Student outcomes associated with service-learning in a culturally relevant high school program

The Hawaiian Studies Program (HSP) integrates the learning of Hawaiian culture with more traditional secondary curriculum in science, social studies, and English. Students also participate in weekly community service-learning sessions. Fifty-five HSP students and 29 peers (who were not involved in the program), completed a survey measuring: students' connection to, pride in, and responsibility for their community; civic attitudes; and career knowledge and preparedness. HSP teachers, community members, and students were also interviewed about program outcomes. Compared to other peers, HSP students tended to report feeling more connected to their community and school and to agree that they had career-related skills. Participants believed that service- learning contributed to these outcomes by making connections between school and community life and by exposing students to a variety of careers.     

Breaking up Is Hard to Do: The Dissolution of Judicial Supervision of Public Services

Public services in many states have been placed under federal court supervision. In our 1991 PAR article, we examined the implications of the federal judicial decisions in supervising the Kansas City Metropolitan School District for the "new triumviate" governing public services—public officials, legislators, and judges. In this article, we examine judicial decisions affecting the same school district a decade later to reveal the impact of judicial supervision on the school district and to discern the implications for policy termination. We find that, once begun, judicially mandated federal court supervision of public institutions is not readily terminated, even pursuant to the wishes of the United States Supreme Court.     

Promise or pitfall? The limited gains from agricultural trade liberalisation for developing countries

It has become an article of faith in international trade negotiations that farmers in developing countries have much to gain from agricultural trade liberalisation. This paper assesses the evidence for such claims, relying on World Bank data and analyses, United Nations trade data, and other economic modelling carried out to inform the current round of World Trade Organisation negotiations. It concludes that the promise of agricultural trade liberalisation is overstated, while the costs to small-scale farmers in developing countries are often very high.     

The Centralization/Decentralization Paradox in Civil Service Reform: How Government Structure Affects Democratic Training of Civil Servants

We hypothesize that the structural characteristics (i.e., centralization versus decentralization) of government affect the availability of training in values and skills that are fundamental to democratization. We test our hypothesis in statistical models predicting anticorruption training and policy skills training, using a model of technical skills training for comparison. We find that centralized government structure significantly increases the odds of receiving both anticorruption training and policy skills training. In contrast, we find no statistical correlation between government structure and receipt of technical skills training. In light of these empirical results, we describe a theoretical paradox in civil service reform associated with democratization: While the end goal of such reform is decentralized government with local services and a professionalized civil service, reform itself may best supported by a centralized environment to achieve the democratic value and skills training needed to support transition to democracy.     

Looking a Gift Horse in the Mouth: Challenges in Managing Philanthropic Support for Public Services

Collaborations between nonprofit and public sector organizations have become an increasingly important phenomenon in state and local public service delivery since the publication of the Winter Commission report in 1993 . This article focuses on one of the less studied types of public–nonprofit collaborations, those in which philanthropic support from nonprofit organizations supplements the resources and activities of public agencies. Drawing on the case of “nonprofit‐as‐supplement collaborations” that support park services in New York City, this article documents the benefits and drawbacks associated with such collaborations. While they can provide increased resources and encourage management innovations, they also can lead to inequities in the availability and quality of services, the preponderance of particularistic goals over the broader public interest, and the politicization of previously bureaucratic decision making. The authors offer two strategies for public managers to realize more effectively the benefits yet mitigate the shortcomings of these collaborations.     

Revisiting the Motivational Bases of Public Service: Twenty Years of Research and an Agenda for the Future

How has research regarding public service motivation evolved since James L. Perry and Lois Recascino Wise published their essay “The Motivational Bases of Public Service” 20 years ago? The authors assess subsequent studies in public administration and in social and behavioral sciences as well as evolving definitions of public service motivation. What have we learned about public service motivation during the last two decades? What gaps in our understanding and knowledge have appeared with respect to the three propositions offered by Perry and Wise? This essay charts new directions for public service motivation scholarship to help clarify current research questions, advance comparative research, and enhance our overall understanding of individuals’ public service motives.
