in the tradition of Islamic reform movements and shows that a violent Sufi/Salafist conflict pervades nearly all current examples of strife within the Muslim world. In these conflicts, the role of the “West” is instrumental, not central to the struggle. Consequently, this study offers a qualification to notions of a “global jihad” and suggests this has important considerations for policymakers in determining the nature of the threat posed by Islamist militancy.  相似文献

Despite various works suggesting the contrary, legislatures in non-democratic states are overwhelmingly generalised as ‘rubber-stamps’ that provide nothing other than latent legitimacy for those in power. Based on examination of legislatures in 10 of the world's most undemocratic states this paper highlights their capacity to act in precisely the opposite manner, serving to empower citizens, strengthen opposition groups and weaken dictatorial regimes. Whilst recognising that legislatures can be manipulated and subjugated by such regimes, the article seeks to highlight the variations between legislatures and the need to take account of their true potential.  相似文献

Abstract

The catalyst for this special issue was a symposium entitled Religion, Violence and Cities, held under the auspices of a five year inter-disciplinary research project on ethno-nationally divided cities.11. Conflict and Cities and the Contested State: Everyday Life and the Possibilities of Transformation in Belfast, Jerusalem and Other Divided Cities (2007–2013), ESRC Large Grant No. RES-060-25-0015. Principal Investigators were: Wendy Pullan (University of Cambridge), Liam O'Dowd and James Anderson (Queen's University, Belfast) and Mick Dumper (University of Exeter). The ‘Contested State’ of the title refers to states where the central political dynamic concerns the boundaries, or even the existence, of the state itself. While this project expressly addressed cities divided by ethno-national conflict, it was clear from the beginning that there was an important religious dimension to such conflicts in most, if not all, the cities being studied.22. The two main cities studied were Belfast and Jerusalem while other cities researched by project personnel included Vukovar (see Baillie, 2013 Baillie, B. (2013) Structural Violence and the (Re)construction of Vukovar's Churches, Space and Polity, 17(3). [Google Scholar], this issue), Beirut, Kirkuk, Nicosia, Mostar, and Brussels. The rationale of the Special Issue is to examine how this religious dimension exacerbates (or moderates) urban violence within a broad comparative context. Regulatory governance involves the use of heterogeneous mechanisms to extract welfare gains from market-based processes. While often viewed as a depoliticization mechanism, here, we explore a distinctly political manifestation of regulatory governance. Our study focuses on the governance of affordable housing in England, specifically on local authorities' use of ‘Section 106′ (S106) powers to compel private developers to include affordable housing in new developments. We show that, following the financial crisis, the governance of affordable housing shifted from a partisan to a valence issue. As the crisis increased the issue salience of affordable housing, left-wing authorities' hitherto higher tendency to intervene was eroded in the midst of a broad-based increase in S106 deployment. In addition to extending insights into the political economy of regulatory state intervention, our findings shed valuable light on the undersupply of affordable housing in England.  相似文献
