It has become common place for governments to initiate electronic-government projects in order to reform public administration. This paper seeks to explore the ways in which an e-government project, as a potential mode of reformation, is established and made to work, and then, further, to account for some of its consequences for conventional public administration. To do so we draw upon a detailed empirical study of a Greek e-government initiative, the establishment of Citizen Service Centres (CSCs). CSCs represent a significant part of Greece's e-government strategy, which has sought to modernize public administration and make the provision of public services more efficient, accessible and responsive to citizens. Drawing upon Foucault's work on power/knowledge we show that the e-government initiative is established through various technologies of power that intend to discipline public sector staff towards a particular mode of working. We also illustrate that the establishment of these modernization practices is the outcome of considerable negotiation, improvisation and enactment as different occupational groups seek to collaborate (or not) across professional and institutional boundaries. Finally, we show and argue that rather than reforming the provision of public services, such e-government based modernization projects are more likely to reproduce, in more complex ways, the long established public sector practices it sought to change.  相似文献

This article considers five books about western countries' actions and policies in the Middle East over the twentieth century and beyond. The British with their mandates in Iraq, Palestine and Jordan, and the French in Syria and Lebanon, employed similar techniques. The role of the British in Palestine comes in for a deal of criticism By the time the Americans took over the dominant role in the region, the policy challenge was rather different. The concept of ‘politicization’ of the US intelligence services, and in particular the CIA, has been debated by scholars for many years. However, it has also been easily dismissed by those investigating recent US foreign policy, as in the Robb-Silberman Commission's assurance over the 2003 Iraq War that ‘the Intelligence Community needs to be pushed’. This essay seeks an extension of the critique of politicization by considering the historical context since the formation of the CIA. It seeks an application of that critique by putting forth, when evaluating the policy and operations of the George W. Bush administration, the notion of an ‘alternative network’ within the government. The argument is that politicization must be linked to a conception of ‘Executive power’, both within the American bureaucracy and in the projection and rationalization of US aims overseas.  相似文献

Belgium has one of the most fragmented party systems of any modern democracy. This article asks the following questions: is party fragmentation linked to the importance of the ethno-regionalist vote or to the rules of the electoral system? Has party fragmentation also produced centrifugal or polarised multipartyism (between the regions, but also within Flanders, given the spectacular rise of the Vlaams Blok)? What explains the difference in party fragmentation between Flanders and Wallonia? What are the dimensions of party competition in each community and what are the socio-demographic and attitudinal characteristics of the different electorates? Which steps have the political elites taken to cope with the increasing fragmentation of the party landscape and growing voter volatility? To what extent has the increasing divergence between the regional party systems led to the building of asymmetrical coalitions at the federal and regional levels of government? The splitting of the Belgian party system into two, albeit still fragmented, party systems has further complicated the problems of coordination within a polarised, multi-cleavage and multilevel system that seriously undermines the stability of the entire political system.  相似文献

‘Presidents are more likely to be punished for not making promises of administrative reform than for not implementing them.’ (March & Olsen 1983, 291) Policy-making and implementation have usually been treated as two distinct disciplines. In this article it is argued that implementation is affected by the prior policy-making process. Hypotheses regarding such impacts are derived from the policy-making theories resting on a) the rational decision-making model. b) the conflict-bargaining model, and c) the garbage-can model: Implementation failures are more likely 1) if goals are absent or vague and if alternatives and their consequences have not been considered; 2) if the policy-making process involves participants with conflicting interests and compromising; 3) if there are many and changing participants with limited attention and if symbols are important in the poky-making process. These hypotheses are tested and discussed in relation to a reorganization case, the decentralization of the disablement pension administration in Denmark in 1976.  相似文献

The concept of loyalty still holds a central space in many histories about New Guinean‐Australian relations, especially during the Second World War, and translates into demands by Australians that New Guineans recognize Australia's political system as “the best”. In this article about the visit of the first German navy cruiser to New Guinea after the First World War, I tell a story not about loyalties, but about contesting colonial claims, namely Australia's insistence on “loyalty”, and Germany's demand for a “return” of her colony. The visit of Köln in 1933 raises questions such as: How did Germans and Australians negotiate living together in the Mandated Territory of New Guinea? How were divisions, grief, tensions, and hostilities after the First World War dealt with? What separated them, what united them, and what role did New Guineans play in this complex relationship?  相似文献
