China Must Convince the World Its Rise Is Peaceful

Globalization has indeed flattened the earth, paving the way for new beginnings and the resurgence of old cultures alike by levelling the playing field for all comers. While this new era of post‐globalization certainly heralds de‐Westernization by century's end, is it more likely to mean a revival of the old ways of the East or the new hybrid ways of the first global civilization? Some of Asia's most provocative voices, as well as the world's most renowned cellist and cross‐pollinating musician, offer their views.     

Locke on Toleration and Inclusion

As the product of liberalism's first encounter with the theoretical problems posed by legal discrimination and unequal treatment of minority groups, Locke's argument for religious toleration foreshadowed contemporary democratic theory's emphasis on non‐coercive discussion of diverse rights claims and broadly inclusive public deliberations. This study tries to illuminate the democratic dimension of Locke's toleration theory by focusing on his crucial account of the church as a voluntary association. Here Locke presented discursive possibilities for the articulation of diverse beliefs and interests that he believed would not only benefit both society as a whole and the minority religious groups contained in it, but also weave principles of contestation and deliberation into the very fabric of the liberal polity.     

DECENTRALIZING HEALTH SERVICES IN THE UK: A NEW CONCEPTUAL FRAMEWORK

Decentralization is a central plank of current government health policy. However, it is possible to discern both centralist and decentralist movements in the UK. This paper examines existing frameworks of decentralization in relation to identifying whether policy is decentralist or not and identifies a number of problems that limit their value. Key problems relate to the way decentralization is conceptualized and defined. Existing frameworks are also highly contextualized and are therefore of limited value when applied in different contexts. The paper then presents a new framework which, it is argued, provides a more useful way of examining centralization and decentralization by providing a way of categorizing policies and actions and avoids the problems of being contextually constrained. The paper ends with a discussion of how the framework can be applied in a health context and shows how this framework helps avoid the problems found in previous discussions of decentralization.     

The Emerging Threat? South Africa's Extreme Right

In the run-up to South Africa's first non-racial election in 1994, extremist right-wing organizations, and their sympathizers in the state security forces, posed a real danger to the country's future democratic order. After 1994, violent, right-wing extremist activities virtually dissipated. However, during a single night in late 2002, eight bomb blasts rocked Soweto, South Africa's largest black township. An unknown organization, Boeremag (Boer force/power), claimed responsibility for the bombings. Some two dozen alleged Boeremag members, including serving military officers, were subsequently arrested and charged with terrorism-related offenses. The Boeremag makes an interesting case study of how the extreme white right in South Africa mixes politics and religion, and seeks to exploit popular grievances to garner support for the creation of a secessionist Afrikaner state. The South African white right does not have the resources, capacity, or support to successfully execute a coup d'état. The Boeremag serves as a reminder, however, that the extreme right can create instability and destruction on a significant scale in South Africa.
