Turkish foreign policies determinants toward Palestinian issue under the rule of Justice and Development Party (2002–2015)

The study aimed at identifying the determinants, premises and the milestones of the Turkish Foreign Policy under the rule of the Adalet ve Kalk?nma Partisi (AKP) toward the Palestinian issue. The study sought to unveil the basics and foundations of this new Turkish foreign policy, which the AKP depends on. The researcher investigated historically the Turkish foreign policy toward the Palestinian issue in the last era. It has established a kind of relative compatibility with the neighborhood and the world on many foreign policy issues, which all are characteristics that granted Turkey the possibility of establishing and implementing active and influential policies. The Palestinian issue with all its intricate and barbed nature is the best entrance of AKP Turkey to take a regional and international place. The Palestinian issue is considered the entrance of AKP Turkey to the “Islamic World.” At the end of the study, the researcher recommended that the Palestinian politicians benefit from the Turkish foreign policy under the rule of the AKP. It is through this policy that Turkey occupies a distinctive regional role through mediating between the disputing parties and exploits this role and its acceptance by the international community in supporting the Palestinian issue.     

Infant and child mortality in Sudan： Case of central region

This paper uses households＇ data from central region of Sudan to examine factors that affect infant and child mortality. The education of mother and father, community variables and household income per adult are used. For this purpose, a household survey was conducted to collect data on the variables of interest from a random sample withdrawn from the study population. 600 questionnaires were distributed to households in one province of the region （out of five） where there are seven localities. The data has been analyzed using different statistical and econometric methods, including ordinary least squares method. The ordinary least squares found that child mortality is inversely associated with household income per adult, community variables and parental education. The effect of mother＇s education is more significant than father＇s education, mother＇s age is also found to be the most important factor that influences child mortality.     

Policy networks,networks and European Union policy making: A sceptical view

The policy network approach and the networks model are the most recent conceptual frameworks to be applied to the policy‐making processes of the European Union and are regarded by many as the most appropriate. This article, while acknowledging their appeal, puts forward a sceptical view about the usefulness of their application to the EU. Three contentions are advanced about these approaches: first, that the fluidity of EU processes eludes their capture; second, that they are insufficiently sensitive to the EU's institutional complexity and fail to recognise the importance of EU institutions; and third, that they underestimate the difficulty of delineating networks involving the EU.¹     

Performance management system in developing countries: A case study in Jordan

The performance management system (PMS) is critical to the success of any organisation, and this article investigates the PMS of the Greater Amman Municipality (GAM) in Jordan, which is one of the largest public entities in the country. The article identifies various problems that are faced by GAM, such as HRM and staff, management behaviour, and performance management, which significantly affect GAM's performance. Additionally, the article discusses the process of goal and indicator setting and development of the PMS of GAM. The article adopts a phenomenological approach and a qualitative case study methodology to collect primary data from 15 purposeful semi-structured interviews with GAM's experts. Thematic analysis is used as the data analysis technique to identify the PMS activities and address problems and difficulties in GAM's performance. The findings highlight eight major activities of GAM's PMS, which include performance sourcing, targeting, development, setting and responsibility, gauging, information, results, and alignment. These activities need to be managed properly if GAM wanted to meet its performance targets. Hence, the article presents a set of recommendations to improve GAM's PMS and overcome the identified difficulties, such as improving HRM practices and staff role, enhancing management behaviour, and establishing a performance management culture. Overall, the article provides valuable insights into the PMS of GAM and highlights the importance of an effective PMS to achieve organisational success.     

Yarmouk,Jordan, and Disi basins: Examining the impact of the discourse of water scarcity in Jordan on transboundary water governance

Extensive literature has shown the impact of water scarcity discourses on national policies, however the impact of water scarcity discourses on transboundary water governance has been overlooked. This article contributes to filling this gap by investigating the impact of the water scarcity discourse in the case of Jordan, specifically on three cases of transboundary water governance: the Yarmouk River, the Jordan River and the Disi Aquifer. This article shows that the water scarcity discourse is not enough to explain transboundary water governance, as it needs to be contextualized in the broader context, considering national security, regional geopolitics, inter-sectorial interests, and power asymmetries. This is particularly true when considering that the Arab region has most of its surface waters originating outside of its countries, and transboundary waters represent over two thirds of its overall water resources.
