The Perception and Reaction of Indonesia to the Belt and Road Initiative and Suggestions for China's Response

Participation,support and understanding of countries along the Belt and Road are requisites for promoting and implementing this major initiative.Indonesia,a major ASEAN economy,is crucial but Indonesia has a limited perception of the B&R initiative.Although its government welcomes it and the ruling coalition cooperates positively,parts of the military and opposition are skeptical of China's intent.The B&R initiative is well-received among the Indonesian Chinese group,while Indonesian academic circles remain cautious and somewhat critical.From a Chinese viewpoint,easing negative or hostile emotions appropriately would be well-timed.China should settle the Natuna issue,adjust its publicity in Indonesia,use diplomacy,and promote Sino-Indonesia cultural exchange and commtnications.Chinese enterprises should focus on project quality and uphold social responsibilities.Short-term goals are reducing Indonesia's opposition and obstruction of B&R,while long-term goals are enhancing the recognition and likeability of the Initiative 's worthwhile plans.

目前,乡村关系存在一些突出问题.这些问题从理性层面分析,就是要正确认识并依法处理好党的领导、村民自治和依法行政三者之间的关系;要从理性上把握处理三种不同性质关系应注意的事项.     

我国中长期规划指导思想的演变

制定中长期规划,是国家对经济社会发展实施宏观管理的重要环节.我国已经实施和正在实施的十个五年计划经历了两种经济体制.计划经济时期五个五年计划总体具有优先发展重工业、建立与形成单一公有制和计划经济体制,突出国防建设、注重区域均衡布局的特点.改革开放以来五个五年计划的指导思想体现了从计划经济向社会主义市场经济体制的过渡;突出了经济社会通盘计划;强调了经济增长的质量和效益.     

广州汉族群体DYS391基因座多态性分析

目的探讨Y—STR基因座DYS391的多态性及其法医学应用价值。方法用荧光标记引物、变性PAGE、激光自动扫描检测PCR扩增产物的方法,调查广州地区111例汉族无关男性个体DYS391等位基因分布状况;对该位点的种属特异性、突变率及其在混合斑个体识别中的价值等与法医学应用有关的问题进行了研究。结果DYS391基因座共检出3个等位基因,人类特异性较高,未发现突变。结论Y—SIR基因座DYS391的基因检测在法医物证学中的应用价值大,尤其是在父权鉴定及混合斑的个体识别中具有其它方法不具备的优越性。     

论刑事诉讼中强制措施的完善

Effets de l'irradiation X sur les chenilles de Bombyx mori dans diverses conditions d'alimentation et de jeune

Résumé Nous modifions le cycle nutritionnel des chenilles deBombyx mori, durant les premières 24 heures des deux premiers ages larvaires, avant ou après irradiation X. La chenille avant toute alimentation est très radiorésistante, le je?ne ne modifie pas cette radiorésistance. Suivant le moment du cycle physiologique (lorsque celui-ci est enclenché) où le je?ne est imposé, il diminuera ou augmentera la radiosensibilité des chenilles.

Summary Silkworms (Bombyx mori) were exposed to irradiation in the 1st and 2nd larval instars. The effects, as indicated by mortality or by failure to moult, were studied in relation to a period of starvation (24 h at 22°). Before the initiation of feeding, in either instar, the larvae were very resistant to irradiation; and fasting did not modify this resistance. Probably this was due to physiological quiescence. After the initiation of feeding, the interposition of a fast either augmented or decreased radiation tolerance, probably according to the phase of the physiological cycle involving feeding and moulting.

     

依法治国首先必须依宪治国——纪念1999年宪法修改三周年

宪法是国家的根本法,具有最高的法律效力。我们必须正确理解宪法的崇高地位和作用,在宪法依法治国的光辉照耀下,我国的法制进程不断有所推进。     

扫描电子显微镜下生前和死后枪弹创的对比观察

本文用扫描电镜,对11例生前枪弹创和12例死后不同时间形成的枪弹创作对比观察。结果发现,生前枪弹创有大量红细胞和血小板凝块,纤维蛋白网形成,死后10min内的枪弹创亦有少许散在红细胞和纤维蛋白形成,很少见纤维蛋白网。死后25min的标本仍可见稀疏的红细胞,但无纤维蛋白形成。作者认为在扫描电镜下诊断生前枪弹创,需全面观察,综合分析。     

从法律角度审视强制婚检制度

1994年颁布的《中华人民共和国母婴保健法》,确立了强制婚检法律制度。2003年发布的《婚姻登记条例》不再将婚检报告作为婚姻登记的必备条件,2005年6月24日通过审议的《黑龙江省母婴保健条例》明确规定:“本省实行婚前医学检查制度”。笔者仅从法律角度探讨我国强制婚检是否应当设立以及是否在前述法律法规中存在法律冲突。
