Various studies have pointed to urgency in decision-making as a major catalyst for policy change. Urgency evokes a crisis frame in which emotions and cognitive and institutional biases are more likely to be mobilised in support of the policy preferences of powerful actors. As a result, decision-makers tend to be driven by emotions and opportunity, often with detrimental results for the quality of the planning process. Although urgency has such a profound influence on the quality of decision-making, little is known about how, when and by whom urgency is constructed in the planning process of public infrastructure. By means of a discourse analysis, this study traces the timing, motives and ways actors discursively construct a sense of urgency in decision-making on the building of terminals for the reception and treatment of the natural gas that was recently found off the coast of Israel. The results of this study indicate that government regulators, but also private sector actors, deliberately constructed an urgency discourse at critical moments during the planning process. By evoking terms that resonated with the target audience, regulators employed urgency as an instrument to legitimise unorthodox planning practices whilst precluding the consideration of alternative planning solutions. Thus, urgency framing is a means of controlling both the discourse and the agenda—and is therefore an exercise in power maintenance—by entrenched interest groups. 相似文献
This study tested whether Marcia's original identity statuses of achievement, moratorium, early closure (a new label for foreclosure), and diffusion, can be considered identity status trajectories. That is, we examined whether these statuses are distinct and relatively stable, over-time configurations of commitment strength,?levels of in-depth exploration of present commitments, and consideration of alternative commitments. The study examined identity development in a five-wave study of 923 early-to-middle (49.3% female) and 390 middle-to-late adolescents (56.7% female), covering the ages of 12-20. Using Latent class growth analysis (LCGA), the authors found that Marcia's (1966) statuses are indeed identity status trajectories. Two kinds of moratorium were also found: the classical moratorium and searching moratorium. Support was found for Waterman's developmental hypothesis of the identity status model: the number of achievers was significantly higher, and the number of diffusions lower, in middle-to-late adolescence than in early-to-middle adolescence. Females were more often in the advanced identity status trajectories, and stable differences were found between the trajectories in psychosocial adjustment. The narrative and dual-cycle approach conceptualize and operationalize adolescents’ identity formation in different ways. While the narrative approach focuses on the construction of an autobiographical life story, the dual-cycle approach focuses on the formation of identity commitments. Although these approaches have different emphases, they are conceptually complementary. Yet, their empirical links and distinctions have only scarcely been investigated. Empirical knowledge on these links in adolescence and across time has been especially lacking. In the present research, it was therefore examined whether key characteristics of adolescents’ narration (autobiographical reasoning and agency) were concurrently and prospectively related to engagement in the dual-cycle processes of commitment making, identification with commitment, exploration in breadth, exploration in depth, and ruminative exploration. The findings from a cross-sectional sample of 1,580 Dutch adolescents (Mage?=?14.7 years, 56% female) demonstrated that autobiographical reasoning was significantly positively associated with the commitment and more adaptive exploration processes (i.e., in breadth and in depth). In addition, agency was significantly positively associated with the commitment processes and exploration in depth. Yet, these associations between the narrative characteristics and dual-cycle processes were only weak. Subsequently, the findings from a two-year longitudinal subsample (n?=?242, Mage?=?14.7 years, 62% female) indicated that on average commitment strength remained stable but exploration increased across middle adolescence. A stronger increase in identification with commitment and adaptive exploration (i.e., in breadth and in depth) was predicted by a higher degree of agency in adolescents’ narratives. Overall, these findings indicate that both approaches to identity formation are associated, but the small size of these associations suggests that they predominantly capture unique aspects of identity formation. Both approaches could thus complement and inform each other.
Medical doctors can exercise their free movement rights to escape the control of professional regulation at the national level. This “darker side” of free movement of doctors has received a lot of attention. This article will show that the free movement provisions play an increasingly important role in medical disciplinary cases. The application of free movement law can make a positive contribution to the protection of patient safety. However, disciplinary tribunals are unfamiliar with the structure of arguments based on the free movement provisions. While the case law on free movement of patients has encouraged a process of internationalisation of medical standards, free movement of doctors has not yet led to a similar process of Europeanisation of medical professional rules. Nevertheless, the proportionality test requires that disciplinary tribunals engage in a process of comparison between their own rules and the rules in other Member States. 相似文献
The Mozambique Eyecare Project was an international partnership to implement and research eye health education in Mozambique and the Africa region. An optometry degree was developed at Universidade Lúrio, Mozambique. In addition, existing eye health workers were upskilled with training. Researchers from various disciplines evaluated the project and its potential for impact on eye health in the region. The body of evidence generated from the research provides useful lessons for development programmes in general, as well as specific lessons for delivering eye health education and service delivery models for low-income settings. 相似文献

This article attempts to understand how control over land (power in practice) is built, achieved and contested in the context of land transfers involving pressures over possession rights in Santiago del Estero in northern Argentina. Here new forms of land control – due to expansion of the speculative, soy and cattle frontiers – are changing and involve new relationships while using novel mechanisms to gain and maintain control. The article adopts the notion of shifting ‘frontiers of land control’ as an analytical lens, following Lund and Peluso (2011). We can say that the process of soy and cattle expansion into the new frontiers happens through a group of different mechanisms which range from voluntary purchase to violent evictions. As shifts in land control in the frontier involve pressures on possession rights, we observe different mechanisms of control, mainly in the direction of dispossession and enclosure. The paper adds to the debate on ‘land grabbing’ by (a) showing how domestic investors operate to advance industrial agriculture and (b) showing how this frontier advances in a context of (rather unsecured) possession rights where rights are being shifted through transfers (sales, leases, evictions) and compensation mechanisms as well as conflict and judicial procedures. 相似文献
