公安院校刑事技术实验课分层次教学法研究

刑事技术是一门专业性和实践性非常强的综合应用型技术。刑事技术本科专业教学如何更好地适应公安基层实践对高层次专门人才的需求,培养出一大批善于学习、实践能力强并具有一定创新精神的应用人才是当前形势下公安院校深化教学改革,提高教学质量,全面推进大学生素质教育的研究热点之一。笔者从公安基层刑事技术实践对刑事技术专业人才的需求特征及技术员职业岗位和公安刑事技术实验教学改革要求出发,就实施以培养学生的动手操作能力、综合应用能力和实践创新能力为目标的分层次教学法的人才培养方案,处理好强化基本功的训练、突出综合应用能力和实践能力的培养、支持引导激励学生开展探索性的实践活动等三个层次关系及切实保障刑事技术实验课分层次教学法实施进行研讨。     

The political economy of the peace dividend

We develop a model of the peace dividend and use it to predict the fiscal consequences of a reduction in the demand for military spending. The model is based on the assumption that the political process responds to political demands and costs in a way that maximizes net political benefits. The predictions of our model on how a peace dividend will be allocated over nonmilitary spending, tax relief, and deficit reduction is tested against the experience of eight major wars in United States history.     

The U.S.-Korea conflict over rice liberalization: A Korean perspective

This article argues that Korea should not completely liberalize its rice market. The argument begins from the issue of food-security policy to the contradiction between self-sufficiency and the comparative advantage of the importance of agricultural protection, in light of advanced industrialized nations’ heavy subsidies of their agricultural commodities, including rice, and implicit and explicit trade barriers on Korean exports. The argument emphasizes the importance of self-sufficiency policy for rice in Korea, thus recommending not complete but partial liberalization of the agricultural market, as a condition for Korea’s own self-interest. The argument also emphasizes the importance of a diversified foreign and economic policy for Korea, and thus of forming future security relations with other nations besides the United States.     

Supporting Asylum Seekers and Refugees in Glasgow: The Role of Multi-agency Networks

The implementation of a dispersal policy in Britain has broughtasylum seekers to regions of the country which previously hadlittle experience of providing services for this group. Around10,000 asylum seekers have been resettled in the city of Glasgowsince 2000 as a result of the policy. Multi-agency networkshave been established in Glasgow as a medium for facilitatingco-operation across the voluntary and statutory sectors forthe provision of locally-based support services, while alsofacilitating community development. This paper explores theexperiences of these networks since their inception. While highlightingthe continuing importance of the voluntary sector in supportingasylum seekers and refugees, it raises concerns over the reactiveway in which services have been provided, where responsibilityhas fallen on voluntary and community organizations to fillgaps in statutory service provision. It further examines theimplications for social cohesion of housing-led resettlement,which has largely been in areas suffering from social deprivation.The findings highlight the frustrations of service providersworking within a disjointed policy framework, characterizedby contradictions between Scottish and UK policy goals.     

PROFILE: CHILD CUSTODY MEDIATION SERVICES IN CALIFORNIA SUPERIOR COURTS

California is now in its 11th year of mandatory child custody mediation, with a current yearly case volume statewide estimated at 65,494. This article profiles the variations in programs and mediation styles in 56 of the state's 58 Superior Courts. Two research studies provide the basis for the information on program structures, case activity, procedures, agreement formats, recommendations, facilities, security, and fees.     

The referral decision scale with mentally disordered inmates

Correctional facilities are increasingly burdened with mentally disordered offenders and are faced with the formidable task of effectively screening inmates for major mental disorders and suicide potential. Teplin and Swartz (1989) developed the Referral Decision Scale (RDS) as a rapid screen for schizophrenia and major mood disorders in jail populations. However, more recent research by Hart, Roesch, Corrado, and Cox (1993) has called into question the effectiveness of the RDS. In this study, we examined the convergent and discriminant validity of the RDS with the Schedule of Affective Disorders and Schizophrenia—Change Version (SADS-C) and the Personality Assessment Inventory (PAI) on a sample of 108 mentally disordered inmates. The RDS provided moderate evidence of convergent validity but failed to demonstrate acceptable discriminant validity, because of high intercorrelations on RDS subscales (heterotrait-monomethod coefficients).
