In contrast to some other jurisdictions, in Australia, governments relying on minor parties and independents to enact policies and especially to hold power, are readily characterised by oppositions and commentators as unstable, even chaotic and an undesirable deviation from the stability of majority parliaments. The almost unremarked exception is the Liberals' long and frequent reliance on the National Party and its predecessors to form government. This paper explores the role of the National Party in minority Coalition governments and considers why this form of minority government attracts so little comment, noting the inter‐party and intra‐party systems and strategies that give the appearance of stability.  相似文献

A sample of 276 professionals described how they spend their professional time, their attitudes and knowledge about etiology and treatment of sexual abuse. Professionals were also asked to respond to a case vignette where varied on two dimensions: age of the child victim and relationship of the offender to the victim. The growing number of actors involved in China's international activities has led to fractured authority in foreign policy decision‐making. Actors vie for the attention of senior officials to promote their interests on any specific issue. As a result, decision making is often a slow process; there are multiple channels of information, and actors appeal to public opinion to support their claims. Since 2012, Xi Jinping has taken charge of all foreign policy related decision‐making bodies in what appears to be an attempt to improve coordination of interest groups. A slight shift to a more personified foreign policy than during the Hu or Jiang eras has also taken place. In this paper, we describe how foreign policy decisions should be made in China according to formal rules; next, we take into account the reality of how the Chinese political system deals with China's evolving international role. We conclude by assessing the risks of fragmentation, on the one hand, and Xi's efforts to recentralise foreign policy, on the other hand.  相似文献

Each year, more than 30 million people worldwide are displaced by disaster, development, and conflict. The sheer magnitude of displacement points to a need for wider application of social science theories and methodologies to the special problems posed by these crises. We are convinced that social network analysis of the structure and development of social relations can help to identify variables and patterns essential to maintaining or fostering social (re)articulation in resettlement. The research model we propose applies advances in network methodology to emerging theory on structural gaps in networks in the context of forced displacement and resettlement.  相似文献

This article analyses the factors that determine the long-run real exchange rate in Argentina, Colombia and Mexico, distinguishing between real and nominal determinants. Cointegration analysis is utilised to establish that the real exchange rate has an equilibrium relationship with real variables (the terms of trade, capital flows, productivity, and government share of GDP) which excludes nominal variables (nominal exchange rate, money) and central bank intervention. Variance decompositions reveal that among the real variables that determine the real exchange rate, the terms of trade and productivity explain much of the variation in the real exchange rates. When nominal variables are included in the model, the nominal exchange rate accounts for most of the variation in the real exchange rates of all three countries. The impulse response functions are broadly consistent with theoretical predictions and shocks to the nominal variables have only transitory effects on the real exchange rate.  相似文献
