Federal-employee unions face many challenges, including coping with the changes implied by Workforce 2000. These changes, coupled with economic and budgetary constraints, should raise the demand for federal sector unionism per se, but unions are hamstrung in their ability to take advantage of the situation. The law regulating labor relations among federal employees weakens the power and hence appeal of unions. The principal federal unions may employ several strategies to take advantage of Workforce 2000, including political activism, but their relative capacities to do so are limited. The American Federation of Government Employees and the National Federation of Federal Employees in particular have massive free-riding problems which strain their ability to serve represented employees. 相似文献

For four decades, The Journal of Peasant Studies (JPS) has served as a principal arena for the formation and dissemination of cutting-edge research and theory. It is globally renowned as a key site for documenting and analyzing variegated trajectories of agrarian change across space and time. Over the years, authors have taken new angles as they reinvigorated classic questions and debates about agrarian transition, resource access and rural livelihoods. This introductory essay highlights the four classic themes represented in Volume 1 of the JPS anniversary collection: land and resource dispossession, the financialization of food and agriculture, vulnerability and marginalization, and the blurring of the rural-urban relations through hybrid livelihoods. Contributors show both how new iterations of long-evident processes continue to catch peasants and smallholders in the crosshairs of crises and how many manage to face these challenges, developing new sources and sites of livelihood production. 相似文献

Whereas policy change is often characterized as a gradual and incremental process, effective crisis response necessitates that organizations adapt to evolving problems in near real time. Nowhere is this dynamic more evident than in the case of COVID-19, which forced subnational governments to constantly adjust and recalibrate public health and disease mitigation measures in the face of changing patterns of viral transmission and the emergence of new information. This study assesses (a) the extent to which subnational policies changed over the course of the pandemic; (b) whether these changes are emblematic of policy learning; and (c) the drivers of these changes, namely changing political and public health conditions. Using a novel dataset analyzing each policy's content, including its timing of enactment, substantive focus, stringency, and similar variables, results indicate the pandemic response varied significantly across states. The states examined were responsive to both changing public health and political conditions. This study identifies patterns of preemptive policy learning, which denotes learning in anticipation of an emerging hazard. In doing so, the study provides important insights into the dynamics of policy learning and change during disaster. 相似文献

California shares a 150-mile international border with Mexico. Traditionally, this border has seen non-stop illegal migration. In the 1990s, the Border Patrol began a concerted effort to establish and maintain control of the border, beginning in urban San Diego. This heightened law enforcement presence, known as Operation Gatekeeper, changed the westernmost segment of the border from the most permeable to the least permeable. This enforcement pushed migrants into more dangerous crossing areas in eastern San Diego and Imperial Counties, making their trip longer and more physically challenging as they made their way through treacherous mountains, deserts, and irrigation canals. Death rates soared. Political decisions impacted human lives and the caseloads of forensic anthropologists in jurisdictions along the border. Bodies decompose rapidly here, and there are minimal sources of antemortem data. Many of these migrants are never identified. This paper, and this symposium, is an attempt to bring this situation to the notice of other anthropologists and to discuss cooperative means of addressing the issue of identification. 相似文献

This article is based on interviews carried out in 1991 with 122 school pupils between the ages of 15 and 18 from a Catholic working-class area characterised by high, long-term unemployment located in Belfast. It includes further research carried out in 1998. The article focuses on three main aspects of young people's lives: their intended career aspirations, their involvement in term-time employment while at school and their participation in paid work within the household. The article suggests that the transition from school to work plays a crucial role in the reproduction of gender relations. The article demonstrates the ways in which young people at times accept and at other times challenge taken-for-granted assumptions regarding traditional gender stereotypes. 相似文献

The attempt to try Pinochet in Spain exemplified and publicised a trend to use 'externalised justice' to tackle impunity for human rights crimes. It also demonstrated the possibilities and limitations of externalised justice initiatives, in terms of securing democracy at the national level, and of advancing accountability for serious crimes under international law. In Chile, Argentina and Spain the Pinochet affair served to restart stalled impulses towards accountability, accelerate democratic reform and challenge the legitimacy of compromises conceded during earlier democratic transitions. With regard to the wider role of international law in limiting impunity, expectations for rapid or consistent replication of 'the Pinochet precedent' have not been met. Despite some notable achievements, the exercise of universal jurisdiction by national courts remains inconsistent and controversial. The International Criminal Court (ICC) provides a new mechanism for external justice. An aggressive US campaign to undermine it, and to reverse progress in international law, is a serious obstacle to fulfilment of the ICC's enforcement role. However, at the domestic level the ICC may have similar indirect effects to the Pinochet litigation, boosting domestic enforcement prospects and strengthening democratic commitment. In both cases the key role for externalised justice is as stimulus or back-up. This suggests that progress in tackling impunity depends on incremental and dynamic interaction between domestic and international law, and between national and transnational actors. 相似文献

Because bureaucratic agencies may be less transparent in their decision processes than legislatures, most states have developed processes to incorporate input from regulated communities and other parties potentially affected by regulations. Administrative agencies may encourage democratic practices to increase legitimacy and accountability of the bureaucracy and improve decision‐making processes. However, rules governing the regulatory process vary by state, with some incorporating more open practices than others. Understanding these dynamics is increasingly important, as the rulemaking process has become central to policymaking over the past several decades, with a large portion of policymaking authority delegated to administrative agencies. Drawing from regulatory documents, rulemaking comments, media coverage, and interviews with regulators in 14 regulatory decision processes across five states, this study finds that while states vary in their approach to providing access to information, there are overriding patterns that reduce the role of citizens and the overall transparency of regulatory processes. 相似文献
